The meeting was called to order by Chairman Wright at 7:30 p.m.
Agenda Item #2, Approval of Minutes
Commissioner Johnson requested that the following comments be added to the August 18, 1994
Planning and Zoning Meeting Minutes.
Page 3, Agenda Item #4, ZA 94 -82, pertaining to the airport issue: Commissioner Johnson asked
City Staff if they believed that the request was in compliance with the airport agreements and Mr.
Last said yes.
The following three comments pertain to Agenda Item #7, ZA 94 -88, Coventry:
Page 7: The developer agreed to participate in building an overhead walkway if it were requested
by the school district.
Page 8: The correct spelling is Louisa Gervitz.
Page 9: Commissioner Johnson voiced concerns that comments from the audience were out of order
and objectional. He stated that this plan had some provocative aspects which would be good for the
city and he believes that the developer is reputable, both personally and in terms of delivering on
what he said he would do.
Page 12: Agenda Item #8, ZA 94 -89, pertaining to the baseball facility: Don Lovelace said he
believed that the value of adjacent residential property went down when traditional industrial uses
were developed next door.

would be tabled.
Agenda Item #4, ZA 94 -85, Rezoning and Development Plan/Versailles
Mr. Last stated that the Applicant had provided a letter requesting that this item be tabled to the
September 22, 1994 Planning and Zoning Meeting and that this had been included in the
Commissioners' packets of information.

Tom Chapman, 402 Valverde Ct., has concerns for the trees on the property, septic being allowed
on less than one acre of land, and he asked what will be required for the preparation of building a
home on this property.
Chairman Wright explained that minimum setback requirements would be met under the zoning
requirements, the trees belong to the homeowner and the city has no control, and if a homeowner
wished to fence the property he would need to follow fencing requirements. Septic would be
installed under the County Health Department standards and inspections made and supervised by the
Health Department.

Zoning is "C -1" Neighborhood Commercial District and the Requested Zoning is "SF -1A" Single -
Family Residential District. The Land Use Category is Mixed Use. The Owner /Applicant is David
E. Walsh, Sr. The property is located in SPIN Neighborhood #3. Seven written notices were sent

David E. Walsh, Sr., 1206 Ashmore Ct., was present to represent this item.
Mr. Walsh informed the Commission that his intent was to build a house on the proposed "SF -1A"
lot and donate the balance of the "C -1" land to the Carroll Independent School District. He stated
that at one time they had expressed an interest in using the land for a greenhouse operation for "at
risk" students. However, the school district has not contacted him on this recently and Mr. Walsh
does not know if they wish to use the land.
Chairman Wright stated he would not be in favor of the proposed request of "SF -1A" zoning
surrounded by "C -1 ".
Mr. Walsh asked the Commission for approval to withdraw the request.

Commissioner Johnson asked Staff if the Applicant was aware that the parking spaces were subject
to inundation and Mr. Last stated that they were not concerned.
Chairman Wright asked if more detail should have been on the "S -P -1" request provided and Mr.
Last explained that the engineer for the project was located in Minnesota and it was apparent that
the exhibit did not address many of Southlake's requirements.
The Commission discussed septic and sewer issues with Staff.
Paul L. Cole, Vice President Christian Men's Network, 1001 W. Euless Blvd., Suite 104, Euless, was
present to represent this item.
Mr. Cole informed the Commission that Christian Men's Network's function is to provide materials
for churches to minister to men. The proposed request is for an office building to headquarter this
function. He stated that the speakers addressed in the staff comments will be removed and that all
issues in the Plan Review Summary dated September 2, 1994 will be addressed by the engineer by
September 12th. He explained to the Commission that all seminars take place off site at civic
centers, usually in other cities. There will be a break area with a capacity of 40 -50 persons within
the facility and informal sessions will be held there.
Chairman Wright stated that not all of the comments in the Plan Review Summary could be
addressed by the engineer because some of these needed discussion. He suggested that the Applicant
clean up the excessive number of issues in the Plan Review Summary.

Commissioner Johnson agreed that there were too many staff comments that needed to be addressed.

Council Meeting was brought up and considered.

