14 Senior Planner Dennis Killough presented this item to the Commission for a Preliminary Plat on
15 property legally described as Tracts 3A1G3, 3A1G, 3A1G5, 3A1G1, 3A1G2, 3A1G4, 3A1F1, 5B3,
16 5B, 5B2A, 5B2, 4E and 4, Frances Throop Survey, Abstract No. 1511, being 95.9 acres. The property
17 is located on the east side of North Carroll Avenue and the west side of Sunshine Lane, approximately
18 500' south of East Dove Road. The Current Zoning is "SF-IA" Single Family Residential District.
19 SPIN Neighborhood # 5. The Owners are James and Brenda Haltom. The Applicant is Four Peaks
20 Development. Fifty (50) notices were sent to surrounding property owners within the 200'
21 notification area and five (5) responses were received, four (4) being opposed and one (1) undecided.

42 increase in traffic; and the impact on 4 local schools. She said Whispering Dell Court only has one
43 entrance/exit onto Carroll Avenue and additional traffic will cause extreme hardship to residents.

13 September 28, 2001, specifically including the variance for the encroachment of the driveway and

9 Boyd Herndon, 1201 Ashmoore Court, Southlake, TX stated his opposition for option # 1 which
10 shows the proposed road crossing at Highland/Carroll intersection.

12 Bob Bonchak, 1820 Hunters Creek, Southlake, TX addressed the advantages of this proposed
13 road... 1) reduces traffic on Dove Street. 2) Reduces traffic volume along S.H. 114 frontage roads.
14 3) Improves level of service at the intersections in the area. 4) Asked about the property owners at
15 the proposed road's terminations.

17 Gerald Chivers, 1800 N. White Chapel Road, Southlake, TX stated his concern for this proposed
18 road crossing a portion of his property. He felt it may devalue his property. He asked for a notarized
19 letter from the City stating that the road would not be joined until the property was developed.
