Commissioners Present: Acting Chairman Michael Richarme, Members;
Nick McGarity, Randy Arnold, Ernest Johnson, and Lanny Tate.

The meeting was called to order by Acting Vice Chairman Richarme at
7:30 p.m.
Agenda Item #2, Approval of Minutes.
Motion was made to table the approve the Minutes of the January 20,
1994, Planning and Zoning Commission meeting.

Agenda Item #3, Administrative Comments.
Community Director Greg Last informed the Commission that
Commissioner Kate Barlow has resigned her position on the Planning
and Zoning Board and has been hired by the City of Southlake as the
new Economic Development Coordinator. Mr. Last said the City
Council will be appointing a new commissioner in the near future.
Mr. Last noted that APA was sponsoring a meeting on corridor
development on February 18 and if any Commissioners were interested
they should contact staff.
Commissioner Johnson commented that applicant, Tim Fleet requested
items #4, 5, 6 be tabled and continue the public hearing to the
February 17, 1994 meeting and #7 be tabled to the March 3, 1994
Planning and Zoning meeting.
Motion was made to table and to continue the public hearing on
agenda item #4, ZA93 -117, #5, ZA93 -118, and #6, ZA93 -119 as
requested by the applicant, Tim Fleet, President of VLMC, Inc. to
the February 17, 1994 meeting.

Acting Chairman Richarme advised the audience that this item was a
Public Hearing.
Zoning Administrator Karen Gandy informed the Commission that the
applicant's request is for Rezoning and Concept Plan approval for
15.49 acres situated in the Littleberry G. Hall Survey, Abstract
No. 686, being a portion of Tracts 2A, 2B, and 3D1. Located West
of the Bicentennial Park. Owner /applicant is City of Southlake,
Texas. Current zoning is "AG" Agricultural and the requested
zoning is "CS" Community Service District. Land use category is
Medium Density Residential. Nine (9) notices were sent and one
written response was received from Lisa Bailey and Francis Nathan,
535 Love Henry Ct. (within 200' notification area), they were
opposed to the rezoning and concerned with noise, potential
vandals, view, and bright lights. Ms. Gandy said the City of
Southlake is requesting to rezone the property for future expansion
of Bicentennial Park. The City requests that all bufferyards be
waived except along the North property.
Public Hearing.
John & Kim Campbell, 498 Love Henry Ct. (within 200' notification
area), presented an alternative design layout with recommendations
(see attached) not opposed, but concerned with potential noise,
long game hours and lights.
Harold Anis, North side of Love Henry, in favor (outside 200'
notification area), but had concerns same as John Campbell.

Public Hearing closed.
After a lengthy discussion the Commission made the following
recommendation.
Motion was made to approved ZA 94-01 subject to Plan Review Summary
dated January 28, 1994 with the following stipulations: No lights
past midnight, directional lights required, North bufferyard to be
F1, no public address system and a formal presentation to be made
at the City Council meeting.

side of Bob Jones Road approximately 1/2 mile east of North White
Chapel. Owners /applicants are Peter and Julie Landesberg. Current
zoning is "AG" Agricultural and the requested zoning is "SF -1A"
Single Family -1A Residential. Land use category is Medium Density
Residential. Ms. Gandy said the applicants are requesting to
rezone the property to develop one single family residence. Seven
(7) notices were sent out and one response was received in favor
from Harold Knight, V.P. Indian Creek Properties.
Peter Landesberg, owner, was present to represent this item.
Public Hearing. No one responded and the Public Hearing was closed.

Acting Vice Chairman Richarme advised the audience that this item
was a Public Hearing.
Zoning Administrator Karen Gandy informed the Commission that the
applicant's request is for a Revised Concept Plan approval to
relocate the one -story frame building behind the existing church

facility being legally described as Lot 2, O.W. Knight No. 899
Addition. Ms. Gandy commented that this submittal is identical to
the previous submittal. The purpose of this submittal is to
clarify the applicant's request to relocate the one -story frame
building. Located at 940 South Carroll Avenue. Owner /applicant is
First Baptist Church. Current zoning is "CS" Community Service
District. Land use category is Medium Density Residential. Five
notices were sent out and no responses received. Ms. Gandy said on
September 7, 1993, the City Council approved "the 2nd reading of
Ordinance No. 480 -94, subject to the Plan Review Summary dated
August 13, 1993,; granting the following variances: "20% reduction
of shrubs within the bufferyards, a division of plantings between
Phases 1 and 2, and allowance for the one -story frame building to
remain at its current location until the necessity of the fire
lane." The ZBA granted approval of the side yard variance request
on September 30, 1993. This variance permitted the encroachment of
the existing building into the required side yard and the proposed
office addition to be constructed as noted on the plan. All other
new construction must be in compliance with the 15' requirement.
John Sanders, architect for the Church was present to represent
this item. Mr. Sanders commented he had seen the Plan Review
Summary dated January 28, 1994 and had no problems.
Public Hearing. No one responded and the Public Hearing was closed.
Motion was made to approve ZA 94 -04 subject to Plan Review Summary
dated January 28, 1994 and per City Council recommendation on
September 7, 1993; and adding, that the one -story frame building
could be moved anytime; relocation not subject to fire lane /parking
construction.

