22 Tommy Cunningham asked back to the podium to discuss options. He requested to withdraw his zoning
23 application and move forward with the plat revision, subject to SF-lA zoning.

28 No. 2, dated January 14, 2005; noting that any plat revision that takes place is subject to the

3 Tim Bradford, 405 Shady Lane, Southlake, Texas is opposed to commercial property across from his
4 property. He asked for clarification of the plan.

6 Greg McGahey, 250 N. Mill, Unit 1, Lewisville, Texas here representing Costco - asked about what
7 would happen in case of a catastrophic event, such as a fire. He asked if they would be able to come
8 back and build and operate as they do today.

10 Michele Gibson, 2420 Raintree Drive, Southlake, Texas was concerned about traffic if commercial
11 develops in T-1 overlay.

13 Miles Prestemon, Newland Communities, spoke in support of the plan.

15 Martin Peryea, 2820 Rainforest Court, Southlake, Texas spoke in opposition to rezoning to
16 commercial in the residential area.

18 Lloyd Satterfield, 2417 Greenbough Lane, Southlake, Texas spoke in opposition to T-1 overlay near
19 Shady Lane.

21 Scott Oram, 7030 Shadow Drive, Ft. Worth, Texas representing land owner for former Clariden
22 School property. He asked for clarification. He wanted to see the school tract be able to develop as
23 commercial.

37 floodplain; specifically the Aventerra Tract.

39 Angela Turner responded to Mr. Williams concerns.

41 Phillip Bressinck, 200 Swallow Drive, Southlake, Texas commented about the intersection of State
42 Highway 114 and Highland. He stated he represents three property owners at the west side. He
43 requested commercial land use designations instead of office, to bring in some restaurants.

3 Tom Allen, Maguire Partners talked about Dove and Sam School thoroughfare plans.

5 Carl Lapiska, 1612 Heatherbrook, St. Lawrence Church, Southlake, Texas talked about drainage.

7 Nelson Somerville, represents property owners at the southwest corner ofDove and SH 114, wanted
8 to ensure that future development would not allow access onto Shady Lane.

10 Gerald Chivers, Southlake, Texas asked about land use category changes.

14 Chairman Stansell called the meeting back to order and resumed the public hearing (9:03)

20 Motion was made to approve Resolution No. 05-005, Adoption of the State Highway 114 Corridor
21 Study as a Component of the Comprehensive Master Plan for the City of Southlake with the
22 following additions:
23
24 • Under # 3, which is to include the White's Chapel Boulevard as part of the city's
25 median study on page one, a recommendation that the entire section of White's
26 Chapel Boulevard from Dove Road south to Highland Street have a feasibility study
27 that determines the best means of moving traffic quickly and efficiently and noting
28 that the Commission does not recommend a round-a-bout if the ultimate
29 recommendation is that a four lane road with medians be constructed;
30
31 • At the corner of Shady Lane and the State Highway 114 access road, the
32 recommended T-1 overlay would also include a notation stating that in a T-1 overlay
33 plan, any lots currently designated as low density residential will be a part of the
34 residential portion of the T-1 plan and any of the commercial component would
35 access directly onto the State Highway 114 frontage road or Kimball Avenue;
36
37 • and, on the Sams School Road recommendation, under the mobility plan, which
38 noted a two lane road with a turning lane at Dove, that an asterisk is to be placed also
39 stating that four lanes may be required with more intense uses on the adjacent
40 properties.
