CITY OF SOUTHLAKE PLANNING AND ZONING COMMISSION MEETING August 5, 1993 MINUTES Commission Present: Chairman, Joe Wright; Members: Kate Barlow, Nick McGarity, Randy Arnold, Michael Richarme, Ernest Johnson, and Lanny Tate. City Staff Present: Community Development Director, Greg Last; Planner, Tom Elgin; Zoning Administrator, Karen Gandy; and Community Development Secretary, Glenda Jaynes. The meeting was called to order by Chairman Wright at 7:30 p.m. Agenda Item #2, Approval of Minutes. Motion was made to approve the Minutes of the July 22, 1993, Planning and Zoning Commission meeting. Community Development Director Greg Last informed the Commission that Staff has provided them with miscellaneous city information that they may find helpful. Agenda Item #4, ZA 93 -31, Final Plat of SouthRidge Lakes, Phase VII, Arvida /JMB Partners, L.P. -II. Zoning Administrator Karen Gandy informed the Commission that the applicant's request is for approval of the Final Plat for SouthRidge Lakes, Phase VII, being 20.410 acres situated in the T.M. Hood Survey, Abstract No. 706 and the A.A. Freeman Survey, Abstract No. 522. Located South of Peytonville Ave. N., West of Shady Oaks Dr. and West and South of Raven Bend Addition. Owner /applicant is Arvida /JMB Partners, L.P. -II. No notices were required. Ms. Gandy said that the City Council approved the Revised Preliminary Plat of SouthRidge Lakes, Phase VII (ZA 93 -42) on August 3, 1993, waiving items equivalent to #2 & #3 on tonight's Staff Review Letter dated July 30, 1993. John Levitt, Engineer, was present on behalf of the owner Arvida /JMB Partners, L.P. III to represent this item. Mr. Levitt said he had seen the Staff's Plat Review Summary dated 7/30/93 and asked the Commission to consider waiving Items #2 & #3. Mr. Levitt then commented that he felt that Lot 128 did meet the 100' lot width at the building line as referenced in item #4. Ms. Gandy said the applicant proposes building one single family dwelling and some accessory buildings for horses. Ms. Gandy then informed the Commission that a variance request must be approved by the ZBA to allow the lot width of 202' rather than the required 300' minimum width required by the "RE" district. Ms. Gandy said the Saunders applied for the "RE" district because of the flexibility it offered in the construction of accessory buildings (i.e. 50 of the lot area in the "RE" district vs. a maximum 1,000 sq. ft. in the "SF -1A" district). Zoning Administrator Karen Gandy informed the Commission that the applicant's request is for a Rezoning and Concept Plan approval for 2.1912 acres situated in the O.W. Knight Survey, Abstract No. 899, Tracts 6D and 6F. Located at 940 South Carroll Avenue. Owner /applicants are First Baptist Church /Southlake; Beverly J. Ms. Gandy told the Commission that the City Council initiated the "CS" Community Service rezoning of the eastern half of the property fronting S. Carroll Avenue with the adoption of Ordinance No. 480 in September, 1989. The western half remained "AG" Agricultural. Ms. Gandy said that the applicant is now requesting to rezone the western half of the property to "CS" and is seeking concept plan approval for permanent structures. The applicant also requests that the one -story frame building remain where it is located and at the appropriate time be moved to a location behind the existing building or be removed from the property. John Sanders, Architect was present to represent this item. Mr. Sanders said he had seen the Staff's Concept Plan Review Summary dated 7/30/93 and was in agreement. Public Hearing. Motion was made to approve ZA 93 -54, Rezoning and Concept Plan request for First Baptist Church /Southlake subject to the Staff's Concept Plan Review Summary dated July 30, 1993 and granting the applicant's requests for the following variances: - twenty percent (20 %) reduction of shrubs within the bufferyard requirements - that plantings be divided between Phase I and Phase II - allowing the one -story frame building remain where it is located until at such time it is moved for the necessity of a fire lane.