Fred Bauer, owner, was present to represent this item. Mr. Bauer
said he had seen the Plat Review Summary dated January 28, 1994 and
was in agreement except for item #7. Mr. Bauer then requested a
50' radius cul -de -sac be considered instead of 60'. Greg Last,
Community Development Director stated that he felt that would be
appropriate given that the existing R.O.W. was 50' wide and future
improvements could be made within a 50' radius cul -de -sac.
Public Hearing. No one responded and the Public Hearing was closed.
Motion was made to approve ZA 94 -05 subject to the Plat Review
Summary dated January 28, 1994 amending item #7 changing the 60'
radius on the cul -de -sac to 50' radius cul -de -sac.

2815 W. Southlake Blvd. Owner is Ruby Slayton and the applicant
is Charles Slayton. Current zoning is "AG" Agricultural and the
requested zoning is "SF-1A" Single Family -1A Residential. Land use
category is Low Density Residential. Nine (9) notices were sent
out and two responses were received in favor: Jerry Hall, 2620 W.
Southlake Blvd., Southlake, Tx. and Douglas Beavers, 2271 Union
Church Rd., Keller, Tx. One response was received in opposition
from E. John Keller, 2906 W. Southlake Blvd. Ms. Gandy said that
the applicant is requesting to rezone the property and subdivide
the acreage to allow her son to construct a single family residence
on one acre.
John Levitt, engineer, was present to represent the applicant for
this item.
Public Hearing.
E. John Keller, 2906 W. Southlake Blvd, Southlake, Tx., was
concerned with rezoning the land, however, he verbally withdrew his
opposition. Ms. Gandy informed Mr. Keller that a written
withdrawal of opposition is required.
There were no other responses and the Public Hearing was closed.

Allen Survey, Abstract No. 18, Tracts 4G and 4G1. Located at 2815
W. Southlake Blvd. Owner is Ruby Slayton and the applicant is
Charles Slayton. Current zoning is "AG" Agricultural and the
requested zoning is "SF -1A" Single Family -1A Residential. Land use
category is Low Density Residential. Nine (9) notices were sent

subdivided.
There were no other responses and the Public Hearing was closed.
The Commission discussed the common access easement for Lots 1 & 2.
Commissioners Tate and Arnold were against the common access
easement.
Motion was made to approve ZA 94 -07 subject to Plat Review Summary
dated January 28, 1994 with Lots 1 & 2 having a common access
easement and 100' lot width requirement to be addressed as a
informational comment.

Acting Vice Chairman Richarme advised the audience that this item
was a Public Hearing.
Zoning Administrator Karen Gandy informed the Commission that the
applicant's request is for a Preliminary Plat of 17.648 acres
situated in the Christopher Dart Survey, Abstract No. 2003, being
Tracts lA and 1A1 of which the western 10.0 acres will be developed
as Pheasant Lakes Addition. The developer proposes eight (8) one -
acre lots which will be accessed through Hillwood Estates. The
Hornicks will retain possession of Lot 9. Located on the West side
of North Peytonville Avenue in the 2000 -block across from Brittany
Place Addition. Owners are Jimmy W. and Barbara J. Hornick and the
applicant is Betty Hagan. Current zoning is "AG" Agricultural and
the requested zoning is "SF -1A" Single Family -1A Residential. Land
use category is Low Density Residential. Twenty -two (22) notices
were sent and one written response was received from Mike Costello,
1862 N. Peytonville, Southlake, Tx. He was concerned with sewage
run -off and increased water run -off into the creek on the East
boundary. He also commented that the creek now floods to a greater
extent than previous years.
Warren Hagan, Engineer was present to represent the applicant for
this item.
Public Hearing.
Mike Costello, 1862 N. Peytonville concerned with problem of septic
in the area and drainage problems.
Normon Smaligo, 1613 Pheasant Ln. had mixed emotions, said there
has been major drainage problems in the area and he has been
experiencing septic problems.
Grant Bejcek, 1619 Mockingbird Ln. commented he owned 1.8 acres and
a small pond that floods everytime it rains. He was concerned with
drainage, and the lot size being large enough to handle septic.
There were no other responses and the Public Hearing was closed.
Motion was made to approve ZA 94 -08 subject to Revised Plat Review
Summary dated January 28, 1994, deleting item #11 (requiring a
dedicated 50' radius cul -de -sac on the subject property) and
rewording item #14 to require that the common lot lines between
Lots 3 & 4 and Lots 5 & 6 be straightened, but need not be radial.
