Randy Arnold, Michael Richarme, Ernest Johnson, and Lanny Tate.
Commissioner Absent: Kate Barlow
City Staff Present: Community Development Director, Greg Last;
Planner, Tom Elgin; Zoning Administrator, Karen Gandy; and
Community Development Secretary, Glenda Jaynes.
The meeting was called to order by Chairman Wright at 7:30 p.m.
Agenda Item #2, Approval of Minutes.
Motion was made to approve the Minutes of the July 8, 1993,
Planning and Zoning Commission meeting as amended.

Zoning Administrator Karen Gandy informed the Commission that
Arvida /JMB Partners, L.P. -II has requested that Item #4, ZA 93 -31
be tabled until the August 5, 1993 Planning and Zoning Meeting.
Agenda Item #4, ZA 93 -31, Final Plat of SouthRidge Lakes, Phase
VII, Arvida /JMB Partners, L.P. -II.
Motion was made to table ZA 93 -31, Final Plat of SouthRidge Lakes,
Phase VII until the August 5, 1993 Planning and Zoning Meeting as
requested by John Levitt on behalf of the owner, Arvida /JMB
Partners L.P. -II.

Zoning Administrator Karen Gandy informed the Commission that the
applicant's request is for approval of the Final Plat for
Monticello, Phase III, being 39.277 acres situated in the William
E. Crooks Survey, Abstract No. 295. Located South of West
Continental Blvd. and West of South White Chapel. Owner /applicant
is the Hills of Monticello, Inc. No notices were required.
Terry Wilkinson, 601 Vicksburg, Southlake, Tx. was present to
represent this item. Mr. Wilkinson said he had seen the Staff's
Plat Review Summary dated 7/16/93 and was in agreement with the
exception of item 4A. He then requested to delete item 4A due to
it being a error on the plans which they have now redesigned.
Community Development Director Greg Last suggested to delete it
contingent on review of the final construction plans.
Motion was made to approve ZA 93 -46, Final Plat of Monticello,
Phase III subject to the Staff's Plat Review Summary dated 7/16/93
and amending item 4A to be deleted upon final review of plans by
Staff.

Dominion, being 38.514 acres situated in the O.W. Knight Survey,
Abstract No. 899. Located in the 300 to 400 -block of East
Continental Blvd. Owner is JBM Development Corp and the applicant
is Goodwin & Marshall, Inc. No notices were required.
Mat Goodwin of Goodwin and Marshall Inc. was present to represent
this item. Mr. Goodwin said he agreed with all the comments on the
Staff's Plat Review Summary dated 7/16/93.

Agenda Item # 7, ZA 93 -48, Rezoning and Concept Plan for America
Aquatics, Inc., Michael & Dorothy Calli d /b /a American Aquatics,
Inc.
Chairman Wright advised the audience that this item was a Public
Hearing.
Zoning Administrator Karen Gandy informed the Commission that the
applicant's request is for a Rezoning and Concept Plan approval for
American Aquatics, Inc., being 19.414 acres out of the R.D. Price
Survey, Abstract No. 1207, Tract 3. Located at 2929 N. White
Chapel Blvd. Owner is Bill Massey and the applicants are Michael
& Dorothy Calli, d /b /a American Aquatics, Inc. Current zoning is
"AG" Agricultural and the requested zoning is "B -1" Business
Service Park District. Land use category is Medium Density
Residential. Ms. Gandy said the applicant proposes to utilize the
facility for wholesale Freshwater Tropical Fish distribution and
retail sale of related aquarium products. Nine notices were sent
out and one written response was received. Kenneth and Joan Sorg,
2825 N. White Chapel Blvd. expressed no opposition to the rezoning
and requested that no buffer be placed between their property and
the subject tract.
Commissioner Johnson asked Ms. Gandy to explain why the "B -1"
district was chosen for zoning. Ms. Gandy commented that the "B -1"
category related to distribution and this type of intensity use.
Bill Massey, 2929 N. White Chapel Blvd, Southlake, Tx. and Michael
& Dorothy Calli, d /b /a American Aquatics, Inc. were present to
represent this item.
Bubba Ragan, Landscaper /Irrigator and David Surdukan, Surveyor
represented the owner /applicant's request that the bufferyards be
exempted.
Public Hearing.
Bruce Baldwin, 4849 Greenville Ave, Dallas, Tx. of the Park Cities
Lions Club and the Park Cities Charitable Trust spoke in opposition
of the request. Mr. Baldwin said that the Park Cities Lions Club
owned and utilized a 48 acre tract to the immediate north of the
proposed property as a camp site for the past 46 years. Mr.
Baldwin commented they were in opposition of the requested "B -1"
zoning because they felt it would negatively impact the use of the
camp and diminish the value of the surrounding land.
Public Hearing closed.
The Commission expressed concern about the other uses allowed in
the "B -1" district and after a discussion with Staff, they
determined that a S -P -2 use would be more appropriate to allow the
developer to proceed with the fish distribution operation and
related uses but not allow the other uses listed in the "B -1"
district.

Motion was made to approve ZA 93 -48, Rezoning and Concept Plan for
American Aquatics, Inc. as a S -P -2 district for a tropical fish
distribution facility and related ancillary uses (to include retail
sale of the related products up to 150 of the floor area) per the
"B -1" district regulations, the concept plan presented with the
application, and Plan Review Summary dated July 16, 1993 and
recommending a waiver of all bufferyards at this time.

Chairman Wright advised the audience that this item was a Public
Hearing.
Zoning Administrator Karen Gandy informed the Commission that the
applicant is requesting approval for a Preliminary Plat of Lots 1,
2, & 3, Block 1, Fina Addition, being 20.741 acres situated in the
C.B. McDonald Survey, Abstract No. 1013, Tracts 3A, 3B1, 3B2, and
4. Located on the North side of S.H. 26 approximately one mile
Southwest of S.H. 114. Owners are Fina Oil & Chemical Co. and
CITGO Refining & Chemical, Inc. and the applicant is Everage
Consultants, Inc. Current zoning is "I -2" Heavy Industrial
District and the Land Use Category is Industrial. Ms. Gandy said
that the owner proposes to plat: Lot 1, which is the existing
Fina /CITGO terminal; Lot 2, which is the proposed site for Koch
Metering Station; and Lot 3, which is the proposed site for future
development. Five notices were sent out and no responses were
received. Ms. Gandy commented that Staff has submitted a Revised
Plat Review Summary dated July 19th.
Barry Hudson, V.P. of Everage Consultants was present to represent
this item. Mr. Hudson said that he agreed with the Staff's Revised
Plat Review Summary dated 7/19/93.
Public Hearing. No one responded and the Public Hearing was closed.
Motion was made to approve ZA 93 -49, Preliminary Plat of Lots 1, 2,
& 3, Block 1, Fina Addition subject to the Staff's Plat Review
Summary dated 7/19/93 and recommending a waiver under Item No. 6
which required lot frontage on a public or private street.
