14 Agenda Item No. 1 — Cali to Order: Chairman Fairchild called the October 27, 2011 Zoning
15 Board of Adjustment meeting to order at 6:30 p.m.

17 Agenda Item No. 2 — Approval of the Minutes: Chairman Fairchild opened the discussion for
18 the minutes of the Zoning Board of Adjustment meeting held on September 15, 2011.

20 A motion was made to approve the minutes of the Zoning Board of Adjustment meeting held on
21 September 15, 2011, as presented.

32 Agenda Item No. 3 — Administrative Comments: Richard Schell, Planner II stated that no
33 submittals have come in for November, however, there may be an orientation in its place,
34 dependent upon City Council's action to appoint a new member.

36 Agenda Item No. 4 - ZBA -617, Variance to Allow Accessory Building Forward of Principal
37 Residence: Variance to Ordinance No. 480, Section 34.2(f), requiring that no accessory
38 building be located forward of the principal residence. The property is located at 1931 N. Carroll
39 Ave, Southlake, Texas and described as Tracts 4D and 4D1, Francis Throop Survey, Abstract
40 No. 1511, City of Southlake, and Tarrant County, Texas. The current zoning is AG — Agricultural
41 District. Applicant: James and Carol Palazzo. SPIN Neighborhood # 4.

44 Richard Schell, Planner II, reported nineteen (19) notices were mailed out within two hundred
45 (200) feet with one (1) response having been received, Loren and Marina Sloane, 1417 Bay
46 Meadows Dr., Southlake, Texas, Undecided.

49 Shane Golden, 640 N Carroll Ave, Southlake, Texas, once sworn in, reviewed the structure's
50 construction including square footage, height, placement and use. Also, he explained that no
51 trees will be removed during the entire construction.

53 Laura Means, 1421 Bay Meadows, Southlake, Texas, once sworn in, requested that an e-mail
54 she submitted in opposition prior to the meeting be distributed to Board members. Once the e-
55 mail was distributed, Ms. Means stated her concerns regarding horses on the property. She is
56 worried that her dogs will bark excessively at the horses, which would result in a fine from her
57 HOA and worse case, she could lose her dogs. Another concern is the smell from the horses.
58 Ms. Means stated that she has meet with the owners with her concerns, but an agreement has
59 not been reached. Ms. Means suggested a masonry wall around the property. Another concern
60 is the height of the structure. She is concerned that her backyard and portions of her home
61 would be exposed.

63 Mr. Golden, the homeowner's representative, agreed that the homeowners have met with their
64 neighbors. Fencing cannot be determined until the house is built. Regarding the height of the
65 structure, it is not any higher than any other accessory structure in the surrounding
66 neighborhood. Mr. Golden believes that an equestrian estate would only increase the value of
67 the surrounding area and neighborhood. Also, the setbacks proposed are well past the required
68 setbacks.
