Discussion of all items on tonight's meeting agenda. REGULAR SESSION: 7:00 P.M. 1. A. Call to order. Invocation. B. Executive Session: Pursuant to the Open Meetings Act, Chapter 551 of the Texas Government Code, Sections 551.071, 551.072, 551.074, 551.076. CONSENT AGENDA All items listed below are considered to be routine by the City Council and will be enacted with one motion. There will be no separate discussion of items unless a Councilmember or Citizen so requests, in which event the item will be removed from the general order of business, and considered in its normal sequence. 5. Ordinance No. 480 -96, 2nd reading (ZA 93 -69), a rezoning for 1.0 acres being a portion of 1.959 acres, situated in the O.W. Knight Survey, Abstract No. 899, Tract 2B3C, being revised to Lot 3, O.W. Knight No. 899 Addition. Existing zoning is "AG" Agricultural, with requested zoning of "SF -1A" Single Family Residential District. Location: West side of Buttercup; North of Lilac Lane. Owner /Applicant: Richard and Debbie Garrett. Public Hearing. B. Ordinance No. 480 -97, 2nd reading, (ZA 93 -70), a rezoning for 0.959 acres being a portion of 1.959 acres situated in the O.W. Resolution No. 93 -43, providing for the redemption of certain outstanding obligations of the City; and resolving other matters incident and related to the redemption of such obligations. C. Ordinance No. 586, 1st reading, authorizing the issuance of "City of Southlake, Texas, Certificates of Obligation, Series 1993 ". E. Ordinance No. 597, 1st reading, authorizing and approving the creation of the Southlake Parks Development Corporation; Approving the Corporation's Articles of Incorporation and Appointing its initial directors. F. Ordinance No. 483 -C, 1st reading, revisions to the Subdivision Ordinance No. 483, to include Public Landscape Easements, and revisions to the Plat Vacation Procedures. 9. Resolutions: A. Resolution No. 93 -58, amending Resolution No. 93 -47, establishing Fees for certain services, in Section III, #14, reducing late utility payment fees from ten percent to five percent. 10. Other Items for Consideration. A. Award of Bid for Water System Improvements; Pumps for Pearson Lane. B. Request for variance to Park Use Policy to allow for overnight stay in community building by Girl Scouts. 11. Other Items for Discussion: A. Southlake Program for the Involvement of Neighborhoods. B. City of Southlake, Texas EXECUTIVE SESSION PENDING LITIGATION- SECTION 551.071 The City Council may consider pending and contemplated litigation subjects. The following subjects may be discussed: 1. West Beach Addition 2. Ken Smith Claim, July 1991 3. Clifton Johnson Lawsuit, 1993 Litigation is, by nature, an on -going process, and questions may arise as to trial tactics which need to be explained to the City Council. Upon occasion, the City Council may need information from the City Attorney as to the status of the pending or contemplated litigation subjects set out above. After discussion of the pending and contemplated litigation subjects, in executive session, any final action, or vote taken, will be in executive session. LAND ACOUISITION SECTION 551.072 The City Council may consider the purchase, exchange, lease, or sale of real property. After discussion of land acquisitions in executive session, any final action, or vote taken, will be in public. PERSONNEL SECTION 551.074 The City Council may consider the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of public officers or employees, including the City Manager, City Secretary, City Attorney, and City Board and Commission Members. A complete list of the City Boards and Commissions are on file in the City Secretary's Office. DEPLOYMENT OF SECURITY PERSONNEL SECTION 551.076 Regarding the deployment or specific occasions for implementation of security personnel or devices. After discussion, of any or all of the above, in executive session, any final action or vote taken will be in public by the City Council.
