and 4C; and P.R.Splane Survey, Abstract No. 1453,

MINUTES
Commissioners Present: Chairman, Joe Wright; Members: Lanny
Tate, Bob Dowdy, Michael Richarme, Dennis McGrath, and Stephen
Apple.
Commissioners Absent: Larry Samartin
City Staff Present: Zoning Administrator, Karen Gandy; City
Planner, Greg Last; Secretary to the City Manager, Kim Bush.
The meeting was called to order by Chairman Wright at 7:30 p.m.
Agenda Item #2, Approval of Minutes
Motion was made to approve the minutes of the February 6, 1992 P &Z
Meeting as presented.

Agenda Item #3, Administrative Comments
City Planner, Greg Last, informed the Commission that a copy of the
SH114 Corridor Study is available in his office to review or
discuss.
Mr. Last also informed the Commission that he plans to bring the
staff's recommended changes to the Bufferyard requirements to the
next P &Z meeting.
Chairman Wright announced the resignation of Stephen Apple stating
that Stephen is filing for candidacy for City Council. Mr. Wright
expressed his appreciation of Stephen's time spent on the
Commission.
Agenda Item #4, ZA 92 -01, Concept Plan, Pleasant Hill Advent Church
Zoning Administrator, Karen Gandy, presented the Concept Plan for
Pleasant Hill Advent Christian Church, Block 1, Lot 1, Chivers Park
Addition. Owner is Pleasant Hill Advent Christian Church. Ms.
Gandy stated that five (5) notices were sent, but no responses were
received. Ms. Gandy explained that the owners will need a
Development Site Plan approved by staff prior to a building permit
being issued. Ms. Gandy further stated that the existing home on
the property will be used for church purposes.

R.J. Stacy, representative for the Church, was available to answer
questions for the Commission. He stated that they plan to start
construction as soon as they receive their money from the State for
the widening of F.M. 1709.
There were no comments during Public Hearing.
Motion was made to approve ZA 92 -01 subject to staff's review
letter dated 2/14/1992.

Agenda Item #5, ZA 92 -02, Specific Use Permit, Explorer Pipeline
Zoning Administrator, Karen Gandy, presented the request for a
Specific Use Permit for petroleum operations per Ordinance No. 480,
Section 45.1 (26) for Explorer Pipeline Company. The property is
described as being a 16.48 acre tract of land out of the Harrison
Decker Survey, Abstract No. 438, Tract 1B1A; the C.B. McDonald
Survey, Abstract No. 1013, Tracts 4B and 4C; and the P.R. Splane
Survey, Abstract No. 1453, Tract 1B. Ms. Gandy stated that
seventeen (17) notices were sent, but no responses were received.
Brian Young, attorney for Explorer Pipeline, was present to
represent the owner. Mr. Young introduced the site Superintendent,
Mr. Ken Bailey. Mr. Young asked the Commission to waive the
bufferyard requirements as stated in staff's review letter of
2/14/1992. He stated that a natural tree and bush buffer already
exist.
It was the consensus of the Commission that it would be in the best
interest of the citizens of Southlake to assure some bufferyard
requirement be committed to by Explorer Pipeline along the roads
and along the mobile homes to the west. The Commission commented
that the bufferyard requirements for this type of use are not so
stringent that they would hamper the effectiveness of emergency
response.
Motion was made to approve ZA 92 -02 subject to staff's review
letter of 2/14/1992 including bufferyard requirements in item #6
for: (1) north along Continental; (2) East along property line to
north portion of Fina Oil Company, tract 3A; (3) west along mobile
home property line; and, (4) south along S.H. 26.
