Item 6D (3)Thank You Mr. Mayor, members of the City Council, the following is a Zoning Change & Site Plan for the Gateway Church Addition under Planning Case ZA11-057. The Council should have received an update to the Zoning Narrative today which the applicant will go over in further detail following staff’s presentation. 1 The applicant Mercury Radio Arts is asking for a Zoning Change & Site Plan from “CS” Community Service Zoning District to “S-P-1” Detailed Site Plan Zoning District at the former Gateway Church location located at 2121 E. Southlake Boulevard. 2 Current zoning is “CS” Community Service Zoning District 3 The Future Land Use designation is Office Commercial 4 The following is an aerial of the site with the boundary outlined in yellow 5 6 7 8 The applicant is requesting a zoning change in order to allow the uses listed on the screen which would be the primary uses and operations being conducted. In addition to the existing “CS” Community Service zoning district uses, which are currently permitted on this property, the applicant is also adding “O-1” Office Zoning District uses which are found on pages 2 and 3 of the updated narrative provided to Council this evening. 9 The following is the site plan provided by the applicant. 10 As a part of this zoning change request there are some additions being proposed to the site. First, the applicant is proposing for the relocation of the existing trash dumpster, indicated by the small green box, if it’s found necessary in the future to allow for a back-up generator. The back-up generator would then be located where the existing trash dumpster is located at or immediately adjacent to the existing building. The proposal also includes the possible construction of an accessory building for storage purposes. This proposed building location has not been determined yet and has been indicated that if the building exceeds 3,000 square feet in area it would require City Councils approval but if it is less it could be approved administratively by staff. The applicant has included language for these items in the narrative and has also indicated that they will work with staff to find the appropriate location of the dumpster enclosure, back up generator and accessory storage building when they find it necessary to install these features on site. Another part of the applicants request includes a wrought iron fence adjacent to the building to be installed for security purposes. This is being referred to as Phase ‘A’ fence in the light gray shaded area and would be installed upon occupancy of the building. This fence has been outlined by the red dashed line shown on the screen. 11 This is simply a close of the existing building with a detail of the proposed wrought iron fence.
