EXECUTIVE SESSION: If a need arises to seek the advice from the City Attorney as to the posted
subject matter of this Planning and Zoning Commission meeting, the issues or matters will be
discussed in executive session.
1. Pursuant to Section 551.071, Texas Government Code, the Commission may meet in
executive session to consult with the City Attorney regarding matters authorized by Section
551.071, including matters posted on this agenda.

5. Consider: ZA09-052, Specific Use Permit for promotional sales from kiosks for Southlake
Town Square "Ride & Drive" automobile promotional events on property being
located at Southlake Town Square, Southlake, Tarrant County, Texas. The
Current Zoning is "DT" - Downtown District. SPIN Neighborhood # 8.

39 Lorrie Fletcher, Planner I, presented this item to the Commission for a Specific Use Permit for Green
40 Day Event (Mass Gathering); on property being described as Lot 1 R, Block 3; Lot 5R, Block 4; and
41 Blocks 7 & 8, Southlake Town Square and being located at 140 State St, 141 Grand Ave, 1400
42 Fountain PI, 1400 E Southlake Blvd., Southlake, Tarrant County, Texas. The Current Zoning is "DT
43 - Downtown District. SPIN Neighborhood # 8. The owner is Inland Southwest Management, LLC.
44 The Applicant is Green Fellows (Audra Lewandowski).

47 comments to the expanded features at the event and requested a three year approval for the

58 Gathering), noting that no signs are to be placed in the public right-of-way and that all signs will be
59 removed within 72 hours after the event ends, and granting the applicants request for a three (3)
60 year approval, and subject to staffs report dated October 16, 2009.

87 discussed the number and length of the events proposed in the Specific Use Permit and addressed
88 signage for the proposed events. The Commission asked if the applicant would be comfortable with
89 gaining approval for only one event and returning for additional approval for future events based on
90 the preliminary event; Ms. Chase approved of this condition.

92 Motion was made to approve ZA09-052, Specific Use Permit for Promotional Sales from Kiosk for
93 Southlake Town Square "Ride & Drive' Automobile Promotional Events, granting approval for one
94 event with a four (4) day maximum time period, noting that signage will be restricted to the event site
95 for up to six (6) signs with staff approval of signage, and subject to staffs report dated October 16,
96 2009.
