held on August 21, 1990, and the Special City Council Meeting
held on August 30, 1990 for Proposed Tax Rate Increase, and
the Special City Council Meeting held on August 30, 1990.

CONSENT AGENDA
All items listed below are considered to be routine by the City
Council and will be enacted with one motion. There will be no
separate discussion of items unless a Council member or citizen to
request, in which event the item will be removed from the general
order of business, and considered in its normal sequence.
5. Consider: Resolution 90 -67, Reimbursement to Arvida for
pumping of sewage as provided in the Developers
Agrement for SouthRidge Lakes, Phase I.
6. Consider: Resolution 90 -64, amending Cheatham and Associates
contract for the S -6 Sanitary Sewer Line.
7. Consider: Resolution 90 -65, participation in the funding of a
Steering Committee through Tarrant County Mayor's
Council in order to preserve the rights of the
wholesale customer cities to challenge the
imposition by the City of Fort Worth of new charges
for water and wastewater service.

authorizing the issuance of "City of Southlake,
Texas, Tax and Waterworks and Sewer System (limited
pledge) Revenue Certificates of Obligations, Series
1990 ".

13. Consider: Ordinance No. 517, 2nd reading, an ordinance
approving and authorizing the execution and delivery
of "City of Southlake, Texas, Public Property Finance
Contractual Obligations, Series, 1990 ".

execution of a "Paying Agent /Registrar Agreement" in
relation to the "City of Southlake, Texas, Public
Property Finance Contractual Obligations, Series,
1990" and resolving other matters incident and

15. Consider: Ordinance No. 520, 1st reading, Water Rates.
16. Consider: Ordinance No. 480 -26, 2nd reading. (ZA 90 -35).
A zoning change request for a 43.222 acre tract of
land out of the S.H. Thompson Survey, Abstract No.
1504, Tracts 3 and 4A. Current zoning is
Agricultural, request is for the SF 20 A Zoning
District. Location: West side of the Carroll
Elementary School on the south side of West
Continental Blvd. Owner: Continental Joint Venture.

17. Consider: Ordinance No. 480 -22, 1st reading. (ZA 90 -21).
A zoning change request for a 5.732 acre tract of
land out of the Hiram Granberry Survey, Abstract No.
581, Tract 1C. Current zoning is Agricultural,
request is for the Commercial -1 Zoning District.
Location: North of Continental Blvd., at South White
Chapel Blvd. (White Chapel Blvd. cuts through the
southeast corner of the tract of land).

A zoning change request for two (2) acres of land out
of the J.G. Allen Survey, Abstract No. 18, Tract
4A16. Current zoning is Agricultural, request is
for the B -2 Commercial Manufacturing District.
Location: East side of South Pearson Lane, in the
600 block. Owner: Jean Snow. Applicant: Tony
Chavez.

19. Consider: Ordinance No. 480 -28, 1st reading. (ZA 90 -37).
A zoning change request for a 16.48 acre tract of
land out of the H. Decker Survey, Abstract No. 438,
and the P.R. Splane Survey, Abstract No. 1453, and
the C.B. McDonald Survey, Abstract No. 1013.
Current zoning is Industrial -1 with a request for
Industrial -2 Zoning District.
Location: North side of State Highway 26, south of
East Continental Blvd., east of Timberline Court, and
west of Crooked Lane.

20. Consider: Ordinance NO. 480 -29, 1st reading. (ZA 90 -39).
A zoning change request for a 2.14 acre tract of
land out of the B.J. Foster Survey, Abstract No. 519,
Tract 1A1A2E. Current zoning is Agricultural,
request is for the Manufactured Housing (MH) Zoning
District. Location: East Randol Mill and North of
Gifford Court. Owner /Applicant: Gaylia Reimer.

addition at 1951 E. Continental Blvd., a 1.285 acre
tract of land out of the H. Decker Survey, Abstract

Owner: Apex Aviation.
22. Consider: ZA 90 -40. A preliminary plat of the Hills of
Monticello, a 128.486 acre tract of land out of the
Hall Medlin Survey, Abstract No. 1038, and the P.J.
Hyde Survey, Abstract No. 667.

portable building , expanding city hall facilities.

the formal response of the City of Southlake, to
Dallas /Fort Worth International Airport in regards to
the Environmental Impact Study.

EXECUTIVE SESSION
PERSONNEL
The City Council may consider the appointment, employment,
evaluation, reassignment, duties, discipline, or dismissal of the
City Manager, City Secretary, City Attorney, Municipal Court Judge
and City Boards and Commission Members. A complete list of the
City Boards and Commissions are on file in the City Secretary's
Office.
After discussion of any or all of the above, in executive session,
any final action or vote taken will be in public by the City
Council.
PENDING LITIGATION
The City Council may consider pending and contemplated litigation
subjects. The following subjects may be discussed:

3. Ray L. Whitmore, Louis Messina and Marie J. Robinson v. City of

Litigation is, by nature, an on -going process, and questions may
arise as to trial tactics which need to be explained to the City
Council. Upon occasion, the City Council may need information from
the City Attorney as to the status of the pending or contemplated
litigation subjects set out above. After discussion of the pending
and contemplated litigation subjects, in executive session, any
final action, or vote taken, will be in public.
If personnel issues or litigation issues arise as to the posted
subject matter of this City Council Meeting, an executive session
will be held.
