PROJECT: Variance to Masonry Ordinance for Eubanks Intermediate Portable Buildings
EXECUTIVE
SUMMARY: Carroll Independent School District is requesting approval of a variance to Masonry
Ordinance No. 557 -A, as amended, for two portable buildings at Eubanks
Intermediate School on property located at 500 S. Kimball Ave. SPIN # 8.
REQUEST DETAILS: There are currently two portable buildings being used as education classrooms at
Eubanks Intermediate School. The Zoning Board of Adjustment (ZBA) originally
approved Special Exception Use Permits (SEU) for the two buildings for a period of
three years on July 13, 2006 and July 12, 2007. On June 10, 2010, the ZBA
approved an SEU to allow the buildings to remain for the sooner of eighteen (18)
months or sixty (60) days after the Certificate of Occupancy has been issued for the
Eubanks Intermediate School expansion. The expansion project is not yet underway
at Eubanks Intermediate School, so Carroll ISD is requesting re- approval of the
Special Exception Use Permit from the ZBA on December 15, 2011 to allow the
portable buildings to remain until October 31, 2012. Zoning Ord. 480, Section
44.12.7.c, requires that portable buildings have a masonry fagade meeting the
requirements of the City's masonry ordinance. Masonry Ordinance No. 557 -A
requires that all buildings constructed on property zoned 0-1, 0-2, C -1, C -2, C -3, C-
4, B -1, B -2 or CS under the City's Comprehensive Zoning Ordinance shall have all
exterior walls constructed using a masonry material covering at least eighty percent
(80 %) of said walls, exclusive of all windows, doors, roofs, glass construction
materials, or sidewalk and walk -way covers. The applicant is requesting a variance
to allow tan metal siding extending from the skirting around the base of the building
upward to the roof line. This request is consistent with the previous masonry
variance approved by City Council on June 15, 2010 and what exists on -site today.

requested.

REQUEST LETTER
Request for Permit Extension of two Portable Buildings
Carroll Independent School District
Eubanks Intermediate School
500 South Kimball Ave.

Time Required
This request is being made for a one (1) year period of time beginning with the 2011 -12
school year and lasting into mid - semester of the fall of 2012.
Construction (Specifications Attached)
The buildings under consideration are 24' x 64' containing two (2) classrooms currently
used in the instructional program at the school, They are constructed in accordance with
all appropriate state and federal codes governing public education classroom
construction. Rectangular in shape, the buildings have light grey siding that extends from
the shirting around the base of the building upward to the roof line. The roof is a pitched
design consisting of wood decking, felt underlayment, and composite shingles. In
addition, the buildings are equipped with a handicapped accessible tamp attached to an
existing sidewalk that leads into the main building on the campus.
The district- is requesting a waiver of the requirements in the ordinance for a "permanent
foundation" and a "masonry fa�ade" since the location of one of these structures is in an
area where a permanent addition is envisioned for the school in the upcoming calendar
year. In fact, the original proposal for the district's February 2006 Bond Proposal called
for an eight classroom addition to be built on this very site. However, when information
surfaced concerning the potential for substantial residential development in the SH 114
corridor, the Board of Trustees in the school district modified its bond program deciding
instead to adopt a short term plan for addressing over - crowding at the elementary and
intermediate level until the long term demographics of the district could be more
accurately determined. This item was again brought to voters in May of 2009 and was
ratified. The time has come now to prepare for the expansion of that building.

While no portable building can be made to appear as a completely normal part of any
permanent construction, the school district has maintained these buildings in a neat and
orderly fashion, In addition, the landscape of the surrounding area will be modified to
incorporate these structures as a n ormal part of the environment.

Transition Plan
It is the current plan for Carroll ISD to begin the expansion work on this camps during
the upcoming months for ultimate completion in the summer of 2012. Students are
anticipated to occupy the new addition for the first time at the beginning of the 2012 -13
schoolyear. All CJSD portable classrooms have been declared surplus property and the
remaining two related to this request will be liquidated by October 31, 2012.
