Blagg, Assistant City Manager /Director of Public Safety 4G - 1 Subject: Approve permit from Southlake Arts Council, APEX Arts League, Art In the Square and Southlake Public Library to allow the public display of "Winter Art in Town Hall" art exhibit in Town Hall lobby from February 17 — April 16, 2012 and an art gallery reception on February 19, 2012 Action Requested: City Council approval of the permit to display "Winter Art in Town Hall" art pieces in Town Hall lobby February 17, 2012 through April 16, 2012 and to hold an art gallery reception on Sunday, February 19, 2012, 3 -5:00 p.m. in conjunction with the annual Art In The Square festival. Background Information: Permits for displays and performances in City facilities must be reviewed and recommended by the Southlake Arts Council and approved by City Council. The attached permit is submitted by the Southlake Arts Council, APEX Arts League, Art in the Square organization and Southlake Public Library. If approved, the exhibit will feature "Winter Art in Town Hall," eight (8) art pieces by four local and regional artists, selected by the Southlake Arts Council from submittals in response to a recent Call to Artist conducted by the Art In the Square organization. The exhibit will require less than 30% of the lobby wall space. The art will be hung on the walls using the same gallery hanging system recently used for the Sister Cities International exhibit. The pieces will be placed based on size of the piece and aesthetic concerns related to color and composition. City staff and Southlake Arts Council members will be on hand to help with final placement of the pieces that are to be included in the exhibit. The exhibition is not a fundraising event. The artist or their representation cannot actively solicit the sales of art other than passively indicating the artists' contact information on the artwork. The gallery reception on February 19 is a kick -off event for the annual Art In the Square festival and will follow the same format and layout used for other receptions held by the City. City staff is coordinating the event with Southlake Arts Council and will be present during the reception on Sunday afternoon. Previous public art displays and events approved for use of the Town Hall lobby include: April 19 — May 17, 2011 November 2 — November 30, 2011 November 7 — December 16, 2011 November 19, 2011 December 11, 2011 December 17 — December 31, 2011 Art In the City Reception Renderings of Roundabouts Sculptures Festivals of Trees Board Reception /Tree Lighting Event Breakfast with Santa Sister Cities Young Artist Showcase Financial Considerations: Approval of the exhibit requires funding for the performers of $600, and the City will participate up to $300 in expenses for the reception, both of which are funded in the FY 2012 Arts Council Budget. Strategic Link: This Permit is linked to the City Council Focus Areas of Quality Development and Partnerships and Volunteerism. It addresses the corporate objectives of providing attractive and unique spaces for enjoyment of personal interests and providing opportunities for partnerships and volunteer involvement. Citizen Input/ Board Review: The Permit for the art exhibit and gallery reception complies with provisions of the Display of Public Arts Policy. Southlake Arts Council recommended approval (6 -0) of the permit and selected eight art works for the display at their January 24, 2012 meeting. City Council to consider Permit February 7, 2012.
