6 entered in 1997 by City Council for a 300' setback requirement along Carroll Avenue. He asked
7 about the material that would be used for perimeter fencing.

10 of the development shown in Section C of the Concept Plan.

33 *Bruce Payne commented on a petition that the City of Southlake received from the residents of
34 Cambridge Place in April of 2001, asking the City to consider rezoning this property from light
35 industrial to residential. In July 2001, Paul Spain and City Staff met with Cambridge Place residents
36 to discuss a new concept for adjacent residential development. From that point the Planning
37 department moved forward in preparing this amendment to the existing Ordinance. However, the
38 staff is now in receipt of protest petitions from the owners of at least 55 percent of the surrounding
39 property, making it somewhat obvious that the majority of them are opposed which will cause this
40 item to fall into a super majority vote from City Council.

43 said that Paul Spain made the changes to accommodate the resident's issues. He was concerned

3 Joe Mansen, 224 Canyon Lake Drive, Southlake, TX stated he was opposed and felt that the
4 developer led this "PRN" issue.

6 Stephanie Scheibel (MEMO International Inc), 722 South Kimball Avenue, Southlake, TX stated her
7 concern from an industrial point of view. She suggested that the soil be tested for contamination
8 before residential is built.

10 Jamie Cadiz, 707 Chaucer Court, Southlake, TX is opposed... she said she was concerned about high
11 density; she stated narrow roads are dangerous. She compared the concept plan for Central Park with
12 other local villas. She said she would like to see the estate go in rather than the "PRN".

14 Pat Goebel, 2804 Brookshire Drive, Southlake, TX stated he was glad to see Pumpco pull out. He
15 would like to see residential zoning on that property. He is concerned about the chemicals that may
16 have been spilled into the ground and agreed with MEMO that it should be tested. He said this kind
17 of development is not designed for "empty nesters" and felt it was too high density.

19 Naomi Cornelius, 702 Manchester Court, Southlake, TX said she was in favor of Central Park. She
20 stated that all the main issues were addressed by the developer. She felt this development was a
21 wonderful opportunity for Southlake. She stated she would not like to see industrial on this property.

23 Cory Abbott, 704 Chatham Court, Southlake, TX stated the concept of "PRN" was interesting and
24 has a place in Southlake, however, he felt that Cambridge Place residents were being held hostage.
25 He stated that the "PRN" should have been brought forward separate from Central Park. He said
26 there were too many issues to resolve in one meeting.

32 Southlake. The "PRN" will cause the City to lose control. She said there isn't anything around
33 Central Park to walk to, i.e., golf course, tennis, pool, etc. She felt the "PRN" Ordinance warranted
34 further review by the citizens.

35 Senior Planner Dennis Killough presented this item to the Commission for a Specific Use Permit for
36 Nextel Antenna located at 1947 East Continental Boulevard. The Current Zoning is "I-1" Light
37 Industrial District. SPIN Neighborhood # 7. The Owner is G.L. Johnson. The Applicant is JOM Inc.,
38 for Nextel of Texas Inc. Ten (10) notices were sent to surrounding property owners within the 200'
39 notification area and no responses were received.

41 Mike Cunningham, Nextel of Texas Inc., presented this item to the Commission and reviewed the
42 requested variances stating that this site was constructed prior to the Ordinance being written
43 which is the reason for the requests.

3 1. The following changes are needed with regards to screening:

5 a. An eight foot solid fence, masonry wall, or wrought iron fence with dense evergreen
6 hedge is required along the compound boundary. There is an existing 6' chain link
7 fence to the north and east where it meets up with an existing 8' chain linkfence that
8 surrounds the compound. The applicant is proposing to provide privacy slats to give
9 the appearance of a solid fence. An 8' wood fence runs along the south boundary of
10 the lot. The applicant also is proposing to plant approximately 20 evergreen shrubs
11 along the north and east perimeter. (a variance has been requested)

13 b. Plant materials meeting the requirements of an "F-2" bufferyard are required along
14 the north, south and east boundaries of the compound. The plantings are deficient as
15 noted in the attached chart. (a variance has been requested)

17 3. The following change are needed regarding the proposed antenna and equipment building:

19 a. Correct the size and height of the equipment building. The equipment building
20 cannot exceed 10' in height nor be more than 180 square feet in total area. The
21 applicant is proposing a pre fabricated equipment building with dimensions of IO'x
22 20' and a height of 10'6". (a variance has been requested)

24 b. The site is residentially adjacent requiring that the equipment building be constructed
25 of masonry materials as approved in the Ordinance No. 480, Section 43.13a. The
26 applicant is proposing a concrete aggregate prefabricated building, similar to a
