20 Senior Planner Dennis Killough presented this item to the Commission for a zoning change and site
21 plan. The property is located at 1310 N. White Chapel Boulevard. The Current Zoning is "S-P- I"
22 Detailed Site Plan District with "O-1" Office District uses. The Requested Zoning is "S-P-1" Detailed
23 Site Plan District with "O-1" Office District uses. SPIN Neighborhood # 11. The Owners are Terry
24 Horton and Wayne Lee. The Applicant is T.J. Horton Group.

26 Commissioner Vaughan abstained from this item due to a conflict of interest.

28 Trent Horton, T.J. Horton Group, presented this item to the Commission and reviewed the requested
29 variances.

31 Under the "S-P- I" site plan district zoning, the applicant proposes the following:

33 • The setback along the south boundary shall be 26', as shown on the Site Plan. Ordinance
34 480, Section 43.13h requires a minimum setback of 40' adjacent to residential property. The
35 previous plan requested a 20' setback along the south boundary.

37 • The maximum impervious coverage shall not exceed 67.4% of the total lot area. Ordinance
38 480, Section 18.51 allows a maximum impervious coverage per lot of 65%. The previous
39 plan requested a maximum impervious coverage of 69%.

41 Variances are requested for the following:

43 Driveway Spacing: The required driveway spacing is 250' for full-access drives on an arterial

I street. The nearest drive to the south is approximately 223' from the proposed driveway.
2 The nearest intersection to the north is approximately 423'. The previous plan showed the
3 nearest drive to the south approximately 205' away.

5 Stacking Depth: Stacking depth for the proposed drive is required to be 75'. The applicant is
6 showing a stacking depth of 50'.

8 Other changes include reducing the size of the two southernmost buildings (-1,189 SF), and
9 eliminating 2 parking spaces in order to save a large tree.

13 Ed Murphy, 1313 N. White Chapel, Southlake, TX stated he liked the improvements, however,
14 was still concerned about the density of the complex and the safety of the driveways. He said he
15 remained opposed to this project.

19 Chairman Terrell called for discussion from the Commissioners.

21 The Commissioner's discussion led to continued problems with the density and the southern setback.
22 They also had residential adjacency issues.

24 Terry Horton, Owner, T.J. Horton Group, gave further presentation of his application and opened
25 for questions and negotiation.

27 The Commission discussed ways the site plan could work by suggesting 8' masonry fencing,
28 increasing the southern setback to 30', and stipulating building materials and tree planting.

30 Motion was made to approve ZA03-034, subject to Revised Site Plan Review Summary No. 4,
31 dated August 21, 2003, allowing the requested variances. Also required the following: Increasing the
32 southern setback to 30% constructing a 8' masonry wall along the south property line; all buildings
33 constructed with stone or brick masonry; doubling the number of canopy trees along the east
34 bufferyard; and maintaining the existing plants on White Chapel Boulevard for natural screening.

11 Jeff Wang, 595 S. Kimball, Southlake, TX stated he owns 2120 and 2122 Market Loop (adjacent
12 properties). He was concerned about the proposed business providing service. He also stated his
13 concern for oversize trucks in the parking lot. He asked for clarification of uses... business name
14 states Trade In' Paint.

18 Colin O'Neal stated they would not be painting or servicing the automobiles. He also stated their
19 vehicles would be driven in to the site and not delivered by truck.

24 presented this item to the Commission for a specific use permit. The property is located on the
25 southeast corner of the intersection of North White Chapel Blvd. and Bob Jones Road. Current Zoning:
26 "AG" Agricultural District. SPIN Neighborhood #1. The Applicant is The City of Southlake.

28 Senior Parks Planner Chris Carpenter answered specific questions regarding the lighting.

30 Malcolm Jackson answered questions regarding variance request for articulation. He also answered
31 budget questions.

35 • Concession stand / restroom facility: This structure will be located between
36 the 2 large softball fields and the 4 smaller softball fields. It is similar to the
37 existing concession / restroom facility adjacent to the soccer fields.

40 center of the 4 smaller softball fields.
41 o Shade structures are proposed over all the bleachers for all six softball

8 • Articulation - Due to residential adjacency, the proposed concession
9 stand/restroom is required to be articulated both horizontally and vertically on
10 all four elevations (Sec. 43.13.d). A variance may be granted to this
11 requirement as set forth in Section 43.13.k.

13 Lighting - The proposed Sport lighting for the ball fields does not comply
14 with the Lighting Ordinance No. 693-B in the following areas:
15 o Type of lighting (high pressure sodium required, metal halide is being
16 proposed)
17 o Intensity of Light (maximum 20 foot-candles permitted, maximum 65
18 foot-candles proposed)

23 misrepresented facts about the budgeted funding. She was also concerned about the traffic.

25 Murrell Wilson, 4721 N. White Chapel, Southlake, TX stated his concern for traffic safety.

27 Jeff Manning, 1319 Village Green, Southlake, TX spoke in support of the Girls Softball League
28 coming to Bob Jones Park.

30 Matt Tuggey, 1361 Cross Timber Drive, Southlake, TX stated he was President of the Softball
31 Association. He opened himself for questions and discussed fees. He stated they had funding and
32 were anxious to play at Bob Jones Park. He said the traffic problems probably stemmed from the
33 construction on SH 114.
