REQUESTED ACTION: Zoning change request and concept plan approval; 19.995
acres, L.B.G. Hall Survey, Abstract No. 686, Tracts 3F
and 3G.
LOCATION: North side of F.M. 1709 (W. Southlake Blvd.),
approximately 800 feet West of the intersection of Shady
Oaks Drive with F.M. 1709.
OWNER: First National Bank of Grapevine

CURRENT ZONING: "AG ", Agricultural
REQUESTED ZONING: "SF -20A ", Single Family -20A residential
Proposed number of lots: 28; Density: 1.4 units per
gross acre.
LAND USE CATEGORY: Low Density Residential
BACKGROUND INFO: Spring, 1990; P & Z and City Council reviewed a SF -20A
request on these same tracts. P & Z recommended denial
due to noncompliance with the City's Land Use Plan. The
City Council denied the request on the First Reading of
Ordinance No. 480 -18. The applicant at that time was
Bass Development Co.

RESPONSES: Nine (9) written responses (5 within 200' and 4 outside
of the 200' radius):
In favor: T. F. Morton, 308 Blanco Circle, development
OK as long as it remains as drawn now.
In opposition:
(1) Roy J. Stacy, 320 Shady Oaks Drive, concerned that
the City's Master Plan showed the area as low density
housing, and the plan for 28 houses on 19.995 acres is
not low density.
(2) Rick Stacy, 1000 W. Southlake Blvd, Master Plan shows
area to be low density residential; should be residential
estates with 1 home per 5 acres to be compatible with the
surrounding properties
(3) Ned and Shirley Conner, 320 Blanco Circle, Lot 54,
SouthRidge Lakes, purchased their lot because the land

to the South was zoned "AG" and they would like to
maintain the rural atmosphere in SouthRidge Lakes.
(4) Theresa Sivey, 316 Blanco Circle, Lot 52, SouthRidge
Lakes, purchased their lot because the land to the South
was zoned "AG "; there are enough developments starting in
this area, concerned that the homes will sit empty.
Property owners outside the 200' radius:
(5) C.N. Leith, 250 Ginger Ct., concerned about the
runoff this development will bring to them.
(6) Gale and Joe Gregory, 1100 W. Southlake Blvd.,
concerned about the drainage problem and the density of
homes being considered; development will aggravate an
already serious problem.
(7) Larry D. Forney, 300 Ginger Ct., concerned about
storm water runoff, noted that SouthRidge Lakes
development has increased flow rates.
(8) John P. and Diana T. Dyer, 550 Ginger Ct., concerned
what SouthRidge Lakes drainage did to Ginger Ct. (Noted
poor Southlake planning ( i.e. 1709 traffic, accelerated
population, increased densities.
P & Z ACTION: January 23, 1992; Approved to TABLE and continue the
public hearing until February 6, 1992 to allow time for
further study of the drainage in the area by both the
developer and the City. They would also like to know
more details about how SouthRidge Lakes' drainage affects
the area.
STAFF COMMENTS: Attached please find the Second Plan Review Summary of
the required Concept Plan dated January 31, 1992.
