Item 4ECITY OF SOUTHLAKE MEMORANDUM November 9, 2011 To: Shana Yelverton, City Manager From: Candice Sanders, Assistant to the Director of Community Services Subject: Resolution No. 11 -047, Establish a City- Managed Keep Southlake Beautiful Program 4E -1 Action Requested: City Council approval of Resolution No. 11 -047 to establish a Keep Southlake Beautiful program managed by the Department of Community Services and supported through volunteer efforts. Background Information: More than twenty years ago a group of citizens comprised of City Council member Sally Hall, civic leaders Bob Mundlin and Brad Bradley and other residents banded together to preserve the natural beauty of Southlake. With their support and Southlake City Council's approval, an Environmental Task Force was formed. The Task Force eventually expanded its scope and in November 1991 Keep Southlake Beautiful (KSB), a non - profit volunteer organization, was established. In 1993, KSB became a Keep Texas Beautiful "Proud Community. ", and in July 1994 KSB received certification as a Keep America Beautiful affiliate. Over the years, KSB has achieved many accomplishments and has offered citizens numerous programs that reduce litter, promote beautification and create environmental awareness. Some of those programs have been: ■ Education Grants: Awarded to local teachers to help them bring environmental education into their classroom. ■ Adopt -a- Street Program: Families, groups, organizations and businesses clean their "adopted" street four times per year. KSB puts a sign on their adopted street recognizing them as a partner. ■ Leaf Recycling Program: An environmental program to feed the landscape, not the landfill by recycling leaves each fall. The resident pays for half the tree and the City picks up the other half of the cost. • KAB Great American Cleanup: The nation's largest community improvement program, held annually March 1— May 31. • Biannual S.P.I.N. into Spring Garden Tour: A spring tour of some of Southlake's most beautiful gardens (April /May of even years). • Cell Phone & Ink -Jet Cartridge Recycling: An environmental initiative to help recycle old cell phones and ink jet cartridges throughout the year. • Liberty Garden: A KAB initiative to "act locally & plant patriotically" to honor those who perished on 9/11/01. • Recycling: An environmental program to encourage individuals, families, businesses to reduce, reuse, recycle and rebuy. • KAB Litter Index: Helps KAB to identify national trends regarding litter & related community issues. • Community Service Opportunities: KSB provided youth opportunities to give back to their community and earn community service hours through volunteer service. • Sponsor of Camp Summer Oaks: Summer science camp for children ages 3 -11. Since KSB's inception, the City's Community Services staff has progressively become more involved in the management and operations of the Keep Southlake Beautiful programs. In June 2011, the Keep Southlake Beautiful organization dissolved their 501(c)3 status and the City of Southlake began complete oversight of all its activities and programs. It is the City's desire to continue with some of the more established community initiatives and services that were offered through the non - profit organization. Programs that will not be continued by the city- managed Keep Southlake Beautiful program include: • Education Grants • Biannual S.P.I.N into Spring Garden Tour • Camp Summer Oaks Sponsorship The purpose of Resolution No. 11 -047 is to formally acknowledge the Keep Southlake Beautiful program and to establish it under the Community Services Department. This will allow the KSB program to maintain its affiliations with Keep Texas Beautiful and Keep American Beautiful, and remain eligible for awards and grant opportunities offered through these organizations. Financial Considerations: Funding for the management and operations of KSB programs and activities is available in the FY 2012 Community Services General Fund budget. Strategic Link: This request is linked to the City Council Focus Areas of Quality Development and Partnerships and Volunteerism, and addresses the corporate objectives of providing attractive and unique spaces for enjoyment of personal interests and providing opportunities for partnerships and volunteer involvement. City of Soitthlake Vahles: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Shana Yelverton, City Manager Meeting Date — November 15, 2011 Page 5 of 6 RESOLUTION NO. 11 -047 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, IN SUPPORT OF ESTABLISHING A CITY- MANAGED KEEP SOUTHLAKE BEAUTIFUL PROGRAM 4E -5 WHEREAS, the City of Southlake desires to improve the physical quality of community life; and WHEREAS, a clean environment contributes to the emotional, physical and economical wellbeing of our citizens; and WHEREAS, volunteer groups are able to give of their time and energy, demonstrate commitment to a clean environment and support green initiatives throughout the community; and WHEREAS, the affiliate program, supported by both Keep Texas Beautiful, Inc. and Keep America Beautiful, Inc., will assist in achieving the above premises; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1. All of the above premises are found to be true and correct and are incorporated into the body of this resolution. SECTION 2. The City Council of the City of Southlake herein establishes a City- managed Keep Southlake Beautiful program and supports its affiliation with Keep Texas Beautiful Inc. and Keep America Beautiful, Inc.
