2. A. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas
Government Code, Sections 551.071. Refer to posted list attached hereto and
incorporated herein. Executive Session may be held, under these exceptions, at the
end of the Regular Session or at any time during the meeting that a need arises
for the Planning and Zoning Commission to seek advice from the City Attorney as
to the posted subject matter of this Planning and Zoning Commission meeting.
1. Section 551.071: Consultation with attorney
a. Seek the advice of the city attorney regarding Cause No. 153 - 252281 -11:
Southlake Taxpayers Against Neighborhood Drilling (STAND) vs. City of
Southlake.
b. Seek advice of the city attorney regarding items listed on this agenda.
B. Reconvene: Action necessary on items discussed in Executive Session.
3. Approval of the minutes for the Planning and Zoning Commission regular meeting held on
May 5, 2011.

CONSENT AGENDA:
5. Consent: ZA10 -058, Concept Plan for Village Center Phase I on property being described as
Lot 3, Block 1, Village Center, Phase I, an addition to the City of Southlake, Tarrant
County, Texas, and being located at 2110 E. Southlake Blvd. Current Zoning: C -3 -
General Commercial District. The purpose of the Concept Plan is to create a
separate lot for the Kroger store. The applicant has requested to table this item
to June 9, 2011. A public hearing for this item will be held at that time.

6. Consent: ZA10 -059, Plat Revision for Lots 3R1 and 3R2, Block 1, Village Center, Phase I
being a revision of Lot 3, Block 1, Village Center, Phase I, an addition to the City of
Southlake, Tarrant County, Texas and being currently addressed as 2110 and 2140
East Southlake Boulevard, Southlake, Texas. Current Zoning: C -3 — General
Commercial District. The applicant has requested to table this item to June 9,
2011. A public hearing for this item will be held at that time.
7. Consent: Ordinance 480 -HHHH, being an Amendment to the City of Southlake Zoning
Ordinance Number 480, as amended, to incorporate the regulations of the
Masonry Ordinance No. 557, as amended, into the Zoning Ordinance and to
revise the sections that address fencing, screening and recreational vehicle
storage. With the approval of the Zoning Ordinance amendment regarding
masonry regulations, Masonry Ordinance No. 557, as amended, is proposed to
be repealed. The applicant has requested to withdraw this item.

32 present from the May 5, 2011 Planning & Zoning Commission meeting, the minutes from that
33 meeting will be considered at the next Planning & Zoning Commission meeting scheduled for June

36 Agenda Item No. 4 — Administrative Comments: Dennis Killough, Deputy Director of Planning &
37 Development Services, stated that there will be a Southlake 2030 Land Use Plan Committee
38 meeting on Tuesday, May 31, 2011 at 5:00 p.m. in Town Hall training room's 3C /D. This meeting will
39 be to review SPIN comments properties located on the southwest corner of Carroll Avenue and
40 Southlake Boulevard (FM 1709) and for properties within the Kimball /Crooked Special Plan Area and
41 to kick -off the F.M. 1709 (Southlake Boulevard) /F.M. 1938 (Davis Boulevard) Corridor Sector area of
42 the Southlake 2030 Land Use Plan.

44 Mr. Killough further stated that May is Building Safety Month and on May 21, 2011, Planning and
45 Building Inspections will be participating in the Summer Kick Off event hosted by Community Services.
