February 6, 1992 7:30 p.m.
MINUTES
Commissioners Present: Chairman, Joe Wright; Members: Lanny Tate,
Larry Samartin, Bob Dowdy, Michael Richarme, Dennis McGrath, and
Stephen Apple.
City Staff Present: Zoning Administrator, Karen Gandy; City
Planner, Greg Last; Public Works Director, Michael Barnes; and,
City Engineer, Eddie Cheatham.
The meeting was called to order by Chairman Wright at 7:30 p.m.
Agenda Item #2, Approval of Minutes
Motion was made to approve the minutes of the January 23, 1992 P &Z
Meeting as presented.

Agenda Item #3, Administrative Comments
There were no administrative comments from staff or the Commission.
Agenda Item #4, ZA91 -75, Zoning, AG to SF -20A, Proposed Pecan Lakes
Karen Gandy, Zoning Administrator, presented the rezoning request
for a 19.995 acre tract of land out of the L.B.G. Hall Survey,
Abstract No. 686, Tracts 3F and 3G, from Agricultural to Single
Family -20A; owner First National Bank of Grapevine. Ms. Gandy
stated that 17 notices were required to be sent. Nine written
responses were received. Those residents opposed to the request,
within 200', were Roy Stacy, Rick Stacy, Ned and Shirley Conner,
and Theresa Sivey. Those citizens outside the 200' radius opposed
to the request were C.N. Leith, Gale and Joe Gregory, Larry Forney,
and John and Diane Dyer. One response was received in favor of the
request from T.F. Morton. Ms. Gandy stated that a second plan was
received by City staff from the applicants, and the second review
letter was included in the Commission's packet.
Brad Meyer, Carter & Burgess, engineers for the applicant, informed
the Commission that they had run a computer generated profile of
the project and met with the City staff and engineers. Mr. Meyer
stated that they believe they have addressed the drainage issue.

Eddie Cheatham, City Engineer, stated that he and staff feel
comfortable with the proposed plan. They have met on site and
believe the figures presented are correct. Mr. Cheatham explained
in detail the proposal to convert the existing pond into a
retention /detention pond. He explained that the flow of water
after development of the project will be no greater than it is now,
however, the flow of water will drain over a longer period of time.
Public Hearing:
R.J. Stacy, 320 N. Shady Oaks, expressed that he was still opposed
to the project. He stated that he has lived there a long time and
has seen what happens when it rains. He believes that the
developers and engineers are not interested in what is happening
out there and that their plan is only a theory.
Randy Stacy, 300 N. Shady Oaks, does not believe this method is
working in Arvida and questioned how or if the City staff checks to
see if it is working properly.
Diane Stacy, 1000 W. Southlake Blvd., asked the Commission to
"stick" with the Master Plan. She expressed her displeasure with
the idea of a retention pond and the fact that she would be looking
into a 21" pipe with water draining out it from the pond.
Joe Gregory, 1100 W. Southlake Blvd., Mr. Gregory stated that he is
opposed to the project, and he cannot take any more water onto his
property. He stated that he is "looking around" to protect
himself.
Meryl Stacy, 320 N. Shady Oaks, questioned why Arvida was not being
held responsible for the increased drainage problem they have
caused. She stated that the engineers are relying on theory but
the people that live out there know they are experiencing flooding
problems. She asked the Commission if it mattered at all that this
is a low density area and are they not responsible.
Donna Stengal, 318 Blanco Circle, informed the Commission that she
lives in Arvida and her yard is standing in water. She stated that
she sympathizes with these people, and is opposed to the project.
The Public Hearing was closed.
Commissioner McGrath believes that the drainage issue has been
addressed. He does not agree with the number of lots in the
subdivision; he would recommend something closer to 20 lots instead
of 28 lots.

Commissioner Richarme stated that he felt uncomfortable with what
the engineers came up with in Arvida and he felt uncomfortable with
the results of the outcome. He also stated that he had some
disagreement with the density.
Commissioner Dowdy stated that he felt comfortable with the City
staff's and engineer's recommendation. He also commented that the
density of this project is not out of line considering the Arvida
development behind this property and the Timberlake development
across from this development.
Motion was made to approve ZA 91 -75 subject to staff's review
letter of January 21, 1992.

Agenda Item #5, ZA 91 -76, Preliminary Plat, Pecan Lakes
Karen Gandy, Zoning Administrator, presented the preliminary plat
of the proposed Pecan Lakes, a 19.995 acre tract of land out of the
L.B.G. Hall Survey, Abstract No. 686, Tracts 3F and 3G. Owner:
First National Bank of Grapevine. Ms. Gandy stated that seventeen
(17) notices were sent and seven (7) written responses were
received in opposition to the request.
Steve Gee, G. Development, asked for an exception to the
requirement for a street stub as required in the staff's review
letter of 1/31/1992.
Commissioner McGrath asked the developer to consider taking out
lots 15 and 16.
Public Hearing.
Diane Stacy, 1000 W. Southlake Blvd., stated that this was an
obvious attempt to manipulate the planning and zoning ordinance.
She feels we are trying to "cram" too much in this subdivision.
Motion was made to approve ZA 91 -76 including staff's review letter
of 1/31/1992.

requirement for a street stub and the minimum of 125' lot width on
