EXECUTIVE SUMMARY
Property Situation
The property is located at 1301 N. Carroll Ave., east of N. Carroll Ave. and north E. Highland
St. The site is approximately 13.69 acres.
Development Details
Carroll ISD is proposing to construct an addition to the existing school building and to
improve stacking depth at the school by relocating access drives. The approximately 3,300
square foot proposed addition would consist of a library expansion and additional
administration and security space. The existing 10' asphalt drive off of N. Carroll Ave. would
be demolished and a new drive extending south to E. Highland St. would be constructed to
improve stacking depth.
QUESTIONS CONCERNS
Traffic will back up to the west on E. Highland St. due to cars waiting to make a left
turn from E. Highland St. into the southern driveway.
Traffic coming west on E. Highland St. will be coming over a hill and won't be able to
see cars turning left from E. Highland into the proposed southern driveway, causing
a traffic hazard. People speed on E. Highland St.
Is the front of the school still going to be the front?
o Yes
What is the motivating the library expansion?
o It is undersized.
Instead of connecting the proposed driveway to E. Highland St., a better solution to
the stacking problem would be to use the existing driveway entrance from N. Carroll
Ave. and then loop it around to the pick up /drop off location. There would be the
same amount of stacking depth as the proposed drive connection to E. Highland St.
Will Carillon or Estes Park increase the number of students at the school?
o The attendance zones have not been drawn.
What is proposed for the area covered by the existing asphalt drive?
o It would be grassed over.
