SUMMARY:
On behalf of the Eat Blue Southlake, LLC, William Peck and Associates, INC. is
requesting approval of a Site Plan for the expansion of the existing restaurant by
enclosing the existing patio being approximately 839 sf and adding a new patio
space on the east side of the building being approximately 615 sf on 1.945 acres
located at 1586 E. Southlake Boulevard. SPIN #8*.
DETAILS:
William Peck and Associates, INC. is requesting approval of a site plan to increase
the overall seating area for the restaurant. The existing porch will be enclosed and
a new outside seating area will be added to the east side of the building. The
proposed alterations will ultimately increase the existing seating capacity of the
restaurant.

The development will not affect the existing landscape for the development.

Property Situation
The property is located at 1586 E. Southlake Boulevard.
Development Details
The applicant is requesting approval of a site plan for the existing Blue Mesa restaurant located at
Southlake Town Square. The proposed addition will add thirty-four (34) additional seats. The
existing canvas patio area is proposed to be enclosed and become a part of the main structure and
is approximately 839 square feet. This site plan proposes a new patio area on the east side of
restaurant and measures approximately 615 square feet.

QUESTIONS / CONCERNS
How many parking spaces are you losing?
We will be losing three spaces; parking will not be an issue. The lot is already over the

required number of spaces to include future use for office commercial brownstone.
The existing canvas enclosed patio does not look bad but this proposal looks really nice. Speaking
on behalf of the Brownstones HOA, we have no issues.
I love to see existing business grow and improve.
I would like to see the same detail that is on the existing façade added to the new addition. It looks
hidden in the picture.
What is the overall seat count?
We currently have 132 seats; the addition will bring that up to 166 seats.

Will the new patio addition have a canvas cover and sides also, in case of bad weather?
Yes, we will likely have the canvas for the sides in case of bad weather, however, the patio

will have a fixed roof.

What about the front window? Will it be shaded or tinted so when you’re seated there, you’re not
watching traffic in the parking lot?
It will be improved since the front in drive parking spots are proposed to be removed. Also,

it faces North so won’t have the glaring sun in the afternoon. We will likely have optional
blinds and/or possibly smoke the glass.
The front addition looks flat on top. Will there be sky lights?
Possibly… that’s a good idea. We are exploring lighting options.

The following comments are based on the review of plans received on It is the applicant’s
responsibility to contact the department representative shown above and make modifications as required by the comment.
GENERAL COMMENTS:
1.The proposed patio is shown to be located in an existing 20’ Drainage & Utility Easement. This
will require a “Joint Use and Encroachment Agreement”. This form and instructions can be found
on the City’s website on the Public Works forms page.
2.The 20’ Drainage & Utility Easement contains a 48” storm drain pipe. The proposed patio exhibits
provided, appear to show columns being placed over or near the existing 48” storm drain pipe.
Plans showing the relocation of the 48” storm drain pipe need to be provided or plans showing a
revised patio plan need to be provided that ensure the columns will not penetrate the existing 48”
storm drain pipe. Relocation of the 48” storm drain pipe will require civil construction plans.
WATER AND SANITARY SEWER COMMENTS:
1. The proposed patio appears to be located over an existing grease trap. Provisions need to be made
for relocating the grease trap.
INFORMATIONAL COMMENTS:
* Submit 4 copies of the civil construction plans (22” X 34” full size sheets) and a completed
Construction Plan Checklist as part of the first submittal for review directly to the Public Works
Administration Department. The plans shall conform to the most recent construction plan
checklist, standard details and general notes which are located on the City’s website.
