Peytonville Ave. and W. Dove Rd. during the peak AM and peak PM hours. Recommendation Consider intersection improvement options at Sams School Rd. and W. Dove Rd. as well as at N. Peytonville Ave. and W. Dove Rd. Peytonville/Dove/Sam School Intersection & Roundabout Sams School Realignment & Peytonville/Dove Roundabout M-2 Issue The community desires to create a more efficient intersection at W. Highland Street and N. White Chapel Boulevard. Recommendation Consider intersection improvement at the intersection of White Chapel and Highland in the form of a dual roundabout. M-3 Issue Traffic congestion on the Carroll Avenue bridge will continue to increase as a result of development along S.H. 114 east of Carroll Avenue. Recommendation Conduct a study for a Texas turnaround on the east side of the Carroll Avenue bridge. Explore opportunities to fund the turnaround such as grants and partnerships with private entities. M-4 Issue Town Square is a pedestrian‐friendly environment, yet reaching Town Square on foot from surrounding developments can be difficult due to gaps in the sidewalk network. Recommendation As part of the Mobility Plan, evaluate pedestrian mobility leading to Town Square. Consider prioritizing sidewalk gaps leading to Town Square, particularly along Carroll Avenue. Land Use Recommendations Focus Area 1 (LU1) Land Use Designation is Office Commercial Zoning is S-P-1 with CS uses Part of Countryside Bible Church lot Church has recently expanded Recommendation: Change Land Use to Public/Semi-Public S.H. 114 White Chapel Countryside Ct Focus Areas 2 & 3 (LU2 & 3) Land Use Designation is Retail Commercial Zoning is C2 and ECZ Parkway Office Center and Carillon Plaza District Recommendation: Change Land Use to Mixed Use Focus Areas 4 & 5 (LU4 & 5) Mixed Use Mixed Use Roundabout Land Use Designation is Medium Density Residential, Office Commercial, and Retail Commercial Zoning is SF-1A, S-P-2, C-3, and AG Recommendation: Change Land Use to Mixed Use with a site specific recommendation for LU4 for lower intensity uses, including office buildings and limited commercial activities. Focus Area 6 (LU6) S.H. 114 Highland Land Use Designation is Office Commercial Zoning is AG and S-P-1 with O-1 uses (Onsom Medical Offices) Recommendation: Change Land Use to Mixed Use Focus Area 7 (LU7) Carroll Highland Land Use Designation is Office Commercial Zoning is CS Part of Jack D. Johnson Elementary School lot Recommendation: Change Land Use to Public/Semi-Public Focus Area 8 (LU8) Land Use Designation is Mixed Use and Low Density Residential Zoning is S-P-1 with CS uses New Carroll Middle School Recommendation: Change Land Use to Public/Semi-Public Economic Development Issue Hotel Policy The City is receptive to considering proposals for full service hotels at market driven locations along the State Highway 114 corridor. Recommendation Amend the Mixed Use Definition in the Land Use Plan to define the type of hotel appropriate within this land use category. Economic Development (ED1) Questions?
