This evening’s presentation outline will begin with a brief overview of how the Sidewalk
Plan was adopted and how it works with our Comprehensive planning process. I will discuss
howthe provision of sidewalks ties into specific focus areas of the city of southlake’s
strategy map. There will be an overview of the status of past projects and what we are
recommending for fiscal year 2012. The presentation will conclude with a brief mention of
other recent construction projects that included sidewalks followed by any questions or
comments you may have.

One of the key objectives of the Southlake 2025 Plan was to create a seamless system of
sidewalks and trails that would allow citizens the opportunity to walk or bike to schools,
businesses, shopping, parks, and adjacent neighborhoods instead of utilizing the
automobile. The benefits of walking are well documented and include reductions in
vehicular congestion, improvements in air quality as well as a number of health benefits.
The first step in achieving that key objective of the SL 2025 plan was the creation of the
Sidewalk Plan. The sidewalk plan was identified as an action item in the SL 2025 plan and
staff completed the plan in 2007. The goal of the Sidewalk Plan is to complement or work
in concert with the City’s Master trail plan (Pathways Plan). The City’s Trail Plan addresses
pedestrian mobility on a broad scale in that it identifies inter-city trails and pathways to be
constructed along arterials, collectors, and creeks, sometimes in conjunction with
development. The primary goal of the City’s Trail Plan is to provide for recreational
opportunities in the form of multi-use trails.
As discussed in the development of the SL 2025 plan, the city had provided a significant
investment in the provision of trails; however, it was difficult to access the trails. Also, the
fragmentation of the trail system was discussed.
The Sidewalk Plan complements the trail master plan by providing recommendations for a
system of sidewalks that connect to major trail systems and identify major gaps in the trail
system network.The Sidewalk Plan includes an annual recommendation for a priority list
for sidewalkgap projects that are critical in pedestrian connectivity to neighborhoods,
schools, parks, shopping, employment, and trails and it serves as a framework for staff to
base its recommendations.This priority list will be implemented through the city's Capital

Improvement Program.This effort will continue as the (click) mobility component of

TheCity of Southlake’s Citizen’s Survey has consistently shown a desire for the provision of
sidewalks. (click) Over 27,000 linear feet of sidewalk has been constructed since FY2009
(click) with close to 23,000 additional linear feet to be completed by Fall of this year which
equates to over 9 ½ miles of sidewalk construction since 2009.

last year. The following slides will indicate the statusof these projects.

The decellane construction project is currently underway which includes sidewalks at 15
different locations along Southlake Blvd. The gaps adjacent to developed properties will be
completed through the awarded STEP grant and have been initiated for completion by Fall
of this year. Any remaining gaps along Southlake Boulevard will require sidewalk
construction with future development.

The second initiated segment for sidewalk construction that was approved last year is
shown here. A portion of this project was planned as part of the street improvement

Recommendation number 1 is located on the west side of north white chapel blvd from
north of walnut grove elementary to wingatelane. This segment is identified as a portion of
trail # 11N. It measuresapproximately 2500 linear feet and will be 8 feet wide. The
estimated cost for this segment is $180,000. Some existing topography issues include trees
and a steep grade at Wingate.

Recommendation number 2 is located on the west side of north PeytonvilleAvenue from
Southlake Blvd. to Ten Bar Trail. This segment is identified as SP # 43 and a portion of # 152.
It measuresapproximately 2500 linear feet and will be 4 feet wide. The estimated cost for
this segment is $100,000. Some existing topography issues include trees and landscaping.
