Current Zoning: S -P -2 — General Site Plan District. SPIN 127 Neighborhood #7. Richard Schell, Planner II presented the case. 128 129 Dr. Reed Williams, with Land Plan Development. This development is a physician owned 130 hospital with 350 employees and 200 physicians. Other Forest Park Medical Centers are 131 located in Dallas and Frisco. Highland St. is to the back of the development and SH 114 will 132 front the development all located on 30 acres. There are 4 medical buildings and 2 parking 133 garages on site with 970,000 sq. ft. of medical use on a horseshoe type campus. The parking 134 will not face Highland St. to keep from having headlights shining into the yards and the 135 ambulance bay will be located in the front facing SH 114 which has a canopy. The truck bay is 136 located in the rear but more interior to the campus and away from the residential neighborhood. 137 The mechanical yard is located to east of the site adjacent to the parking garage. The 138 connecting walkway goes over the street from the parking garage to the hospital. All 139 construction traffic will come off of SH 114 not Highland St. with 5 -ft. construction fencing 140 around the perimeter. 141 142 Commissioner Hudson asked about the traffic flow surrounding the ambulance bay. 143 144 Dr. Williams stated that this will not be a trauma facility. Most patients will be scheduled. In the 145 event an ambulance is needed for transport, there will be no lights or sirens and they will access 146 SH 114. 147 148 Commissioner Hudson asked the applicant to explain the water feature and its location. 149 150 Dr. Williams stated that originally the fountain feature was shown in the middle of the parking lot 151 and would never be seen. So the fountain was moved to the site entrance. 152 153 Commissioner Hudson verified that the circular path is pavement only. 154 155 Dr. Williams agreed. How long is the walkway? Also, Parrish is concerned that the walkway is exposed to 164 implement weather. Would the applicant be willing to enclose the walkway? 165 166 Dr. Williams stated he wasn't sure of the how long the walkway. It runs along the perimeter of 167 the building and it is covered. 168 169 Mr. Booze, 2202 Shadydale, Arlington, Texas stated that from the face of the parking garage 170 where the elevator core and stairs is about 55 -ft. with an expansion joint on the hospital side. 171 From the perimeter to the rotunda is an extension of the slab. Also, there is a 42" to 48" 172 perimeter along the walkway to prevent falling. If the need arose, it is possible to go back and 173 enclose completely. The head structure will go up and around giving some head coverage to 174 eliminate some driving range. 175 176 Commissioner Springer asked about the pattern on the concrete, why the use of stucco and if it 177 was a tilt up structure. 178 179 Mr. Williams stated that it is a higher end and more durable material with a longer lasting life. It 180 is not a tilt up structure. It is actually fabricated on site. 181 182 Commissioner Springer asked what will be stored in the mechanical yard. 183 184 Dr. Williams stated this is where the generators are along with the cooling towers. The entire 185 yard will be surrounded by a 14 -ft. screening wall. 186 187 Chairman Faglie opened the public hearing. 188 189 Nora Parks, 145 Jellico Circle, Southlake, Texas. Ms. Parks addressed ZA11 -037 and CP11- 190 001. Would like the cases moved to a meeting after the holidays and also questioned the Board 191 on how many times an applicant can table a case. 192 193 Dennis Killough stated that at this time there is nothing in place to limit an applicant from tabling 194 an item. A City Attorney would need to be present to address this issue further. 195 196 Chairman Faglie reminded that the public hearing is still open to Forest Park Medical.
