Item 8BM E M O R A N D U M October 18, 2011 To: Shana Yelverton, City Manager From: Alicia Richardson, City Secretary Subject: Resolution No. 11-051, appoint members to the Southlake Parks Development Corporation, Southlake Business Council, Southlake Program for the Involvement of Neighborhoods, and Zoning Board of Adjustment. Action Requested: . Appoint members to various boards, commissions and committees Background Information: Each year, the City Council appoints members of the public to various boards, commissions and committees. Each member is appointed for a two-year term, unless indicated otherwise. With the exception of Southlake Business Council, appointed members shall be citizens of Southlake. Members of the public indicate their interest to volunteer by submitting a completed application to the City Secretary’s Office. Applications are available on the City’s website and from the City Secretary’s Office. Chronological date of appointments:  June 21, 2011 – annual appointments to various boards, commissions and committees;  September 20, 2011 – appointments to remaining vacancies on Board of Appeals, Library Board, Parks and Recreation Board, Southlake Arts Council, Southlake Program for the Involvement of Neighborhoods (S.P.I.N.);  September 20, 2011 – annual appointments to the Crime Control and Prevention District Board. At the September 20meeting, Council directed staff to bring back the remaining appointments for the Southlake Parks Development Corporation and Zoning Board of Adjustment. An item was placed on the October 18 and November 1 agendas, but in the interest of time, Council action was deferred to a future meeting. In addition to the Southlake Parks Development Corporation and Zoning Board of Adjustment vacancies, there is one City-appointed vacancy on the Southlake Business Council. The position (general business) was previously held by Ms. Laura Hill. The Southlake Program for the Involvement of Neighborhoods (S.P.I.N.) has a number of vacancies. The City received an application from a youth member, which is included with the packet. A call for volunteers was placed on the city’s website and MySouthlakeNews.com. A consolidated listing of applications on file with the City Secretary’s Office is included with the packet. Approve Resolution No. 11-051 RESOLUTION NO. 11-051 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO SOUTHLAKE PARKS DEVELOPMENT CORPORATION SOUTHLAKE BUSINESS COUNCIL, SOUTHLAKE PROGRAM FOR THE INVOLVEMENT OF NEIGHBORHOODS (S.P.I.N.), AND ZONING BOARD OF ADJUSTMENT, AND PROVIDING AN EFFECTIVE DATE. Whereas, the City Council annually appoints members of the public to various boards, commissions and committees to serve a two-year term, unless indicated otherwise; and, Whereas, each appointee shall be a citizen of Southlake, unless appointed to serve on the Southlake Business Council; and, Whereas, the membership and qualifications for each board, commission and committee are identified by City Charter, ordinance, or resolution; and, Whereas, Council made appointments on June 21 and September 20, 2011; and, Whereas, Council conducted interviews for the various openings; and, Whereas , Council directed staff to bring forward the remaining appointments; now, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All the findings in the preamble are found to be true and correct and the City Council does hereby incorporate said findings into the body of this resolution as if copied in its entirety. Section 2. The Board of Directors is comprised of seven members—four City Council representatives, one Park Board representative and two citizen representatives.
