Staff recommends that the City Council approve a contract to upgrade the City
Library's security system with the Radio Frequency Identification Device by 3M
Library Systems, a sole source vendor, in the amount of $48,847.

An identification system is necessary for security and inventory purposes in the
Library. The present system was installed in 1999 and will become non-functional
within two years. The proposed upgrade for the Library is the Radio Frequency
Identification Device (RFID), a system that is only available through 3M Library
Systems. The RFID utilizes circuitry tags that allow personnel to identify, check in
and check-out items from the Library. During the past year, 364,000 items were
checked out of the Library. The new system will improve the process for citizens and
library staff. The proposed system is compatible with the existing operation software
system –Polaris.

Funding of $50,000 for the purchase of the RFID system is provided in the FY 2011-
12 operating budget of the LibraryDivision.

The approval of this contract with 3M Library Systems links to the city’s strategy
map relative to the focus areas of Safety and Security and meets the specific
corporate objectives of: Provide high quality customer service and Establish and
maintain effective internal controls