Mr. Perkins said he agreed with the Plan Review Summary dated September 2, 1994 with the
exception of item #8 requirement of 30,000 sq. ft. lots on the Southern border and item #11
regarding the street stub in the Southwest corner to provide access to the Goode property. He stated
that the Goode property is currently an active airport property and potential buyers would have a
problem with this, and if the street stub was required this would not be a viable project. He also
stated that there would be a masonry fence with an entrance on Peytonville and green space would
be provided.
Mr. Perkins passed out visuals showing the Goode property and he passed out pictures taken of area
commercial properties.
Mr. Perkins discussed the locations of trees and drainage concerns with the Commission.
Commissioners Johnson and McGarity stated they are not in favor of development which disallows
circulation from one subdivision to another within the City and Commissioner McGarity felt that the
street stub should be required.

The Applicant discussed at length with the Commission issues concerning drainage, lot sizes, and
tree preservation.
Commissioner Arnold asked if there would be a drainage problem on Block 3 Lot 4 and Mr. Perkins
stated that the lot would require some fill work to raise it and the street would be lowered.
Commissioner McGarity stated that 40 to 50% of the trees were being destroyed by this plan and
asked the Applicant if he could come up with a plat that was more sensitive to the landscape
ordinance.
Public Hearing.
Sally Hall, 1609 Mockingbird Lane, stated that the tree issue is very important and is in keeping with
the Keep Southlake Beautiful program. She is in favor of keeping as many trees as possible with the
development of this property.
Mr. Perkins stated that the covenants required that each builder plant two 6" caliper trees in front of
each home. This will add 74 new trees within the subdivision in addition to the greenbelt area.

Mr. Perkins stated he would do a closer tree survey and move the entrance north or south to save the
major trees located in the greenbelt.

Commissioner McGarity asked to go on record that he feels that developers are insensitive to tree
preservation.
Commissioner Johnson commented that there are more unknowns than knowns and that the plat
should be cleaned up.
Mr. Perkins stated that they are committed to doing everything that the Commission has requested.
He will provide five lots across the bottom instead of eight, every effort will be made to put the bulk
of the additional area in the two lots that are on either side of what is now Block 1, Lot 4, and the
entrance into the development will be moved North or South to save as many trees as possible.

Mr. Lee stated that the property is located in low density and one acre lots are proposed. Adjacent
properties are also one acre lots with the exception of the mobile home park to the South.

Terry Reis, 1601 Pheasant Lane, lives immediately to the Northwest. He is not opposed to the
request but he is concerned about the proposed intersection into the development. The new street
will be intersecting Randol Mill at the grade and he is concerned that this will cause a safety hazard.
Chairman Wright explained that those types of issues will be addressed with the plat request.
Tom Sanderlin, 1601 Phesant Lane, stated that he is in favor of the zoning request.
Sally Hall, 1609 Mockingbird Lane, stated that she is in favor of the zoning request.
Norm Smaligo, 1613 Pheasant Lane, is opposed. He is concerned that the natural setting and home
to a den of fox will be destroyed. Unless the fox are relocated we will be losing precious things that
can't be recaptured.
Milton Barath, 1647 Oak Lane North, had questions regarding access to the additional five acres to
the South being added to the Plat, whether the development will have sewer or septic, and he is
concerned about trees being removed. Chairman Wright explained that a road from the development
will more than likely extend South connecting the five acres and the lots will be on a septic system,
and that these questions will be addressed with the plat request.
Cliff Newman, 1664 Oak Lane, asked where the street would intersect Randol Mill Ave. Chairman
Wright explained that this would be addressed with the plat request which is the next case.

property put there for fire safety purposes which will no longer be needed if this property is
developed. He asked if he could remove the turnaround and have his land back. Mr. Last suggested
that he contact the Fire Marshal.
Tom Sanderlin, 1609 Pheasant Lane, does not want another dangerous intersection.
Terry Reis, 1601 Pheasant Lane, asked and received clarification regarding the R.O.W. on the West
side of Randol Mill being a Southlake R.O.W. and not a Westlake R.O.W.

Anthony Scamardo, 3159 Southlake Park Road, stated he had been following the plans for the
proposed road and he is concerned that this road will go through Mr. Coker's home. He asked that
a man's home be given the same consideration as is given to the trees and wildlife.
James Coker, 2815 Ridgecrest, is concerned that if the road is put in he will not get the replacement
value of his home. He asked that the road be moved off of his one -half acre of property.
Sue Wong, 3007 Ridgecrest, is concerned about increased traffic on Ridgecrest and safety issues,
she has drainage concerns, and she does not want families complaining that her horses are a
nuisance.
