The bid form assumes only unit quantity and does not designate the actual quantity of each sign type that may get ordered initially or over the lifetime of the program. It does mention that at least 60 signs will be ordered as funds are available.From a manufacturing standpoint,these signs will get less expensive with quantity as the molds and castings can get amortized over larger quantities. Shall we assume the worst case scenario may be that just one of each sign type may be ordered in the first year?Or can you give us a better analysis of what may be getting ordered over yearly phases? RESPONSE The City does not guarantee to purchase a minimum or maximum amount.The number listed is an estimate. As mentioned in the RFP{the installation of the signs is a multi-year project. Each fiscal year, City Council will approve the number,type,and locations of signs to be installed and the appropriate funding. 2. For any fabricator that is further than a few hours away from Southlake,the limited quantities and sporadic ordering may cause some mobilization issues.Can you give me an idea of what kind of City permits or Texas Department of Transportation permits may be required. Is the City exempt to pull permits for Itself? RESPONSE Permits will be required from TXDOT and obtaining those permits will be responsibility of the Contractor. While no specific city permit will be required,coordination with the Public Works Department in locating underground public utilities will be necessary. Contractor will also be required to contact"Dig Tess"for locating all underground franchise utilitles. Depending on how the mobilizations and installations are needed,we,as an out-ol-state fabricator may decide to fabricate signs and ship them to a local affiliate installer.Can I assume that as tong as the local Installer has a valid Texas State Contractor's license,that this would be OK? RESPONSE Correct;subcontractors for installation or any other purpose are acceptable so long as they adhere to the contract agreed upon by the City and the chosen vendor. Any contractor doing work in the City of Southlake must have a valid Texas State Contractor's license AND must be registered with the City of Southlake Building Inspections Department. 4. The message schedule calls out Sign Type C/D,in the same sign location number.Do we price out one(1)of each sign type for the location? The sign is basically the same except for the mounting,brick foundation,or posts. RESPONSE The decision to go with the stone foundation or dual-post design will come with more detailed site analysis and will be dependent on grade,visibility, location,and potential safety issues. The appropriate response to this would be to provide a price for each sign type. 5. Sign Inventory,locations only lists Sign Types A, B,and C. RESPONSE Sign Type-A(sit. 1)"(see Package Sign Schedule on Page 10 of the Design Intent Sign Package)was a sign type that was added after the Plan was approved by City Council. it is the same style but slightly larger. The locations of Sign Types E, F,G and H are addressed in the next response. 6. The message schedule does not have locations for Sign Type E, F,and G? RESPONSE The locations of Sign Type"E"are addressed on Page 17 of the Plan and Page 22 of the Package. These signs are to be located at a distance that allows fair warning of the cross-street intersections listed in both westbound and eastbound directions of Southlake Blvd. Detailed message schedules and sign locations for Sign Types F,G,and H are to be determined at a later date. RESPONSE Please refer to the Texas Manual on Uniform Traffic Control Devices(TMUTCD)for approved breakaway poles. The design pictured on Page 12 of the Plan is an approved breakaway pole design. 10.Can you provide me with the stone specification that is used on the bases of some of the sign types(I believe It Is referred to In the drawings as'Austin'stone). RESPONSE No specific stone specification was chosen through the planning process. It is Intended, however,to be a pattern of stacked natural stone in various sizes similar to the renderings provided throughout the Plan and the Package. 11.Are any of the signs to be located in areas that will require hardscaps removal,or are all to be placed In softscape that is easily excavated? RESPONSE Signs will be located as to avoid any impact to existing hardscape areas. If any hardscape preparation/removal is required,the work will be done by others. Therefore this cost should not be reflected in any proposals. RESPONSE There is not a specific vendor or part number for the base cover. The base cover design chosen was general enough to represent any prefabricated parts that might be purchased"off the shelf." While an exact match may not be required,vendors may propose a part that most closely resembles the dimensions and style shown. All parts and specifications shall be provided in the required shop drawings for review by the City. 13.The 1/8"dim. numbers on the poles.do they appear on both sides? RESPONSE Yes,the recommended design specifications do show the`1/8"thick painted aluminum dimensional numbers mounted flush to sign face to appear as cast bronze;stud mounted to vertical support"on both the front and back of the sign's pole. 14,Sign types C,D,F,G,&H are Included on the bid form, but there are no quantities for them In the message schedule.Could you establish quantities for each of them?So all bidders have the same information for a base bid. j RESPONSE The message schedule(Pages 41-50)does provide the messages for sign types C/D. Proposers may choose to propose a regressive pricing structure to address decreased unit prices for increased quantities if they so choose. 15.Drawings make note that numerous sign types could be double faced.May information be provided as to which ones will be double faced and a quantity for each?On the signs that have the city logo,Will the double faced ones have it on the back as well? RESPONSE In the sense that either a message OR a pattern will be on the face of the sign,all signs proposed In the Plan are double-faced. A small percentage of the sign system is proposed to have MESSAGES on both sides of the sign. These particular signs can by identified as sign numbers 302,303,304, 305 and 328. 16.Will the mock-ups be job used? I 17.Sign types F&G Are they single or double faced? RESPONSE Sign types F&G are the pedestrian directional signs and are double-faced. 