Discussion of all items on tonight's meeting agenda. REGULAR SESSION: 7:30 P.M. 1. Call to order. Invocation. 2. Approval of the Minutes of the Regular City Council Meeting held on May 15, 1990, and the Special City Council Meeting held on May 16, 1990. 3. Mayor's Report. 4. City Manager's Report. CONSENT AGENDA All items listed below are considered to be routine by the City Council and will be enacted with one motion. There will be no separate discussion of items unless a Council member or citizen so request, in which event the item will be removed from the general order of business, and considered in its normal sequence. 5. Consider: Resolution 90 -36, authorizing the Mayor to enter into an interlocal assistance program between the City of Southlake and DFW Regional Law Enforcement. 6. Consider: Resolution 90 -37, authorizing the Mayor to enter into an interlocal agreement with Houston - Galveston Area Council (HGAC) for the purpose of purchasing equipment for the Police Department. 7. Consider: Resolution 90 -42, setting the date for the public hearing for Ordinance No. 511, Capital Improvements. 8. Consider: Resolution 90 -44, authorizing the Mayor to execute the documents related to the abandonment of easements in Dove Estates. REGULAR AGENDA 9. Public Forum. 10. Amending the Zoning Ordinance to allow for portable buildings in certain zoning districts within the City of Southlake. Public Hearing. 13. Consider: Ordinance No. 480 -22, 1st reading. (ZA 90 -21). Zoning request for a 5.732 acre tract of land out of the Hiram Granberry Survey, Abstract No. 581, Tract 1C. Current zoning is Agricultural, request is for the Commerical -1 Zoning District. Owner /Applicant: Trustees, E- Systems, Inc. Pool Trust, represented by Al Wilkie, Land and Planning Consultant. Public Hearing. 14. Consider: Ordinance No. 480 -23, 1st reading. (ZA 90 -22). Zoning request and concept plan for 14.614 acre tract of land out of the W.W. Hall Survey, Abstract No. 695, Tract 6. Current zoning is Agricultural, request is for the SF 20A Zoning District. Location: West side of North Carroll Avenue, approximately 1000 feet South of City Hall. This tract is proposed to be Phase II of SouthView. Public Hearing. 15. Consider: ZA 90 -23, Preliminary Plat of SouthView, Phase II. A 14.614 acre tract of land out of the W.W. Hall Survey, Abstract No. 695, Tract 6. Owner: Edwin T. Clark. Applicant /Developer: Dixtor International, Inc. 16. Consider: ZA 90 -26, Development Site Plan for Timber Lake, Phase 2, a 156.7173 acre tract of land out of the P.J. Hyde Survey, Abstract No. 667, and the James Thornhill Survey, Abstract No. 1505. Current zoning is Planned Unit Development (PUD) for residential purposes. Consider: Ordinance No. 508, 2nd reading, amending Ordinance No. 349, 368, and 396, regarding speed limits within the city limits. Public Hearing. 20. Consider: Ordinance No. 513, 1st reading. Designating a portion of Brumlow Avenue as a "No Parking" area. 21. Consider: Resolution 90 -32, endorsing State and Local Government control of stratospheric ozone depleting compounds. 22. Consider: Resolution 90 -43, authorizing the Mayor to enter into an interlocal agreement with the City of Grapevine, for the Park Place sewer facilities. 23. Consider: Resolution 90 -38, authorizing the Mayor to enter into an interlocal agreement with Park Place /114 Joint Venture, for the Park Place sewer facilities. 24. Consider: Resolution 90 -35, awarding the bid for the S -6 Sanitary Sewer Line. 25. Discussion: Ordinance No. 506, Sign Ordinance. 26. After discussion of any or all of the above, in executive session, any final action or vote taken will be in public by the City Council. PENDING LITIGATION The City Council may consider pending and contemplated litigation subjects. The following subjects may be discussed: 1. Jerry W. Crowder v. City of Southlake. October, 1988. 2. Billie N. Farrar v. City of Southlake. June, 1988. 3. Ray L. Whitmore, Louis Messina and Marie J. Robinson v. City of Southlake. 1980. 4. Russell Sivey v. City of Southlake. September, 1989. CONTEMPLATED LITIGATION 5. Vibra Whirl v. City of Southlake 6. Margaret Freemen Claim. January, 1990. Litigation is, by nature, an on -going process, and questions may arise as to trial tactics which need to be explained to the City Council. Upon occasion, the City Council may need information from the City Attorney as to the status of the pending or contemplated litigation subjects set out above. After discussion of the pending and contemplated litigation subjects, in executive session, any final action, or vote taken, will be in public. If personnel issues or litigation issues arise as to the posted subject matter of this City Council Meeting, an executive session will be held. SLL 4/10/90
