He 42 stated his professional team would address all of the questions posed from the last meeting. 43 44 Jack Lyle, Registered Professional Land Surveyor, discussed the flood plain. Planning and Zoning Commission Meeting Minutes on January 5, 2006. 2 I Thom Hubacek, Registered Landscape Architect, discussed tree preservation. 2 3 Errol Housemans also answered questions regarding trees and the build sites. 4 5 John Boone, Professional Engineer, NSPE, discussed the drainage plan. 6 7 Errol Housemans talked about fencing; deed restrictions regarding barns and stables; location 8 and composition of a horse trail. 9 10 Thom Hubacek talked about the horse trail. 11 12 John Boone talked about water and on-site sewage systems. 13 14 Errol Housemans added statement to the sewage system. He talked about the easement and 15 dedication of right of way. He concluded his nine line items... 16 17 Chairman Stansell opened the joint public hearing 18 19 Ray Chancellor, 890 Harbor Court, Southlake, TX spoke in opposition. He complimented the 20 applicant's efforts to address the issues. He discussed several points of concern and offered 21 possible solutions. 22 23 Paul Spain, 2200 Estes Park, Southlake, TX spoke in support of the builder. 24 25 Ward Flora, 880 Harbor Court, Southlake, TX spoke in opposition to the proposed septic 26 systems. 27 28 David George, 2980 Burney Lane, Southlake, TX spoke in support. He would like to gain 29 access to the proposed road. He has experience as an architect and planner and has offered his 30 assistance to the applicant. 31 32 Martin O'Connor, 2965 Burney Lane, Southlake, TX spoke in opposition. He stated concerns 33 about the flood plain and density. 34 35 Bernard Fischbach, 2940 Burney Lane, Southlake, TX spoke in opposition. He stated concern 36 about drainage and density. 37 38 Jack Fredricks, 2960 Burney Lane, Southlake, TX spoke in opposition. He was also concerned 39 about drainage and density. 40 41 Marge Sulke, 1090 Burney Lane, Southlake, TX talked about Huse Homeplace. She was 42 concerned about the horse trail. She was also concerned about density and sewage. 43 44 Hans Schroen, 2895 Burney Lane, Southlake, TX spoke in opposition. He was concerned 45 about additional traffic and the safety of his children. He would like to see lighter density. He Planning and Zoning Commission Meeting Minutes on January 5, 2006. 3 I did not want to see development forced upon the land. 2 3 Rod Stevenson, 1115 Harbor Retreat, Southlake, TX stated he was not opposed to the 4 development, however, is concerned about the density. 5 6 Chairman Stansell closed the joint public hearing and called for discussion. 7 8 Errol Housemans responded to the neighbor's concerns. 9 10 Chairman Stansell called for a break (9:20 p.m.) 11 12 Chairman Stansell reconvened the meeting (9:43 p.m.). He stated the discussion items on this 13 agenda were moved to January 19, 2006. 14 15 The Commission continued to discuss the Bella Lago applications. 16 17 Errol Housemans answered additional questions. 18 19 The Commission stated the following issues remained: 20 • Consideration of the Environmental Resource Protection aspect of the Southlake 2025 21 Land Use Plan. 22 • Infringement upon the flood plain 23 • The configuration, elimination, or combining of lots 24 • Specifically, lots 5, 6, and 2 are too close 25 • Reduce to 7 lots 26 • Long term effects of aerobic septic systems 27 • No perimeter fencing that would hinder wildlife movement 28 • Eliminate horse trail 29 • Incorporate a wildlife easement 30 • Look at deed restricting street parking in order to narrow the roadway... making sure any 31 changes are acceptable to the Fire Dept. 32 • Tree Preservation 33 34 Errol Housemans requested to table his items until January 19, 2006. 35 36 Motion was made to table ZA05-127 and ZA05-128 until January 19, 2006. 37 38 Motion: Boutte 39 Second: Morin 40 Ayes: Faglie, Morin, Boutte, Springer, Bledsoe, Stansell 41 Nays: None 42 Approved: 6-0 43 Motion to table carried. 44 Planning and Zoning Commission Meeting Minutes on January 5, 2006. 4 I AGENDA ITEM # 9. The property is located at the southeast corner of E. Southlake Boulevard and Carroll 4 Avenue. The Current Zoning is "SP-2" Generalized Site Plan District. SPIN Neighborhood # 8.
