Action
Requested: Ordinance No. 1025, 1 St Reading, Approve an ordinance
establishing the Speed Limit on Southlake Boulevard (FM 1709).
Background
Information: TxDOT has requested that the City Council approve a speed limit
revision on Southlake Boulevard (FM 1709) from the west city limits
to the east city limits. Southlake Boulevard is a state highway and
TxDOT periodically reviews the speed limits in their network,
conducts speed studies and, if appropriate, requests the City to
approve a revised ordinance.
This revision reflects the new conditions created by the installation
of the medians and the reduced lane widths in front of Town
Square. The proposed speed limit will remain 45 MPH along
Southlake Blvd through the city with the exception of the area
between Carroll Avenue and Village Center Drive proposed to be
reduced to 40 MPH.
The median in front of Town Center was increased in width in order
to accommodate an enhanced landscaping area. The increase in
width required a reduction from the standard 12 foot wide drive
lanes to 11 foot wide lanes which resulted in TxDOT requesting a
reduction of the speed limit to 40 MPH.
Financial
Considerations: None.
Strategic Link: The ordinance change links this project to the City's strategy map
relative to Safety and Security by achieving the highest standards
of safety and security.

Review: The ordinance has been reviewed by the City Attorney's office.

Considering recent engineering and traffic investigations by our Traffic Operations Section, we
recommend the posted speed limits be as follows on FM 1709 in Southlake:
Control - Section: 16 03 -3
• MP 7.925 east 4.075 miles to MP 12.000; zoned at 45 MPH
• MP 12.000 east 1.000 miles to MP 13.000; zoned at 40 MPH
• MP 13.000 east 1.128 miles to MP 14.128; zoned at 45 MPH
We are enclosing a copy of the strip map. if the City Council concurs with our recommendations, we ask
that the City pass an ordinance establishing the proposed speed zones. We are also enclosing a copy of a
typical speed zone ordinance for their consideration. Please send a copy of the ordinance to this office
when it is passed.

FM 1709
AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS
ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF THE
TRANSPORTAITON CODE, CHAPTER 545, SECTION 545.356, UPON
THE BASIS OF AN ENGINEERING AND TRAFFIC INVESTIGATION
UPON CERTAIN STREETS AND HIGHWAYS, OR PARTS THEREOF,
WITHIN THE CORPORATE LIMITS OF THE CITY OF SOUTHLAKE, AS
SET OUT IN THE ORDINANCE AND PROVIDING A PENALTY OF A
FINE NOT TO EXCEED $500.00 FOR VIOLATION OF THIS
ORDINANCE.
WHEREAS, the Texas Transportation Code, Chapter 545 Paragraph 545.356,
provides that whenever the governing body of the City shall determine upon the basis of
an engineering and traffic investigation that any prima facie speed therein set forth is
greater or less than is reasonable or safe under the conditions found to exist at any
intersection or other place or upon any part of a street or highway, with the City taking
into consideration the width and condition of the pavement and other circumstances on
such portion of said street or highway, as well as the usual traffic thereon, said
governing body may determine and declare a reasonable and safe prima facie speed
limit thereat or thereon by the passage of an ordinance, which shall be effective when
appropriate signs giving notice thereof are erected at such intersection or other place or
part of the street or highway, now therefore,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS:
SECTION 1
Upon the basis of an engineering and traffic investigation heretofore made as
authorized by the provisions of the Texas Transportation Code, Chapter 545, Paragraph
545.356, the following prima facie speed limits hereafter indicated for vehicles are
hereby determined and declared to be reasonable and safe; and such speed limits are
hereby fixed at the rate of speed indicated for vehicles traveling upon the named streets
and highways, or parts thereof, described as follows:

SECTION 2
Any person violating any of the provisions of this ordinance shall be deemed
guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not more
than five - hundred ($500.00) dollars.
This ordinance modifies previous ordinances pertaining to the above referenced
highway.