18.Can information be provided as to which signs are located in hard scape and which are in softscape? RESPONSE Signs will be located as to avoid any impact to existing hardscape areas. If any hardscape preparationlremoval Is required,the work will be done by others. Therefore this cost should not i be reflected in any proposals. 19.Do we need to use a breakaway system on sign type C if that option Is used? RESPONSE The recommended design specifications on Page 18 of the Design Intent Sign Package do not call for a breakaway system on sign type C. 20.Sign types A,B and E call for a custom color reflective vinyl.To obtain a close match,a flood coat process will be required. There will be a significant set-up cost for a small run. Other options with 3M vinyl's may be acceptable,such as 3M green 3277 or layered 3M translucent green 1176 on top of 3M diamond grade white 4090 to achieve a close match at a more reasonable cost. Would either of these options be acceptable? RESPONSE All signs located within TXDOT ROW must comply with TXDOT specifications. All signs located within City ROW will be reviewed as part of the submitted shop drawings. TXDOT retroreflectivity standards must be met on all TXDOT signs. All options for sign color may be considered,so long as it closely resembles the intent of the desired sign design as Illustrated in the documents. 2. THERE ARE NO OTHER CHANGES. Introduction A. Project Overview: The City of Southlake is requesting Proposals with the intent of awarding a contract for the purchase of goods and services contained in Appendix A — Scope of Services. B. Questions: Following are contacts for questions as identified. i. RFP Clarifications: All questions related to requirements or processes of this RFP should be submitted in writing to the Purchasing Manager identified in section 2 below. ii. Scope of Service Questions: All questions related to the scope of services should be submitted in writing to the contact person(s)noted in Appendix A—Scope of Services. iii.Re plies: Responses to inquiries which directly affect an interpretation or effect a change to this RFP will be issued in writing by addendum and mailed to all parties recorded by City as having received a copy of the RFP. Public Inspection of Proposals: The City strictly adheres to the Texas Public Information Act (Texas Government Code Chapter 552.001, et seq.) and all other governing statutes, regulations, and laws regarding the disclosure of RFP information. Proposals are not available for public inspection until after the contract award. If the Proposer has notified the City, in writing, that the Proposal contains trade secrets or confidential information, the City will generally take reasonable steps to prevent disclosure of such information, in accordance with the Public Information Act. This is a statement of general policy only, and in no event shall the City be liable for disclosure of such information by the City in response to a request, regardless of the City's failure to take any such reasonable steps, even if the City is negligent in failing to do so. 4. RFP Withdrawals and/or Amendments A. RFP Withdrawal: The City reserves the right to withdraw this RFP for any reason. B. RFP Amendments: The City reserves the right to amend any aspect of this RFP by formal written Addendum prior to the Proposal submittal deadline and will endeavor to notify all potential Proposers that have registered with the City, but failure to notify shall impose no obligation or liability on the City. 5. Proposal Submittal Requirements A. Submittal Packet—Required Content: Proposer must submit one (1) signed original Proposal, five (5) conformed copies, and one (1) CD containing a digital version of the conformed Proposal in Adobe PDF and original copy of proposal in Microsoft Word format. This submittal packet shall be submitted in a sealed envelope with a completely signed and executed Appendix B-1 page twenty five (25) affixed to the outside of the envelope. It is the Proposer's responsibility to have the Proposal correctly marked and delivered to the City Secretary's Office by the submittal deadline. No extensions will be granted and no late proposals will be accepted. C. Proposals Received Late: Proposers are encouraged to submit their proposals as soon as possible. The time and date of receipt as recorded in the City Secretary's Office shall be the official time of receipt. The City is not responsible for late delivery of mail or other carrier. Late Proposals will not be considered under any circumstances. D. Alterations or Withdrawals of Proposal: Any submitted Proposal may be withdrawn or a revised proposal substituted if a written notice is submitted to the City Secretary prior to the submittal deadline. Any interlineations, alteration, erasure or other amendment made before the submittal deadline, must be signed or initialed by the Proposer or the Proposer's authorized agent, guaranteeing authenticity. Proposals cannot be altered, amended or withdrawn by the Proposer after the submittal deadline, unless such alteration, amendment or withdrawal notice is approved in writing by the Purchasing Manager. E. Proposal Format: All Proposals must be prepared in single-space type, on standard 8-1/2"x I I" vertically oriented pages, using one side of the paper only. Pages shall be numbered at the bottom. Entries shall be typed,or legibly written in ink. Any other format(via telephone, fax,email,etc.)may be rejected by the City at its discretion. F. Validity Period: Once the submittal deadline has passed, any Proposal shall constitute an irrevocable proposal to provide the commodities and/or services set forth in the Scope of Services at the price(s) shown in the Proposal on the terms set forth in the Proposal, such proposal to be irrevocable until the earlier of the expiration of ninety (90) days from the submittal deadline,or until a contract has been awarded by the City. 6. Proposal Evaluation and Contract Award A. Proposal Evaluation and Contract Award Process: An award of a contract to provide the goods or services specified herein will be made using competitive sealed proposals, in accordance with Chapter 252 of the Texas Local Government Code and with the City's purchasing policy. The City will evaluate all proposals to determine which proposers are reasonably qualified for the award of the contract, applying the anticipated evaluation factors and emphasis to be placed on each factor as identified in the Scope of Services. The City may, at its option, conduct discussions with or accept proposal revisions from any reasonably qualified proposer. The City reserves the right to determine which proposal will be