15 (Central Market). He presented these items to the Commission.

17 Todd Pylen and Greg Beam, HEB Corporation, answered questions about hours of operation and
18 community participation.

24 Jerry and Vicki Kight, 509 Regency Crossing, Southlake, TX in favor.

27 Chuck Blucher, 1218 Westmont Drive, Southlake, TX spoke in opposition. He was concerned about
28 property values. He discussed the possible noise and security. He was concerned about the traffic
29 analysis. He talked about the roadways. He was concerned about cut through traffic; high volume
30 traffic and emergency vehicle access to his subdivision; C-3 zoning overlay adjacent to residential
31 property; serious drainage problems, site lines, and the failure of current businesses. He stated this
32 development was opposite of the intent of the Southlake 2025 plan. He stated concern for the odor
33 from garbage dumpsters, and wildlife displacement.

35 Lesli Griffith, 1210 Westmont Drive, Southlake, TX spoke in opposition. She shared the same
36 concerns as Mr. Blucher. She stated she would like to see a wall built along their subdivision.

38 Eric Girard, 1201 Kings Brook Drive, Southlake, TX stated he loves the idea of Central Market but
39 has a problem with the location choice. He stated he was the HOA president and shared the same
40 concerns as Mr. Blucher and addressed the issues.

42 Thomas Drake, 1212 Westmont Drive, Southlake, TX spoke in opposition. He addressed several
43 issues that were previously stated. He talked about this property being a transition piece.

I Ken Heymann, 1211 Westmont Drive, Southlake, TX asked if the traffic projections included delivery
2 vehicles. He was concerned about the trucks slowing down traffic.

6 Sam Poonawala, 302 Lakeside Ct., Southlake, TX stated his opposition.

24 No. 480, as amended, as it pertains to Rural Conservation Subdivision, Transition Zoning Districts,
25 and other Miscellaneous Amendments.

13 northern end of the swale which will run on the southern 8 to 10 foot of the southern
14 buffer;

16 6. Deferring a final decision on the most effective noise buffer until the site plan stage,
17 particularly along the area of property where the delivery trucks will traverse;

19 7. Including a detention pond in the southeast corner of the southern bufferyard;

21 8. Noting that the sidewalks shown on the west side of the property will continue to the
22 end of the bufferyard, along Carroll Avenue to the entrance of Oak Tree Estates;
