MINUTES
Commissioners Present: Chairman, Joe Wright, Members: Lanny Tate,
Bob Dowdy, Michael Richarme, Dennis McGrath.
Commissioners Absent: Larry Samartin
City Staff Present: Zoning Administrator, Karen Gandy; City
Planner, Greg Last.
The meeting was called to order by Chairman Wright at 7:30 p.m.
Agenda Item #2, Approval of Minutes
Motion was made to approve the minutes of the February 20, 1992 P &Z
Meeting as presented.

Agenda Item #3, Administrative Comments
City Planner, Greg Last, handed out the SEDC marketing brochure to
the Commission and asked for their input and comments.
Agenda Item #4, Consider Ord. 480, Section 30 and 42 Revisions
City Planner, Greg Last, presented staff's recommended changes to
the Bufferyard requirements, Ord. 480, Section 42. Mr Last also
reviewed the minor changes City Council made to the Landscape
Ordinance since P &Z recommendation.
Mr. Last stated that the City Council felt that the number of
required plants needed to be reduced.
The following changes to the Bufferyard requirements Section 42
were recommended:
- p.42 -2 b. new chart, deleted 1 bufferyard
c. credits given for trees etc. within 50'
of property line (6" caliper)
- p.42 -3 established height of fences (6'), berms (3'),
plant hedges (3')
- p.42 -4 Section 42.8 correct type F4 to F1

- p.42 -6 Referenced Landscape Ord. - all requirements
shall apply to Bufferyards
- Discussed Tables 1, 2, 3:
- Table One: In I -1 & I -2 dev. tract, extend Fl
requirement to C -1, C -2, C -3, C -4,
and B -1 adjoining tracts
I -1 /I -2 Adjacent to B -2, change to D
Bufferyard
- Table Three: In I -1/I -2 dev. tract, change to F2
in both medium density and low
density residential
- Pad Site: It was the consensus of the Commission that
there would be no need to buffer - Landscape
should be sufficient
Zoning Administrator, Karen Gandy, presented staff's recommended
changes to the P.U.D. Site Plan Requirements, Section 30.8. Ms.
Gandy discussed the need to address procedures for obtaining
additional site detail for nonresidential buildings in P.U.D.
The following changes to the P.U.D. Section 30 were recommended:
- Applicant should submit a revised development site plan
for approval by the P &Z and City Council prior to the
issuance of a building permit for any designated
commercial building.
- Applicant should submit a revised development plan to be
approved administratively prior to the issuance of a
building permit for any noncommercial building.
See attached revisions per the Commissions discussions.
Motion was made to approve revisions to Ordinance No. 480, Section
30 and 42 with changes noted during tonight's meeting.