most advantageous to the City. B. Completeness: If the Proposal is incomplete or otherwise fails to conform to the requirements of the RFP, City alone will determine whether the variance is so significant as to render the Proposal non-responsive, or whether the variance may be cured by the Proposer or waived by the City,such that the Proposal may be considered for award. C. Ambiguity: Any ambiguity in the Proposal as a result of omission, error, lack of clarity or non-compliance by the Proposer with specifications, instructions and all conditions shall be construed in the favor of the City. In the event of a conflict between these standard RFP requirements and details provided in Appendix A — Scope of Services or Appendix B — Proposal,the Appendices shall prevail. Unit Prices and Extensions: If unit prices and their extensions do not coincide,the City may accept the price most beneficial to the City,and the Proposer will be bound thereby. E. Additional Information: City may request any other information necessary to determine Proposer's ability to meet the minimum standards required by this RFP. F. Partial Contract Award: City reserves the right to award one contract for some or all the requirements proposed or award multiple contracts for various portions of the requirements to different Proposers based on the unit prices proposed in response to this request, or to reject any and all Proposals and re-solicit for Proposals,as deemed to be in the best interest of City. G. Terminate for Cause: The occurrence of any one or more of the following events will justify termination of the contract by the City of Southlake for cause: i) The successful bidder fails to perform in accordance with the provisions of these specifications; or ii) The successful bidder violates any of the provisions of these specifications; or iii) The successful bidder disregards laws or regulations of any public body having jurisdiction; or iv) The successful bidder transfers, assigns, or conveys any or all of its obligations or duties under the contract to another without written consent of the City. v) If one or more of the events identified in Subparagraphs G i) through iv) occurs, the City of Southlake may, terminate the contract by giving the successful bidder seven (7) days written notice. In such case, the successful bidder shall only be entitled to receive payment for goods and services provided before the effective date of termination. The successful bidder shall not receive any payment on account of loss of anticipated profits or revenue or other economic loss resulting from such termination. vi.) OF INTRODUCTION On April 20, 2010, the City Council of the City of Southlake ("the City") passed Ordinance No. 967, the City of Southlake Wayfinding Sign System Plan ("Plan"), a component of the Southlake 2030 comprehensive plan. The purpose of a wayfinding sign system in Southlake includes: promoting tourism; emphasizing Southlake as a destination; highlighting key attractions; enhancing urban design; reinforcing community identity; enhancing the visitor's experience; reducing driver and pedestrian frustration; improving traffic flow; and improving roadway safety. Southlake city staff and a committee of appointed City Council members worked with RSM Design, Inc. ("consultant")to produce a sign design that best reflected Southlake's values. Over the course of five months, the committee refined the sign design to what it is today. To fully understand the scope and purpose of the project, proposers are encouraged to read the full plan attached as "Attachment 1." Once the Plan was approved by City Council, RSM Design finalized all sign dimensions, types, materials, colors, etc. in the "Design Intent Sign Package," attached as "Attachment 2" of this RFP. This package— along with the concepts, destinations and message schedules presented in the City of Southlake Wayfinding Sign System Plan—is intended to serve as the basis for technical shop drawings and sign fabrication by the awarded sign fabricator("contractor"). The City of Southlake now seeks an experienced and dependable sign manufacturer/fabricator that can aid the City in implementing the Wayfinding Sign System Plan. The plan calls out at least sixty City of Southlake - RFP1007B460CC100020 - Page 7 of 35 (60)signs of various sizes and types to be installed as funds become available annually. The number and locations of signs identified in the Plan are intended to be preliminary recommendations and may change over time. Funding for the project comes primarily from the Hotel Occupancy Tax ("H.O.T. Funds") at the time of RFP publication. Southlake's City Council will allocate a certain amount of H.O.T. funds every year for the installation of a select number of signs—based on the priorities listed in the Plan and the recommendations of the city's Capital Improvements Technical Committee. The Plan will be implemented over a period of many years. About half of all signs proposed are within the right-of-way of roadway facilities managed by the Texas Department of Transportation (TXDOT)—specifically FM 1709, FM 1938, SH 114, and SH 26— and will require TXDOT approval prior to installation. TXDOT officials have reviewed and commented on the Plan and the "Design Intent Sign Package" and will continue to be involved in the project. Flexibility in Design The "General Signage Specifications" provided below in this scope of services is intended to be a basis for all proposals and is based on the approved wayfinding sign design for Southlake and recommendations from the design consultant, RSM Design. The proposer may, if he or she so chooses, recommend exclusions, exceptions or revisions to the "General Sign Specifications" and/or the "Design Intent Sign Package" so long as the general concept and intent of the Wayfinding Sign System Plan is preserved. Such exclusions, exceptions or revisions, however, should only be recommended if the proposer believes the sign design as proposed in the "Design Intent Sign Package" is cost-prohibitive and/or does not meet sign manufacturing industry standards. Custom v. Prefabricated It is understood that the design of the signs requires a certain amount of custom-made parts; however the consultant was careful to allow many sign parts to be prefabricated, or "off-the- shelf"—although no specific brand or manufacturer was provided. So long as the proposer preserves the general concept and intent of the Plan, he or she may offer ideas/proposals for the utilization of prefabricated, "off-the-shelf" parts for cost-saving