CONSENT AGENDA All items listed below are considered to be routine by the City Council and will be enacted with one motion. There will be no separate discussion of items unless a Council member or citizen so request, in which event the item will be removed from the general order of business, and considered in its normal sequence. 5. Consider: Resolution 90 -58, in support of the Tarrant County Community Blcok Grant Program. Requesting the City of Southlake be included as a participant in the program. REGULAR SESSION: 6. A. Resolution 90 -59, setting date to consider a proposal to adopt a tax rate. B. Resolution 90 -60, setting date for proposed tax rate increase public hearing. 9. Consider: Ordinance No. 516, 1st reading. An ordinance authorizing the issuance of "City of Southlake, Texas, Tax and Waterworks and Sewer System (limited pledge) Revenue Certificates of Obligation, Series 1990 ". Public Hearing. (ZA 90 -24) Zoning change request and concept plan for a 21.719 acre tract of land out of the northern portion of Tract 3E, W.W. Hall Survey, Abstract No. 695. Current zoning is Agricultural, request is for the SF 20 -A Zoning District. Location: North side of FM 1709, east of Diamond Circle Estates. Owner: Homei Liao. Applicant: Backes and Platt. I %� City of Southlake, Texas EXECUTIVE SESSION PERSONNEL The City Council may consider the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of the City Manager, City Secretary, City Attorney, Municipal Court Judge and City Boards and Commission Members. A complete list of the City Boards and Commissions are on file in the City Secretary's Office. After discussion of any or all of the above, in executive session, any final action or vote taken will be in public by the City Council. PENDING LITIGATION The City Council may consider pending and contemplated litigation subjects. The following subjects may be discussed: 1. Jerry W. Crowder v. City of Southlake. October, 1988. 2. Billie N. Farrar v. City of Southlake. June, 1988. 3. Ray L. Whitmore, Louis Messina and Marie J. Robinson v. City of Southlake. 1980. 4. Russell Sivey v. City of Southlake. September, 1989. CONTEMPLATED LITIGATION 5. Margaret Freemen Claim. January, 1990. 6. West Beach Addition Litigation is, by nature, an on -going process, and questions may arise as to trial tactics which need to be explained to the City Council. Upon occasion, the City Council may need information from the City Attorney as to the status of the pending or contemplated litigation subjects set out above. After discussion of the pending and contemplated litigation subjects, in executive session, any final action, or vote taken, will be in public. If personnel issues or litigation issues arise as to the posted subject matter of this City Council Meeting, an executive session will be held. SLL 8/17/90
