5 Family Residential District. SPIN Neighborhood # 10. The Owners are Mike and Eva Sandlin. The
6 Applicant is Hat Creek Development.

8 Kosse Maykus, Hat Creek Development, presented these items to the Commission and reviewed the
9 requested variance.

11 "Double fronted" or "through" residential lots are not permitted under the subdivision
12 regulations. Lot 16 created around the existing home is a double fronted lot. (Variance
13 Requested)

17 Harold Annis, 490 Love Henry Court, Southlake, TX spoke in opposition. He was concerned about
18 the trees and drainage.

20 Terry Shear, 620 Shady Oaks, Southlake, TX spoke in opposition. She was concerned about traffic.

22 James Lucas, 585 Shady Oaks, Southlake, TX stated he was concerned about construction traffic.

24 Beverly McDonald, 587 Shady Oaks, Southlake, TX spoke in opposition; she had several concerns.

26 Paul Bruden, 583 Shady Oaks, Southlake, TX had similar concerns. He stated he didn't want to see
27 the private road become the sole entrance for the construction vehicles.

29 Acting Chairman Boutte closed the joint public hearing and called for discussion.

33 The Commission discussed the applications; specifically the 30 foot road at the west entrance.

35 Motion was made to approve ZA05-048, subject to Concept Plan Review Summary No. 2, dated
36 June 17, 2005, with the following stipulations:

38 • Granting a 20 foot side yard adjacent to the street for Lot 14;
39 * Granting a 15 foot side yard adjacent to the street (Court B) for Lots 16 and 21;
40 • Allowing a double fronted or through residential lot for Lot 16 as shown on the plan;
41 • Recommending the 30 foot strip be designated as a public right-of-way reservation;
42 • And, to have the developer replace any landscaping affected by the proposed drainage
43 easement extending off-site to the south into Lot 4, Southlake Estates.