measures. Such parts, as described in the "General Signage Specifications" below, should be included in the proposal and must be reviewed and approved by the City prior to use. Sign Messaging& Locations The sign messages are generally covered on pages 41-50 of the City of Southlake Wayfinding Sign System Plan (Attachment 1) for all roadway directional signs. The messages for TXDOT Street Signs (Intersection Announcement Signs) are covered on Page 22 of the "Design Intent Sign Package" (Attachment 2). All messages and locations are preliminary and will be determined by the City at a later date with consultation and collaboration with the contractor. Methods of construction, materials, paints,sheeting, brands,etc.anticipated to be used City Engineer& TXDOT Coordination All signs to be fabricated and installed are within the rights-of-way of TXDOT and Southlake roadways. As such,the proposer should anticipate reviews and collaboration with both agencies to ensure adherence to Manual on Uniform Traffic Control Devices(MUTCD) and overall public safety. GENERAL SIGNAGE SPECIFICATIONS These specifications are provided for the signage, graphic elements and the signage fabricator, and are a supplement and subservient to the general project specifications provided by architect/developer of record. The sign fabricator is responsible for obtaining and complying with the general project specifications in addition to these. I. PERFORMANCE INFORMATION NON-DISCLOSURE AGREEMENT All ideas, designs, arrangements and plans indicated or presented by these drawings were created, evolved and developed for use on and in connection with the City of Southlake Wayfinding Sign System Plan project and cannot be used for other projects without the expressed written consent of the City of Southlake ("the City"). For the purpose of this package,the term "Contractor" shall mean sign fabricator or sign contractor responding to this Request for Proposals and the term "sign" shall refer to any fabrication, object, or article of graphics or furniture described in this Scope of Services. The acceptance of these drawings by contracted vendors, bidders, fabricators, or contractors and their agents constitutes agreement to the following conditions unless otherwise noted in the "Introduction" of this scope of services: City of Southlake - RFP1007B460CC100020 - Page 10 of 35 11. DESIGN INTENT DRAWINGS A. Details on drawings indicate a design approach for sign structures but do not necessarily include all fabricating details required for the complete structural integrity of the signs. It shall be the responsibility of the contractor to perform the complete structural design of the signs and to incorporate all the reasonable safety factors necessary to protect the City of Southlake, General Contractor(if any),and RSM Design against public liability. B. Fabrication and installation design: Unless otherwise directed by the City, signs are to be designed to withstand severe abuse, souvenir theft or vandalism, but not less than equivalent of resisting simple hand implements and tools (screwdrivers, knives, coins, keys, and similar items), and adult physical force for approximately 10 minutes. All fabricated signs shall also be built to withstand normal maintenance operations used by employees/staff. C. Electrical Design: None of the signs in this package require internal illumination or electrical. Any exterior illumination shall be installed by others. D. The City shall review the shop drawings for conformance with the City of Southlake's Wayfinding Sign System Plan (Attachment 1) and supporting Design Intent Sign Package (Attachment 2). III.QUALITY ASSURANCE A. Quality of Workmanship The Contractor shall be responsible for the quality and delivery of all materials and workmanship required for the execution of the contract including the materials and workmanship of any firms or individuals who act as his or her subcontractors. It is desired that the Contractor for work of this type shall have in-house, broad knowledge, diverse shop and field experience, flexibility, coordinating ability, skilled craftsmen, and physical labor as necessary as well as facilities to produce quality products. Contractor shall be responsible for providing subcontractors with complete and up-to-date drawings, specifications, graphic schedule and other information issued by the City. B. Performance The Contractor shall base his or her proposal on the performance of all services, including all items of labor, material and equipment required for the complete fabrication and installation of the specified work within the time frame agreed to by Contractor and the City of Southlake. C. Dimensions City of Southlake - RFP1007B460CC100020 - Page I I of 35 Written dimensions on the drawings shall take precedence over scaled dimensions. Contractor shall verify and be responsible for all dimensions and conditions shown by these drawings as they relate to actual material sizes, existing construction and related site conditions. If there are discrepancies with dimensions or materials, it is the responsibility of the Contractor to bring it to the City's attention before fabrication for any clarifications deemed necessary. D. Sign Package Graphics Schedule Copy, quantities and references shown on the Graphics Schedule shall take precedence over drawings. Specification shall take precedence over the large scale details. The large scale details shall take precedence over the smaller scale drawings. If there are discrepancies it is the responsibility of the Contractor to bring it to the City's attention before fabrication for any clarifications deemed necessary. E. Execution In the case of discrepancies in quantities, dimensions, message, or any other related elements fabricator is to notify the City before proceeding further in any operation, in order to resolve the issues in question. It is required that the Contractor not attempt to resolve the discrepancies without consulting the City. F. Contractor Recommendations The contractor shall carefully study the detailed drawings for the various signs and make specific recommendations and changes if those changes will improve the quality of any sign. Such recommendations and changes shall be approved in writing by the City or their technical representative prior to preparation of shop drawings or fabrication of any samples of signs. G. Artwork Macintosh-based electronic artwork as required by the sign contractor for symbols or custom designed graphic components (i.e. logos, logo types, arrows, or