EXECUTIVE
SUMMARY:
S L J Continental Plaza Ltd, is requesting approval of a plat revision for Lot 3R12,
Green Meadows Subdivision being a revision of 3R6R1, 3R7R, 3R8R, 3R9R, and
3R10R, an addition to the City of Southlake, Tarrant County, Texas and being
approximately 4.1 acres. SPIN # 8
REQUEST:
The applicant is requesting approval of a plat revision for Lot 3R12, Green Meadows
Subdivision to eliminate interior lot lines and abandon Common Access, Drainage and
Utility easements that will no longer be needed in order to create a more buildable
area.
ACTION NEEDED: Consider item with a public hearing.

-Light Industrial zoning and a final plat for the Green Meadows
HISTORY:
subdivision was approved by City Council on December 3, 1974.
-The rights-of-way for S. Kimball Avenue and E. Continental Boulevard
were realigned splitting Tract 2 into multiple parcels.
-A plat revision was approved by City Council on December 2, 2003 to
combine Tract 3 with a portion of Tract 2. The plat was never filed.
-City Council approved a driveway stacking variance for the lots south
of E. Continental Blvd and S. Kimball Ave on May 18, 2004 (See site
exhibit in Attachment C of this report).
-A Specific Use Permit for a kennel was approved on June 15, 2004.
-A plat revision was approved by City Council on August 3, 2004 to
create Lots 3R1 & 3R2.
-City Council approved a plat revision to create Lots 3R2R1, 3R2R2,
and 3R2R3 on April 19, 2005.
-A plat revision was approved by City Council on February 21, 2006 to
create Lots 3R3-3R5.
- A plat revision was approved by City Council on May 3, 2007 to
create Lots 3R4R, 3R5R, 3R6 - 3R11.
- An amended plat was August 21, 2007 for Lots 3R5R1, 3R6R –
3R10R to add a missing curve data and to dedicate a drainage
easement.
-An amended plat was approved September 23, 2011 for Lot 3R6R1 to
relocate a Common Access Easement.
P&Z RECOMMENDATION:
February 9, 2012; Approved (6-0); as requested and subject to the staff report
dated February 3, 2012.

1. Change plat title to Plat Revision ….
2. Revise the courthouse filing note as follows and place above the title block:
“Filed in Cabinet , Slide , Date .”
3. The following changes are needed regarding easements:
a. Provide easements for water, sewer, drainage etc., in accordance with approved engineering
plans. Provide drainage structures as required by Public Works to handle drainage crossing lot
into the detention area.
b. Provide a detail insert clearly showing easements to be abandoned by this plat. All franchise
utilities must approve the abandonment by executing the statement on the face of the plat.
Additionally, public water, sewer and/or drainage lines within these easements must be
included on an abandonment plan, properly closed/removed and be approved by Public
Works.
* Future location of fire hydrants, fire lines, water lines, etc., should be taken into consideration
when configuring the alignment of the existing and proposed easements.
4. Add the following notes to the face of the plat:
Compliance with the provisions of the City’s Storm Drainage Policy does not relieve a person of the
responsibility of complying with all other applicable laws, including, but not limited to, Section 11.086,
Texas Water Code.
5. Consider changing the note related to the purpose of this plat. The lots are not being “vacated” ( a
different process and application is required) but are being replatted in order to eliminate common lot
boundaries and abandon unneeded easements creating a larger lot for a more buildable area.

* A “Certificate of Taxes Paid” indicating that there are no delinquent taxes owed on the subject property
from each taxing authority must be provided to the City prior to filing this plat in the County records. A
copy of this information may be obtained from the Tarrant county Tax Assessor/Collector’s Office
located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). There is a service
charge of $10 per account for this certificate. For more information contact the Assessor/Collector’s
office at 817-884-1186.
* We recommend this plat not be filed until the construction plans related to any public improvements or
relocations to public utilities necessitated by this replat have been substantially approved. This will
ensure adequate easements, access and finish floor elevations. Minimum finish floor elevations may
be required on the following lots pending review of construction plans: Lot 3R12.
* Please submit a revised blueline "check print" prior to submitting blackline mylars with original
signatures.

* Original signatures and seals will be required on two mylars prior to filing the plat. Mylars will
not be accepted if any erasures or original ink, other than signatures or seals, appear on the plat.
* A Developers Agreement is required prior to construction of any public infrastructure. The Developer's
Agreement for this addition should consider streets, drainage, park dedication requirements and fees,
off-site sewer extensions, off-site drainage and utility easements and impact fees.
