284 in the buffer area but that the variance requested if for lighting not the buffer area.
285
286 Claudia Pillow, 575 Love Henry Ct., Southlake, TX, Inquired as to why the buffer on Shady Oaks
287 cannot be decreased to accommodate for a larger buffer to the north. Peter Kao stated the design on
288 Shady Oaks is based on engineering issues from grading and right-of-way requirements.
289 Commissioner Wang asked if we needed more baseball fields and if we could place a recreation
290 center on this site instead. Peter Kao responded that the fields are needed and that the baseball
291 league does very well in Southlake, adding that the City has already purchased land for a recreation
292 center. Commissioner Wang inquired about the timeline for this project and if it can be delayed to
293 accommodate for residents concerns. Peter Kao stated that the response from citizens has been
294 positive. Commissioner Faglie agreed that the ball fields should not be so close to the neighborhood.
295 Chairman Morin stated that there have been SPIN meetings and time for residents to express concern
296 during development.
297
298 Tim Pillow, 575 Love Henry Ct., Southlake, TX; Made a request that the Commission reject this site
299 plan to reconfigure it in order to accommodate citizen requests.
300
301 Kim Campbell, 495 Love Henry Ct., Southlake, TX, Agreed with the statements made by Mr. Pillow.

306 Chairman Morin closed the public hearing and called for discussion. Peter Kao addressed the
)7 concerns brought up during the public hearing stating that the City was limited as to the placement
.308 of the four-plex due to engineering requirements. Commissioner Wang inquired about the parcel
309 located directly to the north of the park; staff stated that there has been no response from this
310 resident. Chairman Morin inquired if staff could address the residents concerns prior to presenting to
311 City Council. Vice-Chairman Bledsoe commented that he would like to see what due diligence has
312 been done on this project, adding that the master plan calls for something that the city may or may
313 not need eight years from now and what is needed now should be considered. Commissioner Faglie
314 inquired about the difference in the proposed lighting verses the existing lighting; Deputy Director
315 Dennis Killough clarified that the height numbers provided are approximations and are rounded up
316 to accommodate for differences that occur during instillation. Chairman Morin inquired about the
317 months of operation on the ball fields, Peter Kao responded stating the fields will be used
318 approximately from March to November. Commissioner Hudson stated that the plan presented was
319 a good plan and that the ball fields would impact the residents to the north less than an
320 amphitheater or stadium would. Chairman Morin stated that time and money has been spent on the
321 development of this project and it is should not be re-designed at this point. Vice-Chairman Bledsoe
322 asked is staff could enhance the presentation to include the history of approval prior to presentation
323 to City Council.

325 Chairman Morin re-opened the public hearing.
326

'131 on Central Market and inquired about the residents in her area being provided the same protection.
32
333 Chairman Morin closed the public hearing and called for discussion. Peter Kao spoke about the
334 challenge facing the parking on the North West side and removing spaces in order to add more of a