patterns) will be provided in Mac-based Adobe Illustrator CS3 format at a scaled percentage of the final size. The appropriate art scan will be provided when necessary. The City shall provide the Contractor all required copy layouts and text for project signage system. All enlarging and reducing is the responsibility of the sign Contractor. Contractor shall submit an itemized list of all required artwork at time of bid. H. UL(or similar) Compliance If needed, Complete Underwriters Compliance, is the responsibility of the Contractor. I. Labeling City of Southlake - RFP1007B460CC100020 - Page 12 of 35 There shall be no visible labels—manufacturer's or otherwise—code permitting, on the completed signs. If labels are required, a sample label and intended location along with an explanation of the requirements must be submitted for review by the City prior to application and/or installation. J. Stock All material, hardware, electrical components, finish, etc. used to fabricate any and all sign components shall be "NEW" (not previously used or operated in any other application) and from the most recent original manufacturer's production run/supply and appropriately matched to the service conditions required of the site. K. Testing Contractor is required to provide the City with a copy of all Testing Inspection Reports as may be required by local codes. An independent testing lab may be hired by the City to do inspection and material testing. Contractor is not to proceed with the work until all unsatisfactory conditions have been corrected by the contractor in a manner acceptable to the City. IV.SUBMITTAL A. Shop Drawings The Contractor shall submit three (3) sets of detailed shop drawings for each sign type to the City for review by the appropriate officials prior to production. These drawings are to show and indicate all materials, finishes, construction details, and installation details of artwork and signage structure. This includes types and locations of fasteners, attachments, joint details, internal frames, reinforcements, support backing, and connection to support structure or mounting surface. Shop drawings and data shall be reviewed with such promptness as to cause no delay in the work. The Contractor shall make all corrections required and resubmit for final review. Shop drawings for all signs must be released for production by the City before production commences. B. Conflicts/Contradictions with Drawings or Conditions The contractor should recognize and bring to the attention of the City any conflicts or contradictions either in regards to the drawings or as the drawings relate to other disciplines or contractors. All conflicts should be described in writing and the Contractor is to provide alternative solutions to resolve the conflict. All conflicts are to be resolved and any changes approved by the City prior to sign fabrication. C. Product Data City of Southlake - RFP1007B460CC100020 - Page 13 of 35 The Contractor shall submit manufacturer's technical data and installation instructions for each type of sign and/or fixture required as will be provide in the completed, installed sign unit. Identification of all materials used, by manufacturer's descriptive literature, control number, name, code number, batch and formula when available shall be provided by the Contractor. D. Specific Samples The Contractor shall submit two samples and/or prototypes as specified on the drawing sheet, minimum size 8.5"x 11" or as requested by the City of each color and finish on the specified materials and/or accessories required for signs. Samples must be submitted in a time frame allowable for review of color,texture and aesthetic compatibility to any existing adjacent materials. Compliance with all other requirements is the exclusive responsibility of the Contractor. When specified, furnish full-size samples of sign materials. Resubmit samples if requested until all specifications are met and released for production. E. Structure Installation, internal structure, mounting assemblies and foundations are by Contractor and are to adhere to design intent as shown in Attachments 1& 2. Contractor to coordinate and provide Architect of Record and General Contractor with drawings indicating placement and structural requirements for architectural backing. Contractor shall submit three (3) sets of prints and one (1) reproducible set of comprehensive engineering drawings incorporating an adequate foundation and/or mounting structure for all sign components to meet all load and wind requirements and given site conditions. The contractor shall, at his or her expense, submit to General Contractor for distribution and review, calculations, sealed by certified engineers registered in the State of Texas, for all structural members including foundations. F. Custom Fabricated Items The Contractor is to submit shop drawings of all custom fabricated items and specifications on all standard pre-manufactured items. G. Maintenance The contractor shall provide the City with complete finish/component care instructions as specified by the manufacturer for on-going cosmetic sign cleaning and maintenance. Three sets are to be submitted. Contractor to provide City with one (1) gallon (unopened and clearly marked) of each paint color/finish used on the project. H. Copy/Text/Verbiage Layouts City ofSouthlake - RFP1007B460CC100020 - Page 14 of 35 The Contractor shall receive message schedules for each sign from the City. The Contractor shall provide the City full-size black and white copy layouts for each sign prior to fabrication. Layouts must be submitted to the City in a time frame allowable for review, multiple adjustments and approval without delay to the project. Final copy of all signs, including size and fonts used to be reviewed and approved by the City prior to final fabrication. V. FINISHES A. Colors and Surface Textures All colors shall match exactly the color and finish specifications provided by RSM Design in the Design Intent Sign Package (Attachment 2). If exact color and finish is not feasible given unforeseen circumstances, Contractor shall propose a similar color and/or finish to be reviewed and approved by the City. Exercise care to assure that finished surfaces are unblemished in the completed work. For exposed signage, materials with applied colors or other characteristics related to appearance, Contractor shall provide color matches indicated,or if not indicated,as selected and reviewed by the City. B. Surface Preparation All surfaces shall be thoroughly cleaned and free from dust, dirt, rust, scale, mill scale, oil, greasy materials or residue from cleaning. All structural metals shall be cleaned by sandblasting. Except as indicated or directed otherwise, finish all surfaces smooth. All coatings shall be applied in strict accordance with the manufacturer's recommendations. All paint products shall conform to local codes. All finished pieces shall present a uniform opaque color appearance unless specifically indicated otherwise by RSM Design's Design Intent Sign Package(Attachment 2). C. Painted Finish 1. Ferrous Surfaces Using Matthews paint products, finish with 1 coat 74-734 & 74-735 Metal Pretreat @ .25 mils DFT, 1 coat Matthews Acrylic Polyurethane 1 mil Dft (min.). Observe designer's specification regarding specularity(matte to gloss). If Matthews paints are not available, Contractor to use similar and submit to City for approval prior to fabrication. 