26 Agenda Item No. 2A — Consent: Approval of the minutes from the October 25,
27 2011 Southlake Arts Council meeting — There were no corrections to the minutes.

38 Agenda Item No. 3A — Consider: Recommendation on proposal by Hines Group
39 for art sculpture in Carillon development — Hines Group developer Jeff Kennemer
40 presented the proposal to commission a replication of the 12 1 ,4 -foot tall, marble and
41 cast limestone, Renaissance sculpture, St. George by Donatello, for the public space
42 located in Enclave Park.

44 The 380 Agreement and Developer's Agreement Hines Group has previously executed
45 with the City designates art work as an amenity for the development. Developer -

1 commissioned art work is also allowed in the pending Public Art Master Plan under
2 specific conditions and guidelines.

4 The Arts Council discussed Hines' proposal.

6 Concern was expressed that the piece was not an original art piece created by an artist
7 but rather a reproduction. It could be considered as an architectural design element
8 instead of art work. Moving forward, the Arts Council was encouraged to follow the
9 pending Public Art Master Plan definition for art work when considering a selection.

11 The developer expressed willingness to look at options and the possibility of
12 commissioning future pieces with an artist, recognizing the cost factor may limit the
13 number and style of pieces.

15 The proposal was approved (4 -1) by the Artist Selection Committee November 15,
16 2011. City Council will consider the proposal December 6, 2011.

18 A motion was made to recommend to City Council approval of the selection with their
19 concerns.
