153 emergency gate on Orchard Hill; expressed concern over pedestrian access through the Kirkwood
154 Hollow subdivision and traffic back -up onto White Chapel; and wants to see a landscape rendering
155 from Orchard Hill towards the school.

157 Corey Sanford, 200 Stockton Drive, Southlake, TX; was present and spoke in opposition especially
158 to the access to Orchard Hill (emergency drive and pedestrian access), afraid the street will become
159 a parking lot; stated she was against the parking lot adjacent to her property and feels it is too close
160 to the residential area.

162 Doug Harsey, 2804 Tyler Street, Southlake, TX; was present and spoke in opposition; against the
163 parking lot location and wants to make the emergency drive onto Orchard Hill the same material as
164 the overflow parking; against the soccer field and believes they are not really changing anything
165 from the original plans and is concerned about the maintenance of the field; expressed concern over
166 the berm and landscaping; wants the school but wants some concerns addressed; really concerned
167 about the number of cars coming into the area and feels the parents will use Kirkwood Hollow as a
168 drop off zone.

170 Janice Newbrand, President of the Kirkwood Hollow Home Owners Association, 2802 Linden Lane,
171 Southlake, TX; was present and cited issues that were raised from HOA survey; does not want a
172 locked pedestrian gate to school.

174 David Aottiont, 520 Round Hollow Lane, Southlake, TX; was present and spoke about the trees near
175 the retention pond and wants to make sure the trees do not die in that area.

178 emergency access gate expressing concern of the existing parking lot near the community pool and
179 that this area would be used by parents for dropping off children; concerned over right -of -way along
180 White Chapel Boulevard and Dove Road being taken for the roundabout.; wants to have a wrought
181 iron fence in the back (west).

184 the emergency access gate and questioned the need for that access, does not want that gate to turn
185 into added egress.

207 TX; reviewed the recommended changes that need to be made prior to presenting to City Council
208 and stated they would speak with the CISD Board of Trustees regarding the parking and fencing
209 concerns.

211 Motion was made to approve ZA10 -001, Zoning Change and Site Plan for a new Carroll ISD
212 Elementary School; granting the variance request for the seventy -five (75') foot driveway stacking
213 requirement; noting that the applicant will revisit the parking issue on the south side of the property
214 and move that as much as possible to the west, to eliminate or move as far away from the south
215 boundary as possible the staff parking; also noting the applicant will revisit the landscape plan for
216 the west side of the property and that the east side landscaping will more closely resemble the
217 renderings that were presented at the meeting; also noting the fence on the south side not to be
218 stockade fencing but rather to be board on board; also noting the paving outlines to be added as the
219 striping for the turf- create overflow parking; and noting the applicants willingness to meet and work
220, with the neighbors prior to the City Council meeting; and subject to Site Plan Review Summary No.
221 3, dated February 17, 2010.