2. Aluminum Using Matthews paint products finish, with 1 coat 74-734 74-735 Metal Pretreat @ .25 mils DFT or 1 coat 74-793 Spray Bond @ .15 to .25 mils DFT and 1 coat Matthews Acrylic Polyurethane 1 mil DFT (min). Bright Metals Match finish (polished, satin, brushed, etc.) detailed on drawing. If specified, coat with a non-yellowing polyurethane clear coat. 4. Plastic Surfaces All plastic to be paint finished according to paint manufacturer's specifications. D. Application All applications of color coatings are to be equal and of consistent cover with no "streaking", "spotting", "gradation" or other variations within and from each similar application. E. Ultra-Violet/Fading Protection Contractor shall utilize materials, coatings and processes to minimize as much as possible any noticeable fading of pigmented coatings. F. Neon Returns All exposed neon returns and double backs are to be opaque with a top coat to match the field area immediately behind that neon unless otherwise specified. VI.MATERIALS A. Acrylic/Color Translucent Sheet Where sheet material is indicated as a "color," provide color translucent sheet of density required to produce uniform brightness without halo-like effect. Material provided shall be appropriately matched to the intended permanent field conditions. Note: Where translucent material is called out as 'cast', 'formed' or 'molded' resin, acrylic or polycarbonate (i.e. 'Lexan', 'Tuffac', etc), the Contractor shall research and specify the optimum material and fabrication method for the desired finish and/or effect. Contractor shall provide samples of such materials as indicated on RSM drawings. B. Acrylic/Transparent Sheet Where sheet material is indicated as "clear" provide colorless sheet in gloss finish, with light transmittance of 92% where tested in accordance with the requirements of ASTM D-1103 (or similar local or country standards). C. Aluminum Sheet Provide aluminum sheet of alloy and temper recommended by the aluminum producer or finisher for the type of use and finish indicated and with no less than the strength and City of South lake - RFP1007B460CC100020 - Page 16 of 35 durability properties specified in ASTM B-109 for 5005-1-115 (or similar local or country standards). D. Aluminum Extrusion Provide aluminum extrusion of alloy and temper recommended by the aluminum producer or finisher for the type of use and finish indicated and with not less than the strength and durability properties specified is ASTM B-221 for 6063-T5 (or similar standards). E. Structural Steel Contractor to coordinate with City all internal structural steel support as required to meet the requirements of the permanent installation. Contractor to provide City with drawings indicating placement and structural requirements for architectural backing. F. Fasteners Unless otherwise indicated, provide concealed fasteners fabricated from metals that are non-corrosive to either the signage materials or the mounting surface. Where screw-heads are necessarily visible, they shall be flat-head and 'painted out' to match the adjacent surface. G. Vinyl Machine-Cut Copy Vinyl machine-cut copy shall be of 3M Scotchcal brand film or other product with provable identical performance specifications and warranty conditions.Any vinyl other then 3M must be submitted to City for review and approval prior to fabrication. H. Paint Paint shall be manufacturer's highest grade for best ultraviolet light resistance, weatherability and overall longevity of finish and color. Paint shall have a written warranty against premature fading and be approved by City prior to construction. Prior to first completed sign installation, Contractor shall turn over to City (3) copies of complete paint schedule indicating colors used on each sign type. I. Engineering and Wind Loads Signs should be detailed and engineered by selected sign Contractor to withstand severe wind loads in potential hurricane or wind storm conditions; engineering should comply with local sign and building code requirements and calculations and drawing should be submitted with shop drawings for review. FABRICATION Intent of Specifications: It is intended that all finished work be of highest quality to pass eye-level examination and scrutiny by the City. Contractor to assume responsibility for coordinating with the various team members (including General Contractor, Lead Architect of Record, Landscape Architect, City officials and/or RSM Design) all locations of sign types, as well as footings and foundations,structural engineering, and blocking as may be necessary within walls. A. Copy Application: All sign copy shall be crisp, sharp, clean, and free from "ticks," discontinuous curves, line waver,and similar type of imperfections. 1. Sign copy to comply with the requirements indicated for size, proportion, style, spacing, content, position, material, finish and color of letters, numbers, symbols and other graphic devices. 2. All letter forms shall be aligned so as to maintain a baseline parallel to the sign format, with margins and layout as indicated on design drawings and approved shop drawings. 3. Silk-screening copy: Finish sheen of copy to match sheen of copy panel background (gloss, semi-gloss, or sheens between). Edges of letters shall be straight and corners sharp. Surfaces of letters shall be uniform in color, finish and free from pinholes and other imperfections. 