Specific Use Permit for Art in the Square – Mass Gathering
PROJECT:
REQUEST: The Southlake Women’s Club Art in the Square committee is requesting approval
of a specific use permit for the Art in the Square Mass Gathering Event. Art in the
Square has been held each spring, typically during the last weekend of April, since
2000. The current SUP allows the event to be held one weekend per year, Friday
through Sunday, such that it remains within the scope of what was originally
approved. The purpose of this request is to amend the currently approved Specific
Use Permit in order to re-locate the “Fun Zone” children’s activity area previously
located in the parking area of Block 1 near the northeast intersection of E.
Southlake Boulevard and N. Carroll Avenue to the parking area directly across
from the U.S. Post Office at the southwest corner of Prospect and State streets.
The re-location of this activity area requires City Council approval following a
recommendation from the Planning and Zoning Commission. No other changes
are proposed to the event.

HISTORY: This will be the thirteenth annual Art in the Square. This event is
typically held the last Friday, Saturday, and Sunday of April.
P&Z ACTION: January 19, 2012; Approved (6-0) as presented and subject to the
staff report dated January 13, 2012.
STAFF COMMENTS: A site exhibit and description of the existing and new event areas
are included as attachment ‘C’.
As previously approved the applicants are requesting that the event
be approved and allowed to be held one weekend per year, Friday
through Sunday, without having to receive a new SUP approval
each year, with the following conditions:
A Plan be submitted and approved administratively by
the City of Southlake Department of Public Safety, Parks
and Recreation and Planning and Development Services
Department.
The event remains within the general scope of this plan.

Event Description Addendum – 2007 Addition of the Fun Zone
Dennis,
In response to your request for an updated event description for Art in the Square I
have listed below some current information. This should be treated as an addendum to
the original SUP that was given to the Southlake Women's Club in perpetuity for this
annual City sponsored event. Supported Document dated January 9, 2002 Existing Event

1. Event Information:
We are officially established to be held the last weekend in April every year.
The dates for 2008 are April 25th, 26th & 27th.
2. Components of Event:
Artist's Booths- We are now recognized nationally as one of the top 100 art
festivals in the U.S. We have expanded artist booths to showcase approximately
135 artist.
The Fun Zone is a new component of the weekend event. It is to be held in the
parking lot area behind the Corner Bakery. It is intended to provide activities
for young children, while raising additional funds for our charities. There
will be jump houses, simulated games and a sports court.
3. Expected Attendance:
The success of this event has grown attendance to over 80,000 for the weekend.
Parking has been carefully managed and is as always a priority with the Art in
the Square committee.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
MASS GATHERING EVENT FOR THE RE-LOCATION OF THE
CHILDREN’S FUN ZONE DURING ART IN THE SQUARE ON
PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS, LOCATED
NEAR THE NORTHEAST CORNER OF THE INTERSECTION OF EAST
SOUTHLAKE BOULEVARD AND NORTH CARROLL AVENUE, BEING
DESCRIBED AS SOUTHLAKE TOWN SQUARE, PHASE I, MORE
FULLY AND COMPLETELY DESCRIBED IN EXHIBIT “A”, AND AS
DEPICTED ON THE APPROVED SITE EXHIBIT ATTACHED HERETO
AND INCORPORATED HEREIN AS EXHIBIT “B” AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS
, a Specific Use Permit for amass gathering event has been requested by a person or
corporation having a proprietary interest in the property zoned as “DT” Downtown District; and,
WHEREAS
, in accordance with the requirements of Section 45.1 (36) of the City’s
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have
given the requisite notices by publication and otherwise, and have afforded the persons interested and
situated in the affected area and in the vicinity thereof; and,
WHEREAS
, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for amass gathering event on property located near the
northeast corner of the intersection of East Southlake Boulevard and North Carroll Avenue, being
described as Southlake Town Square, Phase I, an addition to the City of Southlake, Tarrant County,
Texas, according to the plat recorded in Cabinet ‘A’, Slide 4892 and 4893, Plat Records, Tarrant County,
Texas, more fully and completely described in Exhibit “A”, and as depicted on the approved Site Exhibit
attached hereto and incorporated herein as Exhibit “B” and providing an effective date, subject to the
provisions contained in the comprehensive zoning ordinance and the restrictions set forth herein. The
following specific requirements and special conditions shall be applicable to the granting of this Specific
Use Permit:

SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
