property being legally described as Lot 1, Block C, Commerce Business Park Addition
and being located at 2805 Market Loop, Suite 300, Southlake, Texas. The current
zoning is 1-1" Light Industrial District. SPIN Neighborhood #8.

39 Cortez, Planner I, presented this item to the Commission for a Specific Use Permit for Spirit Life
40 Church International on property being legally described as Lot 1, Block C, Commerce Business
41 Park Addition and being located at 2805 Market Loop, Suite 300, Southlake, Texas. The current
42 zoning is 1-1 " Light Industrial District. SPIN Neighborhood # 8. The Owner is Rainier Southlake Dst.
43 The Applicant is Spirit Life Church International.

45 Steven R. Hill, Pastor of Spirit Life Church International, 614 Oakbend Dr, Coppell, TX, addressed
46 parking concerns raised by the Commission.

48 Chairman Morin opened the public hearing.

52 There were 11 public comment cards left stating favor for the project but not requesting to speak.

54 Chairman Morin closed the public hearing and called for further discussion. Commissioners
55 discussed onsite parking requirements.

57 Chairman Moring re-opened the public hearing.

59 Ron McKellen, St. John's Church, 800 S. Kimball Ave., Southlake, TX, stated they were the prior
60 tenants of this location and they never had any parking issues during their time there.

62 Chairman Morin closed the public hearing and called for further discussion. No further discussion
63 took place.

65 Motion was made to approve ZA09-025, Specific Use Permit for Spirit Life Church International,
66 subject to the requirement that all parking must be on-site or through a reciprocal parking agreement
67 through neighboring sites, granting a three (3) year approval of the Specific Use Permit, and subject
68 to Review Summary No. 1, dated June 26, 2009.