4. Routed copy: Cutting and routing shall be done in such manner that edges and corners of finished letter forms shall be sharp and true. Letter forms with nicked, cut, ragged, rounded (positive or negative) corners, and similar disfigurements will not be acceptable. Letter forms shall be aligned so as to maintain a base line parallel to the sign format, with margins and layout as indicated on the "Design Intent Sign Package" drawings and approved shop drawings. Vertical strokes shall be plumb. Mechanically fasten center of letters to acrylic plastic as required. B. Signage/Cabinet: 1. Details shown on the drawing shall be followed for exterior appearance. Structural design shall utilize unitized, self-supportive framing. Fabricate cabinet, exposed faces and graphic devices to size and style indicated and produce surfaces free from oil canning, warping, distortion or any irregularities or inconsistencies. Include internal bracing for stability and attachment of mounting accessories as required. 2. Contractor may change interior construction shown on these details to conform with their shop practices. However, these changes must be submitted as part of the shop drawings and be reviewed by the City prior to fabrication. City of Southlake - RFP1007B460CC100020 - Page 18 of 35 3. Construct all work to eliminate burrs,cutting edges and sharp corners. 4. Qualifications: Welding must be performed by operators who are currently qualified by tests as prescribed in AWS D1.1, D1.2, or D1.3 (or similar), as applicable, and/or certified by a recognized building or code authority. Submit qualifying data and certification to the City for approval. Welding must conform to the acceptable requirement of AWS D1.1, D1.2, and D1.3 and MPS 11-0099 (or similar in country of project). 5. Parts indicated to be turned must be accurately machined/worked from solid stock to dimensions indicated or on approved shop drawings. Finished surfaces to be polished smooth unless otherwise indicated or directed by the City,free of any visible pits, voids, or similar defects. 6. Make all signs tight fitting, between parts and sections, and with adjacent surfaces. Unless indicated otherwise, non-welded joints between various portions of signs must be weatherproof (for exterior signs) and have tight, hairline-type appearance, without gaps (varying or otherwise). Provide sufficient fastenings to preclude looseness, racking, or similar movement. 7. Conform with manufacturer's recommended fabricating procedures regarding fastening, restraining,expansion and contraction of dissimilar materials. 8. Isolate dissimilar materials. Exercise particular care to isolate nonferrous metals from ferrous metals, including fasteners. 9. Metal thickness: Provide metal thicknesses most appropriate for the fabrication conditions. These must all be called out in the shop drawings. The City shall be advised of any changes to specified dimensions. 10. It is the responsibility of the contractor to schedule reviews of signs in production with the City for approval. Review meetings are to be scheduled at the convenience of the City. 11. All non-painted exposed metal to be stainless steel unless otherwise specified. 12. Signs to be assembled and mounted so as to provide reasonable ease of access and replacement of all components. i.e.: use conforming, accessible, but not visible fasteners where possible. C. Fastenings: 1. Fasteners on sign-face surface shall not be exposed,except where specifically noted. City of Southlake - RFP1007B460CC100020 - Page 19 of 35 2. Sign-face surfaces shall not be penetrated during fabrication or installation of signs, except where specifically noted. 3. Sign-face surface shall not be deformed, distorted, or discolored by attachment of concealed fasteners. 4. All fasteners shall be resistant to oxidation or other corrosive action completely through their cross sections. 5. Work shall be secured with fasteners of the same metal, color and finish as the components they secure where they are exposed to view. D. Mock-Ups 1. Mock-Ups of specific sign(s) may be requested by the City as part of the final Design Intent Documents.The cost of Mock-Ups will be a part of fabricators bid. Refer to Page 10 of the"Design Intent Sign Package"for anticipated mock-ups. 2. Mock-Ups will be specified in drawings as two or three dimensional, as well as being operational or not. 3. Mock-Ups will be specified in drawings for in-shop or on-site review, and coordinated with the City and all interested parties. 4. Mock-Ups will be reviewed and signed off by the City at a location to be determined by the City prior to fabrication and installation. G. Aluminum Sheet: Not less than 0.125" (or equivalent metric measurement) thick unless noted otherwise fabricate by the HELIARC or MIG welded, filled and ground smooth, unless the seam occurs along a color break.Then a clean butt joint with concealed backing channel and plug weld is acceptable upon receipt of City-approved sample to match surrounding material finish. All binds, curves and folds to be geometrically correct and produced by a consistent mechanical method unless approved otherwise by the City. H. Jointing and Brake Forming: All sheet metal shall have brake formed edges with radii not greater than sheet thickness unless otherwise specified.Adjacent stock shall have edges with similar radii. I. Contractor shall be responsible for determining the erection and dismantling of all TXDOT- required barricade, signage, and/or protective coverings necessary to safeguard the public and property during the performance and duration of his or her work. B. Contractor shall attach signs to substrates in accordance with the structural engineer's and the manufacturer's instructions unless otherwise shown. Install level, plumb and at proper height. Repair or replace damaged units as directed by and to the approval of the City. C. Installation of all signage items shall be by the contractor. Installation includes provision of any required footing, all anchor bolts, fastenings, attachment metals, and other miscellaneous metal items embedded in concrete or building wall material as required, and security of sign units in place with no visible fasteners. D. Contractor is responsible for compliance with all applicable environmental regulations. E. Contractor is responsible for compliance with all OSHA regulations. F. Contractor is responsible for compliance with all TXDOT and MUTCD regulations. G. Contractor must coordinate installation with TXDOT when TXDOT-managed facilities are involved. H. Contractor must coordinate installation with General Contractor so that overall project schedule is not impacted. I. Contractor is responsible for determining site wind load requirements and insuring that all signs comply. J. Should the Contractor anticipate any vehicular