25 Agenda Item No. 2A — Consent: Approval of the minutes from the October 6, 2011
26 Southlake Arts Council meeting — There were no corrections to the minutes.

28 A motion was made and unanimously approved (7 - 0) to accept the minutes as read.

30 Agenda Item No. 3A — Consider: Election of Officers for the Southlake Arts
31 Council

33 A motion was made and unanimously approved (7 -0) to elect Leslie Bartlett as
34 Chairman.

36 A motion was made and unanimously approved (7 -0) to elect Carol Knox as Vice Chair
37 and Leslie Ann Walker as Secretary.

39 Agenda Item No. 3B — Consider: Recommendation on proposed Southlake Public
40 Art Master Plan, a component of the Southlake 2030 Plan — Assistant City Manager
41 Jim Blagg presented the Southlake Public Art Master Plan and responded to questions.
42 Goals and objectives of the Plan were highlighted as well as the revisions to the Plan
43 that were recommended by the Southlake Arts Council and 2030 Arts Master Plan
44 committee during the meetings held October 6, 2011 pertaining to timing of the Town

1 Square streetscape art features (timeframe moved from 2013 -15 to at least start
2 initiation of project in FY2012) and zoning related issues for private art projects (refined
3 zoning requirements and necessary steps in the approval processes).

5 Arts Council will receive a reminder of upcoming P &Z (November 3, 2011) and city
6 council meetings (November 15 and December 6) when the ordinance adopting the
7 Public Art Master Plan will be presented.

9 A motion was made and unanimously approved (7 -0) to recommend to City Council that
10 the proposed Southlake Public Art Master Plan be adopted.

12 Agenda Item No. 3C — Consider: Recommendation on Public Art Display permit
13 from Southlake Sister Cities to display the Sister Cities International Young Artist
14 Showcase traveling exhibition in Southlake Town Hall Lobby — Deputy Director
15 McGeath presented the permit request and responded to questions. The City's Display
16 of Public Art Policy requires a recommendation from the Southlake Arts Council and
17 approval by City Council to display art or hold a performance in City facilities. If
18 approved by City Council, the display will be exhibited in the Town Hall lobby December
19 17 — December 31, 2011. This item will be presented to City Council November 15,
20 2011.

22 A motion was made and unanimously approved (7 -0) to recommend City Council
23 approve the Southlake Sister Cities permit to display the art pieces in Town Hall lobby
24 December 17 — December 31, 2011.

26 Agenda Item No. 3 - Public Forum: No one was present for public forum.

28 Agenda Item No. 4 — Discussion: There were no items on the agenda for this portion
29 of the meeting.

31 A discussion item will be placed on the November meeting agenda to discuss a possible
32 Day of Art event organized by the Southlake Arts Council that would be a precursor to
33 Art In the Square. The Arts Council will hash out ideas to help make decisions about the
34 scope of the proposed event, musical features, whether to feature one artist or more,
35 call to artists, themes, date, and other aspects of the event.

37 An agenda item will be put on a meeting in early 2012 for the Arts Council to brainstorm
38 potential events for the Southlake Arts Council for 2012.

40 A date for the unveiling of the roundabout art sculptures has not been set at this time;
41 Arts Council will be informed of date as soon as confirmed.
