Commission Present: Chairman, Joe Wright; Members: Nick McGarity, Randy Arnold,

City Staff Present: Community Development Director, Greg Last; Planner, Tom Elgin; Zoning
Administrator, Karen Gandy.
The meeting was called to order by Chairman Wright at 7:30 p.m.
Agenda Item #2, Approval of Minutes.
Motion was made to approve the Minutes of the February 3, 1994 Planning and Zoning
Commission meeting as amended.

Consideration of the January 20, 1994 Regular Meeting Minutes was deferred until the March

Agenda Item #3, Administrative Comments.
Community Development Director Greg Last commented that the City has selected Dennis
Wilson and Associates for the Corridor Study. Mr. Last also commented that staff would be
putting together a list of rezonings of certain properties that do not currently conform with the
City's Land Use Plan.
Chairman Wright commented that applicant, Tim Fleet requested items #4, 5, 6 be tabled and
continue the public hearing to the March 3, 1994 meeting.
Motion was made to table and to continue the public hearing on agenda item #4, ZA93 -117, #5,
ZA93 -118, and #6, ZA93 -119 as requested by the applicant, Tim Fleet, President of VLMC,
Inc. to the March 3, 1994 meeting.

Zoning Administrator Karen Gandy informed the Commission that the applicant's request is for
a Concept Plan approval of Hillcrest Estates, being 75.88 acres situated in the John A. Freeman
Survey, Abstract No. 529 (of which 38.647 acres is filed of record as Lots 1 - 17, Block B,
Greenway Industrial Park). Located on the east side of South Carroll Avenue, approximately
1,000 feet South of the intersection of South Carroll Avenue and East Southlake Blvd. (F.M.
1709) Owner is W. E. Dalton and the applicant is Papagolos Development Company. Current
zoning is "SF -20B" Single Family -20B Residential. Land Use Category is Medium Density
Residential. Eighteen notices were sent out and no responses received. Ms. Gandy said the
applicant proposes 123 single - family residential lots.
John Papagolos was present to represent this item. Mr. Papagolos said he had seen the Concept
Plan Review Summary dated February 11, and had no problems. Mr. Papagolos commented
he felt like the SF20 -B was the appropriate zoning.
Greg Last noted that staff had looked at alternative alignments to the extension of Carroll South
to Carlisle and felt that it could be accomplished without requiring a dedication from this
property but that it should be studied further.
Public Hearing.
Vickie Thompson, 221 Westwood of Woodland Heights wanted to keep the trees and had
environmental concerns.
Public Hearing closed.
Commissioner Richarme felt a usable amenity should be provided.
Commissioner Johnson commented the zoning is "not exciting."
Commissioner McGarity commented he feels this will provide affordable housing than SF 20A.

John A. Freeman Survey, Abstract No. 529. Located on the east side of South Carroll Avenue,
approximately 1,000 feet South of the intersection of South Carroll Avenue and East Southlake
Blvd. (F.M. 1709) Current zoning is "SF -20B" Single Family Residential. Owner is W.E.
Dalton and the applicant is Papagolos Development Company. Mr. Last said the plat of
Greenway Industrial Park was filed for record in January 24, 1974, but the development was
never constructed. Mr. Papagolos is requesting this vacation so that the property may then be
platted as Hillcrest Estates, a proposed single - family residential addition.

