Item 4C AudioItem 4B 1 This exhibit indicates the alignment of the new TW King water supply line. A portion of this line passes through the Town of Westlake. The exhibit indicates the portion of the line that is covered by the Inter local and License Agreements. The construction of the TW King 30-inch water supply line is a water master plan element. It is an important component of the city’s overall water system plan. This new water line will provide a direct supply to the city’s northernmost pump station located on TW King Road. By constructing this important piece of the water infrastructure, the efficiency of the system’s operation will be improved. Today, the water distributed to the city’s north side water customers must be pumped twice, once out of the Pump Station No. 1 and again at Pump Station No. 2. With the completion of this new supply line, water distributed to the north side of the city will only be pumped once. In 2007, the city contracted with Freeseand Nichols, Inc. to perform a route analysis for this direct water supply line connection to the TW King Pump Station No. 2. The alignment defined in this Inter local and License Agreement with the Town of Westlake was determined to be the best route. This proposed alignment provided lesser impact on residents as the alternative route was through existing residential neighborhoods. 2 Over the last several years, staff has worked with Fort Worth, Keller and Westlake to make this project a reality. Before Westlake would agree to approving an Inter local Agreement and granting a license agreement, Fort Worth had to agree to sell up to 2 MGD of water from the new TW King line to Westlake. Fort Worth, Keller, Westlake and Southlake all approved a contract amendment to the Wholesale water purchase contract authoring the sale of water directly to Westlake via the TW King line. The approval of the Inter local and license agreements establishes a win-win partnership between Westlake and Southlake. Westlake has agreed to provide the authorization for the construction of the water supply line within Westlake town right of way in exchange for the ability to purchase up to 2 MGD of water. Westlake is not charging any fees for the use of the right of way. Southlake is constructing the supply line at its cost. The Inter local Agreement details the terms of the construction, operation and maintenance responsibilities of Southlake and Westlake for the portion of the line located with the Town of Westlake. The License Agreement establishes the authority of Southlake to locate the proposed infrastructure improvement with the Westlake town right of way. 2 There areno direct costs associated with approval of either the Inter local or license agreements under consideration. The construction of the TW King Water Supply line hasbeen funded in multiple fiscal year capital improvement plans. The project budget has been authorized by Council and the recent construction bid for Segments B through E of the project allows for the anticipated completion of the infrastructure within the authorized budget of budget of twelve million dollars. This budget covered: planning, land and route surveying, engineering design, an environmental study, land appraisals, right of way acquisition, condemnation actions, construction including a sub surface bore of SH 114 and related testing costs of both the constriction of the supply line and the meter station. The total length of the new supply line totals approximately five miles of improvements. 3 The proposed Inter local Agreement nor the License Agreement calls for any significant consideration to be exchanged between the two parties to the contract other than what is required to meet the financial requirements of a contract. The consideration proposed is Ten dollars ($10.00). As part of a previously adopted wholesale water purchase amendment, Westlake has the option to purchase up to 2 MGD of water directly from the City of Fort Worth through the Caylorand TW King supply lines. 4 If you have anyquestions regarding this item, contact Bob Price at 748-8097 5
