•Dallas Area Rapid Transit (DART) owns the old Cotton Belt railway which is
located along the west side of SH 26 adjacent to the city limit boundary between
Southlake and Grapevine. To access the fuel farm facilities from SH 26, one must
pass over the rail line.
•In 2011, Southlake and Grapevine jointly constructed Mustang Court to consolidate
and reduce the number of rail crossings in 2001.
•Access drives into each of fuel farm facilities were closed to all use. This was done
by agreement between DART and the City with the concurrence of each of the
affected property owners. The driveways were chained and bollards were placed to
prevent their usage. All facilities are now accessed from Mustang Court.
•Southlake DPS has requested to use these existing crossings to provide them
alternative access points into the fuel farm facilities should it be necessary in the
event of an emergency.
•Representatives of the City Attorneys office and DART have negotiated Two (2)
separate License Agreements for emergency access only use of two of the existing
crosings

Funding for the acquisition costs of the two license agreements is available in the
FY2011 Public Works Operating budget.
•Any future reconstruction costs of crossings will be responsibility of
Southlake
•Future reconstruction costs will be budgeted in annual CIP budget