Tom Matthews, Jr. d /b /a Hat Creek Development was present to represent this item. Mr.
Mathews said they plan to have larger lots on Burney and Carroll and to align the entrance with
Quail Run Road.
The Commission discussed access to Lonesome Dove Avenue, lot depth on Carroll, drainage
and the transition from one acre lots to smaller lots proposed.
Public Hearing.
Denny McGrath, 2403 N. Carroll, commented on the following: the subdivision will destroy the
atmosphere, the density is too high, the developers agreement should address drainage and they
should not receive credit for park due to area's dual purpose (e.g. detention for drainage), too
many lots on Carroll and they should be 30,000 sq.ft. with a setback of 45'.
Chet Longeneckor, 1160 Taylor St., concerned with density, size homes proposed, and objects
to ballpark, basketball, volleyball, parking, and size lots.
August Schilling, 1260 Taylor St. commented the park design is okay as submitted, however,
he is against baseball with lighting, prefers no access from the south, concerned with drainage,
although likes the concept of detention, wants 6' chain link fence along south line at least during
construction, split rail long term with vines, sanitary sewer needed in Emerald, need to extend
sidewalk along Carroll South to Taylor, would like a Emerald representative to help save trees.
Joe Mast, 2415 Taylor, opposed to ballfield or soccer field due to foul balls & noise.
Rod Zielke, 1090 Burney Ln., does not want to consider anything less than 20,000 sq.ft., lots

on Carroll should be 1 acre, and this proposal does not mirror Southlake's atmosphere.
Wayne Hebert, 2706 N. Carroll, commented lots on Carroll should be larger and a stoplight
should be placed at Carroll and the main entrance access should be from Lonesome Dove Ave.
Wants lots on Carroll to face interior and brick wall on Carroll. Limit park to young kids and
no teenagers.
Bill Sheffield, 2970 Lake Drive, likes country look does not want two story homes, concern with
traffic on Burney.
Pat O'Teter, 1599 Flamigo, prefers brick on Burney.
Diana O'Teter, 1599 Flamigo, prefers something longlasting for fences, prefer larger lots with
no fences, concerned with drainage through church/cemetery.
Mike Hall, 1039 Burney Lane, commented development does not fit flavor of Southlake,
sidewalk out of character, access should include Lonesome Dove Ave., suggested one acre lots
on Carroll with a 100' setback.
Gene Hagerty, 1200 Taylor, commented that lots should be 30,000 sq.ft. on Carroll, prefers 18-
20,000 sq.ft. on interior, does not want ballpark, volleyball or baseball field, and no lights.
Cynda Mast, opposed to density.
George Niemarawski, 1359 Blue Teal, prefers houses facing Burney, and exit onto Lonesome
Dove.
Tom Mathews, Jr. d /b /a Hat Creek Development made the following proposal:
- On Carroll, drop two lots, and propose 40' building line
- Shared drives between two lots on Carroll
- Accept P/Z recommendation on access to Lonesome Dove
- Work with Homeowners /Park Board on Park Plan
- No lights on field in compliance with Park Master Plan's criteria for neighborhood parks
- Propose 2,000 sq.ft. minimum living area for all homes
- 6' wood fence, capped top, board on board, brick columns on north and east side.
Public Hearing closed.
Commissioner McGarity made the following comments:
- Would like to see 30,000 sq.ft. on Carroll with 50' -60' building line.
- Wants Deets Street extended to Lonesome Dove Ave.
- Likes sidewalks
- Restrict park to lighted ballfields
- minimum of 2,200 sq.ft. on houses
- address fence /wall on Burney
- Reduce width of entrance on Carroll Ave.

Commissioner Arnold made the following comments:
- does not like wood fences
- minimum 2,000 sq.ft. houses
- 30,000 sq.ft. lots on Carroll Ave.
- 45' building line along Carroll Ave.
- no lights or ballfields
Commissioner Richarme commented he would like for park to be drained adequately.
Commissioner Johnson does not feel there is adequate buffering to adjacent uses.
Commissioner Richarme was concerned with four issues discussed, impact of density on the
surrounding areas, brick fence, access to Lonesome Dove Ave., and park drainage.
Chairman Wright commented he prefers to match the width of the Lonesome Dove Ave. access
with the proposed Carroll Ave. access.
After further discussion the Commission determined there were too many issues that needed to
be addressed.
Motion was made to table ZA 94 -14 and continue the Public Hearing to the March 3, 1994
Planning and Zoning meeting.
