2002-1-29 Meeting Report (Lakewood Ridge/Indian Creek Estates)SPIN #1 Neighborhood Meeting Lakewood Ridge Indian Creek Estates
Topic: Water Distribution and Service Issues
Tuesday, January 29, 2002 Southlake Town Hall
Summary of Questions and Issues
I. Meeting Questions:
What are the current plans for fire protection? When can the plan shown on the board be
implemented?
Is there a plan for hydrants only (Fire Protection) or for hydrants and homes (Water
Service)?
How do we force AquaSource to sell or turn over their CCN?
What are the plans for homes that are not serviced by AquaSource or the City?
Had the petitions in the last couple of years been collected by the City?
Once the proposed fire hydrant line is in place, can we tap into that for water service?
Is surface water versus ground water the issue why does Fort Worth care what we do
when we purchase water from them?
When the line is installed, will you be ready to service the area when residents do go with
City water?
One option is to purchase AquaSource is another option to have the state force Fort
Worth to allow City backup if AquaSource is still around? If we are in a position where
we fill the service request for the City and we don't have water service, can we go to the
TNRCC and force Fort Worth to allow backup water service?
Sounds like the problem is Fort Worth doesn't want to allow sale of water to AquaSource
under any circumstances is that correct?
So how much money are you talking about to purchase AquaSource's system why
don't you buy the system at their request of $124,000 that doesn't sound like a lot of
money given our situation.
You annexed this area fourteen years ago and the residents still don't have City services,
and have not been served for fourteen years. Mr. Frederick is willing to drop his CCN,
are you ready to move on providing water service when that CCN is dropped?
Does the City have the ability to regulate water quality standards for AquaSource?
Does running out of water constitute losing your CCN?
Where can we go to put pressure and get some accountability for our situation?
This summer we will run out of water, don't you have the $124,000 on hand to help us
out?
You are $124,000 apart with AquaSource, if we can't get TNRCC to do anything, why
can't you buy the system it doesn't seem like a lot, what is our recourse to go after this
meeting?
You have the City Attorneys talking to them, what about our rights to have water what
is AquaSource's accountability is legal action against AquaSource by homeowners an
option? Can the City Attorney represent the homeowners in legal action against
AquaSource? Can we request the City Attorneys to file a complaint on our behalf?
Can the City sue a Judge can decide the value of the system can't they?
Can we take their $20,000 offer to the TNRCC and put the issue of value before them?
TNRCC considers a petition as one complaint there needs to be individually -sent letters
to them instead of one petition with numerous signatures?
Do we need to prove our claims of low pressure to the TNRCC?

Summary of Questions and Issues
What do you think the probability of success is on obtaining the CCN I still haven't
forgotten about the $124,000?
Curious as to how confident you are about fire protection for the area this plan on the
board is a year out how would you provide fire protection service in the interim?
Has the City Attorney exhausted the potential to hold AquaSource's $20,000 offer to
pass?
In the past we haven't been recorded with TNRCC, can we send off certified letters to
TNRCC on past situations?
We got a letter from City on AquaSource and City rates what is the difference?
If the water smells bad, what can be done to document this for TNRCC?
Regarding the half -cent sales tax for Crime Control, I would be a lot more comfortable
with voting "yes" on that if the money goes towards providing us water versus the
purchase of $3,000 radios for Police.
Recap where we think we are what is the timeline prior to the summer we work with
the City to further complaints against AquaSource with the TNRCC and obtain the CCN
for the area, or pay $124,000 right now to buy the system if the system is bought what
is the timeline for putting water service into the homes?
Deadline come June 15 the City better come up with the $124,000!
What can the City do to ration water in the area?
If we run out of water, don't they have to sell the system at a better price?
What are the next steps when do we know whether or not you have been successful
regarding obtaining the CCN for the area how do we know?
Doe they need to contact the Denton State Representative along with the TNRCC?
We have been waiting for City Services Question is not do we want them, but it is how
do we get them?
If this fails (legal avenue) and we get into the summer, can we get some commitment
from the City Council to spend the ransom and move forward?
If you buy the system, will you remove AquaSource's equipment?
