2. Approval of the Minutes of the Regular City Council Meeting
held on September 4, 1990, and the Special City Council Meeting
held on August 30, 1990, for the public hearing on the
proposed tax rate increase, and the Special City Council
Meeting held on August 30, 1990.

CONSENT AGENDA
All items listed below are considered to be routine by the City
Council and will be enacted with one motion. There will be no
separate discussion of items unless a Council member or citizen so
request, in which event the item will be removed from the general
order of business, and considered in its normal sequence.
5. Consider: Establishing certain water and sewer fees.
6. Consider: Resolution 90 -70, authorizing the Mayor to execute a
renewal agreement with Tarrant County for the
collection of ad valorum taxes in Tarrant and Denton
Counties.
7. Consider: Resolution 90 -71, authorizing the Mayor to execute an
agreement with Tarrant County Health Department for
inspections of Food Establishments and Public
Swimming Pool Inspection Program Services.
8. Consider: Vote for Randy Moravec to Place 1 of the Texas
Municipal League Intergovernmental Risk Pool Board
of Trustees.
9. Consider: Amendments to Personnel Policies.
10. Consider: Waiver to Park Use Policy regarding lighting fees
and ballfield preparation fees, pending development
of a new Park Use Policy.

A zoning change request for a 5.732 acre tract of
land out of the Hiram Granberry Survey, Abstract No.
581, Tract 1C. Current zoning is Agricultural,
request is for the Commercial -1 Zoning District.
Location: North of Continental Blvd., at South White
Chapel Blvd. (White Chapel Blvd. cuts through the
Southeast corner of the tract of land).

20. Consider: Ordinance No. 480 -27, 2nd reading. (ZA 90 -34).
A zoning change request for two (2) acres of land
out of the J.G. Allen Survey, Abstract NO. 18, Tract
4A16. Current zoning is Agricultural, request is for
the B -2 Commercial Manufacturing District.
Location: East side of South Pearson Lane, in the
600 block. Owner: Jean Snow. Applicant: Tony
Chavez.

21. Consider: Ordinance No. 480 -28, 2nd reading. (ZA 90 -37).
A zoning change request for a 16.48 acre tract of
land out of the H. Decker Survey, Abstract No. 438,
and the P.R. Splane Survey, Abstract No. 1453, and
the C.B. McDonald Survey, Abstract No. 1013.
Current zoning is Industrial -1 with a request for
Industrial -2 Zoning District.
Location: North side of State Highway 26, South of
East Continental Blvd., East of Timberline Court,
and West of Crooked Lane.

Morgan Road and South of Oak Hills Mobile Estates.

Carroll Avenue, Southlake. The tract of land is

EXECUTIVE SESSION
PERSONNEL
The City Council may consider the appointment, employment,
evaluation, reassignment, duties, discipline, or dismissal of the
City Manager, City Secretary, City Attorney, Municipal Court Judge
and City Boards and Commission Members. A complete list of the
City Boards and Commissions are on file in the City Secretary's
Office.
After discussion of any or all of the above, in executive session,
any final action or vote taken will be in public by the City
Council.
PENDING LITIGATION
The City Council may consider pending and contemplated litigation
subjects. The following subjects may be discussed:
1. Jerry W. Crowder v. City of Southlake. October, 1988.
2. Billie N. Farrar v. City of Southlake. June, 1988.
3. Ray L. Whitmore, Louis Messina and Marie J. Robinson v. City of
Southlake. 1980.

Litigation is, by nature, an on -going process, and questions may
arise as to trial tactics which need to be explained to the City
Council. Upon occasion, the City Council may need information from
the City Attorney as to the status of the pending or contemplated
litigation subjects set out above. After discussion of the pending
and contemplated litigation subjects, in executive session, any
final action, or vote taken, will be in public.
If personnel issues or litigation issues arise as to the posted
subject matter of this City Council Meeting, an executive session
will be held.
