Planning and Zoning Commission Meeting Minutes — February 23, 2012 Page 2 of 7 104 105 Brent Kline, Jacobs & Associates, 3737 Mapleshade Lane, Plano, TX came forward. Mr. Kline 106 stated that the project would be divided into 4 phases and is part of the church's master plan. 107 Phase 1 is the construction of a new Administration Building and replacement of a portion of the 108 existing building. Phase 2 is the construction of a new Fellowship Hall and the removal of the 109 existing portables. Phase 3 is the construction of the Columbarium and Phase 4 is the addition 110 to the Administration Building in Phase 1. 111 112 Commissioner Springer asked what the time frame of each phase was. 113 114 Mr. Kline stated that Phase 1 would start in May 2012 and would last about 6 -8 months. Phase 115 2 would start early 2013 and completed by the end of the year. There is currently not a time 116 frame for the remaining phases. 117 118 Commissioner Parrish asked how big the columbarium would be. 119 120 Mr. Kline stated that the columbarium would hold up to 800 cinerary urns with seating areas and 121 water features. 122 123 Commissioner Springer questioned on whether or not the existing retaining wall would remain 124 and the columbarium would be built up around it. 125 126 Mr. Kline stated that is correct. 127 128 Commissioner Springer asked if there would be in lighting on the structure. 129 130 Mr. Kline stated no. 131 132 Chairman Faglie asked about the time frame for the columbarium. 133 134 Mr. Kline stated that a time frame had not been calculated yet. The time frame would be 135 determined by fundraising within the church. 136 137 Chairman Faglie asked the applicant if they considered tabling the SUP for the columbarium. 138 139 Greg Standerfer, 1130 N. Carroll Ave, Ste. 100, Southlake came forward. Mr. Standerfer stated 140 that based on the definition of a columbarium and city /state ordinances, Mr. Standerfer doesn't 141 believe an SUP is required. However, the applicant will agree to table the item for further 142 discussion. This would allow the Site Plan to move forward and the SUP to stand alone at a 143 later date. 144 145 Dennis Killough stated the Site Plan would move forward and all items under the Site Plan with 146 the exception of the columbarium would be considered. The columbarium, including the 147 placement on the property would be considered with the SUP separately. 148 149 Mr. Kline and Mr. Standerfer inquired as to whom made the decision that the columbarium 150 needed an SUP and if the City Attorney had aided in that decision. 151 152 Mr. Killough stated that Ken Baker, Director of Planning and Development Services made the 153 decision to require an SUP and no information was taken forward to the City Attorney. 154 155 Commissioner Parrish and Commissioner Williamson added that SPIN is a good program for Planning and Zoning Commission Meeting Minutes — February 23, 2012 Page 3 of 7 156 citizen feedback regarding large items such as this. SPIN is also considered a "brain storming" 157 session for both the applicant and staff. 158 159 Commissioner Hamel asked about the time frame for the sidewalk. 160 161 Mr. Kline stated that the sidewalk will be done during Phase 2. 162 163 Commissioner Forman asked if the applicant was aware of the drainage concerns regarding the 164 church's neighbors to the south. 165 166 Mr. Kline stated yes. Mr. Kline has spoken with the neighbors and their contractor regarding the 167 drainage. The communication will remain open in order to resolve the drainage issues. 168 169 Chairman Faglie read aloud the Public Comment Forms: "Do not wish to speak" — opposition. 170 Keith and Lisa Davis, 101 Londonberry Terr.; John Shea, 211 Pine Dr. "Do not wish to speak" — 171 support. Ms. Stewart has communicated with the 176 church regarding the flooding of her property and driveway. Ms. Stewart passed out additional 177 pictures of her property showing the flooding that occurs. Ms. Stewart is opposed to anything 178 else being built on the church's property until the drainage issues are addressed. Ms. Stewart 179 has personally worked to alleviate some of the flooding but is asking for assistance from the 180 church. 181 182 Commissioner Parrish and Commissioner Forman asked Staff to clarify the driveway and how 183 many houses the driveway serviced. 184 185 Mr. Killough stated that the driveway is a concrete utility easement that also serves as an 186 access driveway to 201 Pine Dr. 187 188 Commissioner Springer asked Ms. Stewart what has been done so far to alleviate the flooding. 189 190 Ms. Stewart stated that some trenching has been done and installed piping to move the water to 191 the City easement. 192 193 Commissioner Springer asked Ms. Stewart where she believes the water is coming from, 194 whether it was from the detention pond or the parking lot. 195 196 Ms. Stewart stated the parking lot. 197 198 Commissioner Williamson asked Staff what will be the surface percentage change. 199 200 Daniel Cortez stated 6 %. 201 202 Neil Gigammatteo, 909 S. Main St., Grapevine, Ms. Stewart's contractor, came forward. Mr. 203 Gigammatteo explained the process he was taking to alleviate some of Ms. Stewart's flooding. 204 205 Chairman Faglie asked Mr. Gigammatteo where the pipes were being carried. 206 207 Mr. Gigammatteo explained that they were being carried across the property to the drainage Planning and Zoning Commission Meeting Minutes — February 23, 2012 Page 4 of 7 208 easement. 209 210 Commissioner Hudson asked Mr. Gigammatteo to clarify where the water is coming from. 211 212 Mr. Gigammatteo explained that the majority of the water comes from the main driveway and 213 parking lot. 214 215 Commissioner Springer asked if they are also putting in any inlets. 216 217 Mr. Gigammatteo stated yes. 218 219 Chairman Faglie closed the public hearing. 220 221 Commissioner Williamson and Commissioner Hudson agreed that the drainage problem 222 shouldn't affect the Site Plan moving forward and the church has a willingness to assist their 223 neighbors. 224 225 Chairman Faglie agreed. 226 227 Commissioner Parrish asked the applicant to clarify where the fence is located that the variance 228 is being requested. 229 230 Mr. Kline clarified that the fence is located along the southern portion of the property.
