Dove Rd. and described as Lot 1, Block 1, Solana Addition, an addition to the City of Southlake, Tarrant County, Texas. SPIN # 1. REQUEST DETAILS: The applicant is requesting approval of a site plan to add an approximately 56,529 square foot two-story expansion to the existing Verizon Wireless facility for increased network space and area for infrastructure. A service yard surrounded by a twenty (20) foot wall is proposed adjacent to the expansion to screen six generators and three cooling towers. Please see the narrative letter on page 1 of Attachment C for a detailed description of the project. VARIANCE REQUESTED: The applicant is requesting a variance to the vertical and horizontal articulation requirements of Zoning Ordinance No. 480, Section 43.9.c.1.d for all facades visible from a Corridor right of way and/or any portion of the building within 400’ of a property zoned or designated residential. PROPERTY DESCRIPTION: Lot 1, Block 1, Solana Addition LAND USE CATEGORY: Mixed Use CURRENT ZONING: “NRPUD” Non-residential Planned Unit Development District HISTORY: - A Rezoning and Concept Plan for Solana (Non-residential) to “NR-PUD” Non- Residential Planned Unit Development with “C-3” General Commercial District, “O-2” Office District, “HC” Hotel District, and “CS” Community Service District uses was approved by City Council on October 17, 1995. - A site plan (ZA01-056) was approved by City Council on June 14, 2001. - A preliminary plat (ZA01-058) for Lots 1 and 2, Block 1, Solana Addition was approved by City Council on June 14, 2001. - A final plat (ZA01-059) for Lot 1, Block 1, Solana Addition was approved June 14, 2001. PATHWAYS PLAN: Southlake's Pathway System Master Plan shows a planned ten (10) foot multiuse trail adjacent to the S.H. 114 frontage and an existing eight (8) foot trail adjacent to west Dove Rd. When the site plan for Verizon Wireless was approved in June of 2001, the Council motion stipulated that if the ten (10) foot trail along SH 114 was constructed within ten years, the applicant would pay their pro-rata share of the construction. TREE PRESERVATION: The applicant is proposing to remove five (5) existing interior landscape trees for the construction of the proposed expansion and additional parking spaces. An additional four (4) live oaks, eight (8) magnolia, five (5) crape myrtle, and one-hundred-ninety-seven (197) burford hollies are proposed to be installed with the new expansion. CITIZEN INPUT/ BOARD REVIEW: A SPIN Meeting for this project was held by the applicant on September 26, 2011. A SPIN Report is included as Attachment D of this Staff Report. PLANNING AND ZONING COMMISSION ACTION: November 3, 2011; Approved (4-0) subject to Site Plan Review Summary No. 2, dated October 28, 2011, noting the applicant’s willingness to comply with City of Southlake noise ordinances at the property line and to install sound mitigation, and approving the variance to articulation as requested. Label the proposed screen wall on the site plan. Properties within Corridor Overlay Zone see Ord. 480-S § 43.9.c.1(e) for design criteria. Staff recommends providing line of sight cross sections showing the screen wall in relation to the enclosed mechanical equipment to address concerns of Kirkwood Hollow residents about the visibility of the mechanical equipment from their neighborhood. 6. For property within the Corridor Overlay Zone provide elevation plans with dimensions showing building height, wall height, wall lengths, dimensions of horizontal and vertical articulation, and the type of exterior construction material. Masonry construction meeting the requirements of Ord. 557 and Ord. 480, Section 43.9.c.1.a is required on proposed buildings. Provide horizontal and vertical articulation meeting the requirements of Ord. 480, Section 43.9.c.1.d. on all facades visible from a Corridor R.O.W. and/or any portion of the building within 400’ of a property zoned or designated residential. Because the area surrounding the development is primarily turf/pasture, a lot of the required bufferyard shrubs were placed within the parking area and closer to the building. Provide all necessary easements for water, sanitary sewer and drainage. Easements shall be 15’ minimum and located on one lot – not centered on the property line. * Use the City of Southlake GPS monuments whenever possible. WATER AND SANITARY SEWER COMMENTS: 1. Water meter need to be 2” or 4”. City of Southlake does not use 3” meters. * Water meters and fire hydrants shall be located in an easement or in the ROW. * The fire line shall be separate from the service lines. * One meter per service line. * All sewer lines in easements or ROW must be constructed to City standards. DRAINAGE COMMENTS: * This property drains into a Critical Drainage Structure and requires a fee to be paid prior to beginning construction. (Structure 3) * The drainage from this development is generally to the north. * The discharge of post development runoff must have no adverse impact on downstream properties and meet the provisions of Ordinance # 605. INFORMATIONAL COMMENTS: * Submit 4 copies of the civil construction plans (22” X 34” full size sheets) and a completed Construction Plan Checklist as part of the first submittal for review directly to the Public Works Administration Department. The plans shall conform to the most recent construction plan checklist, standard details and general notes which are located on the City’s website. * A ROW permit shall be obtained from the Public Works Operations Department (817) 748-8082 to connect to the City’s sewer, water or storm sewer system. * A Developer’s Agreement will be required for this development and may need to be approved by the City Council prior to any construction of public infrastructure. Construction plans for these improvements must be acceptable to Public Works prior to placing the Developer’s Agreement on the City Council agenda for consideration. * A separate bond will be required for the Maintenance Bond and bound only unto the City of Southlake for a period of two years for all development projects. The Maintenance Bond cannot be tied to the Performance and Payment Bond in any way. * Any hazardous waste being discharged must be pretreated Ordinance No. 836. Informational Comments: * No review of proposed signs is intended with this site plan. A separate building permit is required prior to construction of any signs. Case No. Attachment E ZA11-050 Page 2 * A five (5) foot sidewalk is required along all public and private streets with all site plans requiring City Council approval. The City Engineer has determined that the requirement of a sidewalk is not roughly proportional to the impact of the proposed expansion area as long as the expansion area is used for network space and infrastructure and not for space that would accommodate additional employees. * Please be aware that all activity must comply with the City’s Noise Ordinance in the City Code of Ordinances, Chapter 11, Article III. * All mechanical equipment must be screened of view right-of-ways and residential properties in accordance with the Zoning Ordinance No. 480, as amended. * All lighting must comply with the Lighting Ordinance No. 693, as amended. * All development must comply with the Drainage Ordinance No. 605 and the Erosion and Sediment Control Ordinance No. 946, as amended. 75 * It appears that this property lies within the LDN D/FW Regional Airport Overlay Zone and will require construction standards that meet requirements of the Airport Compatible Land Use Zoning Ordinance No. 479. * Development must comply with all requirements in Zoning Ordinance No. 480, Section 43, Overlay Zones. * The applicant should be aware that prior to issuance of a building permit a Plat must be processed and filed in the County Plat Records, a fully corrected site plan, landscape plan, irrigation plan, and building plans, must be submitted for approval and all required fees must be paid.
