EXECUTIVE SESSION
Southlake Crime Control and Prevention District Board
SECTION 551.071 CONSULTATION WITH ATTORNEY
The Southlake Crime Control and Prevention District Board may conduct a
private consultation with its attorney when the Board seeks the advise of its
attorney concerning any item on this agenda, about pending and contemplated
litigations, or a settlement offer, or on a matter in which the duty of the attorney to
the Southlake Crime Control and Prevention District Board under the Texas
Disciplinary Rules of Professional Conduct of the State Board of Texas clearly
conflicts with Chapter 551.
SECTION 551.072 DELIBERATION REGARDING REAL PROPERTY
The Southlake Crime Control and Prevention District Board may conduct a
closed meeting to deliberate the purchase, exchange, lease or value of real
property.
SECTION 551.073 DELIBERATION REGARDING PROSPECTIVE GIFT
The Southlake Crime Control and Prevention District Board may conduct a
closed meeting to deliberate a negotiated contract for a prospective gift or
donation to the City.
SECTION 418.183(F): TEXAS DISASTER ACT
The Southlake Crime Control and Prevention District Board may conduct a
closed meeting to deliberate information: 1) for purposes of preventing,
investigating, or responding to an act of terrorism or related criminal activity and
involving emergency response providers, their staffing, contact information and
tactical plans; 2) that relates to the risk or vulnerability of persons or property,
including infrastructure, to an act of terrorism; 3) that relates to the assembly of
an explosive weapon, the location of a material that may be used in a chemical,
biological or radioactive weapon, or unpublished information pertaining to
vaccines or devices to detect biological agents or toxins; 4) that relates to details
of the encryption codes or security keys for a public communication system; 5)
that relates to a terrorism - related report to an agency of the United States; 6) that
relates to technical details of particular vulnerabilities of critical security systems
intended to protect public and private property from an act of terrorism. The
Texas Disaster Act specifically requires that a tape recording of the closed
meeting be made.
A final action, decision, or vote on a matter deliberated in a closed meeting may
only be made in open session.

Agenda Item No. 1. Call to Order.
The March 25, 2008 CCPD meeting was called to order by President Martin Schelling at
7:02pm

Agenda Item No. 4. Administrative Comments.
A. CCPD Sales Tax update for the year
Sales taxes were reported 6.7% above budget for the year, 12 % collected
above what was collected for the same period of last year.

Discussion Central Facility Construction updates
A. Central Facility; Lee Lewis is in the process of taking bids for final
construction of facility.
Working with Jim Graham on RFIs concerns with four categories.

Consultants update
B. Mr. Smith Dorman passed out a handout showing progression of construction
work 80% of site preparation and the site utilities are completed. Excavating
of the lower site is in progress now. Street grooming will be coming up in
mid April along with Phase II earth work and street work. In the excavating
they were surprised to find ground water and are expecting to see more. The
gas tank has been removed no contamination of property assessment.
C. Greenway has no final agreement - they are working on a final document.
D. Discussion on use of the surrounding properties. Office buildings and
restaurants covered.
E. The Board was invited to stop by the property at anytime; they should stop by
the trailer to alert the supertendant you are visiting.
F. At Council meeting the Board will be recommending amending the contract
with Lee Lewis for the project cost when we get a final number.
New Item considered
H. Approved an agreement with CTL Thompson, LLC for materials testing in the
amount of $53,338.00. Original bid did not include independent inspections.
A Power Point presentation was presented:
The Board wanted;
1) Additional inspectors to ensure that the construction is being done in
full compliance with the inspections.
Areas covered by the agreement include:
Observation & density testing of fill & backfill
Drilled pier observation
Reinforcing steel observation
Concrete testing
Masonry testing
Visual Weld
Observation and taking of spray-applied Fireproofing
The Agreement has been reviewed by City Attorney. Questions were asked why an
independent inspector needs to be hired. Why not use the City inspectors. Discussion
took place over why the city needs to hire an independent inspector.

Heath will not be there for alert meeting.
