MINUTES
Commission Present: Chairman, Joe Wright; Members: Kate Barlow,
Nick McGarity, Randy Arnold, Michael Richarme, Ernest Johnson, and
Lanny Tate.
City Staff Present: Community Development Director, Greg Last;
Planner, Tom Elgin; Zoning Administrator, Karen Gandy; and
Community Development Secretary, Glenda Jaynes.
The meeting was called to order by Chairman Wright at 7:30 p.m.
Agenda Item #2, Approval of Minutes.
Motion was made to approve the Minutes of the July 22, 1993,
Planning and Zoning Commission meeting.

Community Development Director Greg Last informed the Commission
that Staff has provided them with miscellaneous city information
that they may find helpful.
Agenda Item #4, ZA 93 -31, Final Plat of SouthRidge Lakes, Phase
VII, Arvida /JMB Partners, L.P. -II.
Zoning Administrator Karen Gandy informed the Commission that the
applicant's request is for approval of the Final Plat for
SouthRidge Lakes, Phase VII, being 20.410 acres situated in the
T.M. Hood Survey, Abstract No. 706 and the A.A. Freeman Survey,
Abstract No. 522. Located South of Peytonville Ave. N., West of
Shady Oaks Dr. and West and South of Raven Bend Addition.
Owner /applicant is Arvida /JMB Partners, L.P. -II. No notices were
required. Ms. Gandy said that the City Council approved the
Revised Preliminary Plat of SouthRidge Lakes, Phase VII (ZA 93 -42)
on August 3, 1993, waiving items equivalent to #2 & #3 on tonight's
Staff Review Letter dated July 30, 1993.
John Levitt, Engineer, was present on behalf of the owner
Arvida /JMB Partners, L.P. III to represent this item. Mr. Levitt
said he had seen the Staff's Plat Review Summary dated 7/30/93 and
asked the Commission to consider waiving Items #2 & #3. Mr. Levitt
then commented that he felt that Lot 128 did meet the 100' lot
width at the building line as referenced in item #4.

Sean Randall representative of Arvida /JMB Partners, L.P. -III said
that this was the last phase for SouthRidge Lakes. He then thanked
the Commission for their assistance and said he has enjoyed working
in the City of Southlake.
Motion was made to approve ZA 93 -31, Final Plat of SouthRidge
Lakes, Phase VII subject to the Staff's Plat Review Summary dated
July 30, 1993 with the following stipulations:
- deleting item #2
- changing item #3 to reflect a 20' building line instead
of 35' building line on Block 1, Lot 136 and Block 5,
Lots 1 and 14
- the developer agreeing to item #4, the 100' lot width at
the building line on lot 128

applicant's request is for a Rezoning approval for 2.5067 acres
situated in the Hiram Granberry Survey, Abstract No. 581, Tract 3J.
Located at 410 S. White Chapel Blvd. Owner /applicant is Mark
Fowler. Current zoning is "AG" Agricultural and the requested
zoning is "SF -1A" Single Family -1A Residential. Land use category
is Medium Density Residential. Eight notices were sent out and
three written responses were received in favor. John and Sharon
Barmore, 381 S. White Chapel Blvd.; Lenora Herron, 500 S. White
Chapel Blvd.; William and Cindy Baird, 380 S. White Chapel Blvd.
Ms. Gandy commented that the applicant currently lives on the site
in a single family dwelling which he will remove prior to issuance
of a certificate of occupancy for a new structure which he plans to
build in the future.

this item.

Hearing.
Zoning Administrator Karen Gandy informed the Commission that the
applicant's request is for a Rezoning approval for 6.00 acres
situated in the R. Price Survey, Abstract No. 992, Tract 4A.
Located on the North side of Bob Jones Road between T. W. King Road
and North White Chapel Blvd. Owner /applicants are R. Craig
Saunders and Elizabeth A. Rohr - Saunders. Current zoning is "AG"
Agricultural and the requested zoning is "RE" Residential Estate.
Land use category is Low Density Residential. Six notices were
sent out and no responses were received. Ms. Gandy said the
applicant proposes building one single family dwelling and some
accessory buildings for horses. Ms. Gandy then informed the
Commission that a variance request must be approved by the ZBA to
allow the lot width of 202' rather than the required 300' minimum
width required by the "RE" district. Ms. Gandy said the Saunders
applied for the "RE" district because of the flexibility it offered
in the construction of accessory buildings (i.e. 50 of the lot area
in the "RE" district vs. a maximum 1,000 sq. ft. in the "SF -1A"
district).
Rich Deott, Teague Nall & Perkins, was present to represent this
item.
Public Hearing. No one responded and the Public Hearing was
closed.

Chairman Wright advised the audience that this item was a Public
Hearing.
Zoning Administrator Karen Gandy informed the Commission that the
applicant's request is for a Rezoning and Concept Plan approval for
2.1912 acres situated in the O.W. Knight Survey, Abstract No. 899,
Tracts 6D and 6F. Located at 940 South Carroll Avenue.
Owner /applicants are First Baptist Church /Southlake; Beverly J.
Bradley, Trustee; and Rev Falis Holloway, Pastor and Agent.
Current zoning is "AG" Agricultural and "CS" Community Service and
the requested zoning is "CS" Community Service. Land use category
is Medium Density Residential. Six notices were sent out and no
responses received. Ms. Gandy told the Commission that the City
Council initiated the "CS" Community Service rezoning of the
eastern half of the property fronting S. Carroll Avenue with the
adoption of Ordinance No. 480 in September, 1989. The western half
remained "AG" Agricultural. Ms. Gandy said that the applicant is
now requesting to rezone the western half of the property to "CS"
and is seeking concept plan approval for permanent structures. The

applicant is also requesting variances: a reduction in bufferyard
shrubs by twenty percent (20 %); plantings be divided between Phase
I and Phase II; and a fifteen foot building setback requirement
along the North property line to allow the new structure to align
with the existing masonry building. The applicant also requests
that the one -story frame building remain where it is located and at
the appropriate time be moved to a location behind the existing
building or be removed from the property.
John Sanders, Architect was present to represent this item. Mr.
Sanders said he had seen the Staff's Concept Plan Review Summary
dated 7/30/93 and was in agreement.
Public Hearing. No one responded and the Public Hearing was
closed.
Motion was made to approve ZA 93 -54, Rezoning and Concept Plan
request for First Baptist Church /Southlake subject to the Staff's
Concept Plan Review Summary dated July 30, 1993 and granting the
applicant's requests for the following variances:
- twenty percent (20 %) reduction of shrubs within the
bufferyard requirements
- that plantings be divided between Phase I and Phase II
- allowing the one -story frame building remain where it is
located until at such time it is moved for the necessity
of a fire lane.

response was received in favor from Lee Roy McCain, 1504 McCain
Lane, Colleyville, Tx. Ms. Gandy said that the applicant plans to
build a new single family residence on the site and has submitted
a plat showing for administrative review.
Commissioner Johnson expressed his disapproval that there was not