lane blockages in order to install the subject wayfinding signage, Contractor is responsible for submitting a Traffic Control Plan in accordance with the Texas Manual on Uniform Traffic Control Devices (TxMUTCD) for review by the City and TxDOT, if applicable. IX.CLEANING/PROTECTION AND WARRANTIES A. All items to be installed by the contractor shall be left in a clean condition. Upon completion of the installation of each sign, clean all soiled sign surfaces and "touch up" as directed by the City in accordance with the manufacturer's instructions. All debris and packing material shall be removed and disposed of in a legal manner. The protective masking of the plastic surfaces shall be removed by the contractor upon completion of installation. All excavation and site work shall be returned to its original grade configuration after contract items are installed. City of Southlake - RFP1007B460CC100020 - Page 21 of 35 B. Finish Surfaces Sign units shall be warranted in writing by the contractor for a period of no less than one year from the date of the City acceptance. All finishes are to be warranted for 5 years from the date of City acceptance.There shall be: 1. No delamination of any parts of the sign or of lettering from the sign face. 2. No cupping, warping or dishing in excess of the requirements stipulated in the specifications. 3. No bubbling, crazing, chalking, rusting or other disintegration of the sign face, messages or edge finish of the panels. 4. No corrosion developing beneath the paint surface of the support systems, except as the result of obvious vandalism. 5. No corrosion of the fasteners. 6. No movement of signs from their foundations. The signs must remain true and plumb on their foundations, except when the sign has sustained obvious post-installation external damage. 7. No fading of the colors when matched against a sample of the original color and material. 8. No variation of any other performance specified by RSM Design on the drawings or in the specifications. C. Structure/Components 1. Contractor shall provide the City with (3) copies of the written warranty prior to installation, guaranteeing to correct, to the City's satisfaction, at contractor's sole expense, all defects in fabrication, faulty materials, workmanship, design, and installation of signage work for a period of one year after completed installation of signage work. 2. Fading, cracking, warping, peeling, delaminating, rusting, corroding, and structural failure, including distortion by whatever cause, shall be construed as failure because of faulty materials and workmanship. 3. Failures during warranty period shall be repaired or replaced to satisfaction of the City. City of Southlake - RFP1007B460CC100020 - Page 22 of 35 D. Contractor shall have total and complete responsibility for the security of all equipment, materials,and sign components until reviewed and accepted by the City. E. Contractor shall use a marine grade rust inhibitor on all exposed stainless steel and exposed steel applications. The use of such product in regular maintenance will increase the design life of the metal and eliminate the need for frequent polishing to keep up appearances. Use a "Lear Chemical Corrosion Block" product or similar. X. PERMITS A. Securing and paying for all permits required by county and/or state governmental agencies is the responsibility of the Contractor. Inspections and tests necessary for the construction and placement of all work required by the applicable governing agencies is by the Contractor. B. Contractor shall secure and pay for all insurance required by law including but not limited to Liability, Worker's Compensation, Comprehensible Constructua) Liability, Personal Injury, Comprehensible Auto and Property on- and off-site. To the contrary, Town t` Square has more than enough parking available but finding the spaces is where the difficulty lies. A new wayfinding sign system can help in this instance. Southlake Town Square offers a single row of convenient head-in and parallel parking spaces in front of most storefronts. This convenient parking, however, is not sufficient to meet the market's parking demands for retail and office uses. The majority of parking is actually located within dedicated parking lots and two city- owned parking structures (garages) located off-street and behind many of the retail/office buildings. This design allows for a more human-scale and pedestrian- friendly downtown environment. ; a y v It is easy to understand how a person unfamiliar with Town Square might become z� frustrated by the apparent lack of parking spaces. Therefore, parking directional a° signs are recommended to notify motorists of the presence of additional parking— and specifically the City's structured parking garages. The existing sign system for the parking garages has adopted a blue circle ; with a white letter "P" to indicate "parking" (shown at right). It is recommended that the same symbol continue out into the streets of r<"F Y Town Square. An unobtrusive size of 12-inches in diameter is recommended as well as a thin black frame to match the existing ;" stop signs in Town Square. ° ME • [SIGN DESIGN CONCEPTS] To avoid visual clutter with too many vertical poles in the Town Square environment,the existing light poles should to be utilized for wayfinding signs as well. All of the decorative light poles within Town Square are, however,owned by one of the City's franchise power utility providers. Close coordination and cooperation will be necessary to achieve the desired result of placing wayfinding signs on existing light poles. A stand-alone pole type is also provided as an alternative for corners without light poles or where use of a light pole is prohibitive. The illustration on the following page provides two design options for pedestrian signs, both with three-inch letters and the same colors used on other wayfinding signs. The first is a scaled-down version of the aforementioned TxDOT Roadway Sign. A maximum of three destinations would be listed per sign and,in the event the sign were attached to a light pole,the sign would "hang"off the side furthest from the drive lanes. The second option is a simpler and more traditional"T-pole"design where destinations branch from the pole in at least two directions,as illustrated in the rendering below. Each painted aluminum plate would be framed in black to match the existing stop signs and individually affixed to the light pole. This allows the most flexibility where signs could change even with special annual events.
